HomeMy WebLinkAbout1CCITY COUNCIL STAFF REPORT DATE: FEBRUARY 10, 2022 CONSENT CALENDAR SUBJECT: APPROVAL OF AMENDMENT NO. 5 TO THE ALLOCATED POSITIONS AND COMPENSATION PLAN FOR FISCAL YEAR 2021-22 FROM: Justin Clifton, City Manager BY: Jeremy Hammond, Director of Human Resources SUMMARY: The City Council will consider an amendment to the current fiscal year Allocated Positions and Compensation Plan, which would result in the addition of one new Deputy City Manager, the reallocation of two positions within a bargaining unit, and the reclassification of a position. RECOMMENDATION: 1.Adopt Resolution No. ______, “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, APPROVING AMENDMENT NO. 5 TO THE ALOOCATED POSITIONS AND COMPENSATION PLAN FOR FISCAL YEAR 2021-2022, ADOPTED BY RESOLUTION NO. 24912.” 2.Authorize the City Manager to execute all necessary documents. STAFF ANALYSIS: As part of the ongoing analysis of the organization and the development of operational efficiencies, the City Manager is proposing to augment the senior leadership team. It is recommended that the City Council authorize the addition of one new Deputy City Manager. This is a net new position. This position will provide leadership to administrative service departments including Human Resources, Information Technology, Purcha sing and the City Clerk. This will allow the organization to continue its goal of consolidating and optimizing front-facing customer service-focused departments. This position will report directly to the City Manager. The Allocated Positions and Compensation Plan (the Plan) currently reflects the position of Administrative Secretary in Engineering Services. As a result of a recent reorganization and the placement of a Deputy City Manager, the incumbent’s job duties have evolved. Item 1C - 1 The incumbent will provide support to Community/Economic Development and Development Services including Building and Safety, Engineering Services, Planning, and the Office of Sustainability. The Council is asked to authorize the reclassification of this position to Administrative Coordinator. This move keeps the position in the same bargaining unit but reflects the evolution of the work. This is not a net-new position, but rather a reclassification of an existing position. The Plan currently reflects the position of Account Specialist I in the Fire Department. This position provides complex accounting support to the Fire Chief. The position has evolved under the direction of the Fire Chief who has requested that the position be reclassified at a higher level to reflect the assignment of more complex duties. This report recommends the reclassification of this position to Account Speci alist II. This is not a net- new position, but rather a reclassification of an existing position. The Plan currently reflects the position of Administrative Assistant in the Police Department. This position provides support directly to the Chief of Police and has access to legally restricted and confidential information. This report recommends the reclassification of the incumbent to Executive Programs Administrator (EX2/52). Due to the sensitivity and restricted access of the information regularly used in the performance of their duties, this position would be placed in the Executive (EX) labor group. This is not a net new position, but rather a reclassification of an existing position. Staff recommends that the City Council approve amending the FY 2021-2022 Allocated Positions and Compensation Plan by adding a Deputy City Manager, reclassifying an Administrative Secretary to Administrative Coordinator, reclassifying an Administrative Assistant to Executive Program Administrator and reclassifying an Account Specialist I to Account Specialist II in the Fire Department.
