SUMMARY:
Approval of this item will authorize RS&H California, Inc. (“RS&H”) to proceed with
completing a wildlife hazard assessment at the Palm Springs International Airport. This
item is 90.66% funded by a Federal Aviation Administration (FAA) Airport Improvement
Program (AIP) grant.
RECOMMENDATION:
1.Authorize a Purchase Order in an amount not to exceed $133,892 with the City’s “on-
call” professional aviation consulting services firm, RS&H, a California corporation,
pursuant to Agreement No. A7148 design services for Airport Wildlife Hazard
Assessment, City Project No. 21-29.
2.Authorize the City Manager or his designee to execute all necessary documents.
BUSINESS PRINCIPAL DISCLOSURE:
The Public Integrity Disclosure Form submitted by RS&H is included as Attachment A.
BACKGROUND:
On May 2, 2018, the City Council approved a 5-year on-call agreement with RS&H
California, Inc., (Agreement A7148) for professional aviation consulting services.
Pursuant to FAA regulations related to on-call service agreements, the on-call agreement
with RS&H California, Inc., assigned it responsibility for performing various as-needed
services within the Airport, including conducting wildlife hazard assessments per FAA
requirements.

STAFF ANALYSIS:
The FAA established a program to address wildlife-aircraft strikes resulting in the loss of
lives and billions of dollars in aircraft damage. The Palm Springs International Airport must
complete a Wildlife Hazard Assessment (WHA) subject to the supervision of a qualified
airport wildlife biologist per FAA requirements to mitigate and address wildlife hazards.
Following completion of the Wildlife Hazard Assessment, the Airport’s existing Wildlife
Hazard Management Plan may require revision or replacement depending on the
assessment’s findings and the FAA’s directive.
On December 27, 2021, RS&H submitted a formal proposal to the City demonstrating
their understanding and approach for completion of a wildlife hazard assessment for a
total not to exceed amount of $133,892. A copy of their proposal is included as
Attachment B.
Staff reviewed RS&H’s proposal and found RS&H’s proposal to be qualified and
complete. Staff recommends authorization of a purchase order to RS&H completion of a
wildlife hazard assessment.
ENVIRONMENTAL ASSESSMENT:
The requested City Council action is not a “Project” as defined by the California
Environmental Quality Act (CEQA). Pursuant to Section 15378(a), a “Project” means the
whole of an action, which has a potential for resulting in either a direct physical change in
the environment, or a reasonably foreseeable indirect physical change in the
environment. According to Section 15378(b), a “Project” does not include: (5)
Organizational or administrative activities of governments that will not result in direct or
indirect physical changes in the environment.
FISCAL IMPACT:
This project is 90.66% FAA AIP grant funded with the remaining 9.34% to be locally
funded through the Airport Capital Fund. Sufficient funds are budgeted and available.

Wildlife Hazard Assessment Palm Springs International Airport SCOPE OF SERVICES
OVERVIEW
The City of Palm Springs in accordance with Federal Aviation Administration (FAA) policy must undertake a
Wildlife Hazard Assessment (WHA) following guidance set forth in FAA AC 150/5200-38 Protocol for the Conduct
and Review of Wildlife Hazard Site Visits, Wildlife Hazard Assessments, and Wildlife Hazard Management Plans, FAA
AC 150.5200-33C, Hazardous Wildlife Attractants on or near Airports, and other guidance. Preparation of a WHA
must take place under the supervision of a Qualified Airport Wildlife Biologist. Subconsultant LSA is a subject
matter expert in this area and will provide the necessary services to comply with the FAA’s requirements.
SCOPE OF SERVICES
See Attachment B for a detailed Scope of Services. Major elements of work are:
1. Study Initiation and Kick Off Meeting
2. Map Habitats and Potential Wildlife Hazards
3. Baseline Research
4. Conduct Wildlife Surveys
5. Preparation of Draft and Final WHA
6. Project Management
Upon completion of the WHA, the Airport’s existing Wildlife Hazard Management Plan may require revision or
replacement, depending on the findings of the WHA and FAA directive on the matter. Revision or replacement of
the existing Wildlife Hazard Management Plan is not included in this scope of services.
SCHEDULE
The effort will require approximately 16 months to complete. See Attachment B for a detailed discussion of
schedule.

and Materials – Not to Exceed Fee assignment.

Subject: Proposal to Prepare a Wildlife Hazard Assessment for the Palm Springs International
Airport, Palm Springs, California
Dear Joe:
LSA is pleased to present this proposal to prepare a Wildlife Hazard Assessment (WHA) for Palm
Springs International Airport (Airport) in Riverside County. The WHA will be prepared in accordance
with all relevant Federal Aviation Administration (FAA) requirements and guidelines for WHAs with
respect to commercial and general aviation airports. LSA Associate/Senior Biologist Eric Lichtwardt is
qualified to conduct WHAs in accordance with the FAA Advisory Circular (AC) No. 150/5200‐38
(dated 08/20/2018). Mr. Lichtwardt will conduct or directly supervise all field surveys and will
prepare the WHA.
The WHA for the Airport will be prepared in accordance with the following:
Title 14 Code of Federal Regulations, part 139.337, Wildlife Hazard Management, which
prescribes the specific issues that a WHA must address for FAA approval
FAA AC 150.5200‐33C, Hazardous Wildlife Attractants on or near Airports
Wildlife Hazard Management at Airports: A Manual for Airport Personnel, prepared by the FAA
and U.S. Department of Agriculture, Wildlife Services
The scope of services is provided below.
SCOPE OF SERVICES
Project Kickoff Meeting
To initiate the WHA, LSA will facilitate a project kickoff meeting with the Airport and RS&H. During
the meeting, LSA will meet with relevant Airport personnel to discuss the scope and goals of the
WHA and to learn about specific wildlife hazard issues and concerns the Airport may have. Past
wildlife observations around the Airport and known incidents of strikes or potential strikes will also
be discussed. LSA will also discuss the project schedule, reporting and communications protocols,
Airport access and security requirements, operations procedures, and other site‐specific issues
associated with conducting the WHA. Following the project kickoff meeting, LSA will participate in
any required training and badging to perform work within secure areas of the Airport with or

without an escort, as allowed. Training may include security and driver training provided by Airport
personnel.
Following the meeting, LSA will also participate in an Airport reconnaissance survey with pertinent
Airport staff. The focus of the reconnaissance survey will be to identify potential wildlife monitoring
points for use in standardized surveys performed during the 12‐month study period.
Map Habitats and Potential Wildlife Hazards
LSA will map cover types within and adjacent to the “Air Operations Area” (AOA). LSA will also map
potential hazardous wildlife attractants and habitat features that could attract hazardous wildlife
within a 10,000‐foot radius “Wildlife Hazard Separation Zone” of the Airport, in accordance with FAA
Advisory Circular 150/5200‐33C. This map will be prepared based on aerial photograph
interpretation, field mapping, and consultation with Airport personnel. The results of this mapping
will help inform the final locations of wildlife monitoring points.
Baseline Research
LSA will review existing databases and background information pertaining to known and potential
wildlife hazards in the Airport vicinity. Sources of information and data will include but will not
necessarily be limited to the FAA Wildlife Strike Database information for the Airport and for nearby
airports (e.g., Bermuda Dunes Airport), as well as consultation with the California Department of
Fish and Wildlife (CDFW).
Conduct Wildlife Surveys
As described in FAA Part 139.337 (c) (2), a WHA must include the “identification of the wildlife
species observed and their numbers, locations, local movements, and daily and seasonal
occurrences” at the subject airport. To obtain this data, LSA will conduct 24 daytime surveys (two
per month) over a 12‐month period, as currently required by the FAA. The minimum period
between the daytime surveys will be 5 days. The wildlife surveys will also include two small mammal
trapping surveys (three trap nights each), and two large mammal surveys (i.e., night‐time spotlight
surveys). These mammal surveys are also required by the FAA. The large mammal surveys will be
conducted 1 hour after sunset and will be conducted during the same survey period as the small
mammal trapping. We also anticipate using remote‐trip wildlife (trail) cameras, which can be set at
strategic locations to record wildlife activity over multiple days. LSA staff involved in the small
mammal trapping survey will hold valid Scientific Collecting Permits from the CDFW. Data obtained
from all wildlife surveys will be recorded on field data sheets and later entered into an electronic
data storage format (e.g., Excel).
Draft WHA
LSA will prepare a Draft WHA for review by RS&H. The Draft WHA will include the following: a
description of the existing environmental conditions at the Airport, including land cover types and
potential wildlife attractants within the Airport AOA and within the Wildlife Hazard Separation Zone;
an analysis of the data obtained during the 12‐month study period; and recommendations to
mitigate potential wildlife hazards identified at and/or around the Airport. The Draft WHA will
include figures depicting the regional and local location, land cover types within the Airport

property, and a more generalized map of land cover types and potential wildlife attractants within
or near the Airport. The Draft WHA will also include digital photographs of the land cover types and
potential wildlife attractants within and adjacent to the Airport.
Revised Draft WHA
Following RS&H’s review of the Draft WHA, LSA will incorporate any requested edits and
modifications, and will then prepare a Revised Draft WHA for submittal to the Airport for its review
and comment. LSA will be available to meet with the Airport or participate in conference calls with
the Airport during the review process.
Final Draft WHA
Following the Airport’s review of the Revised Draft WHA, LSA will incorporate any requested edits
and modifications, and will then prepare the Final Draft WHA for submittal to the FAA for its review
and comment. LSA will be available to meet with the FAA or participate in conference calls with the
FAA during the review process.
Prepare Final WHA and Respond to FAA Comments
Following the completion of FAA review and comment, LSA will prepare a Final WHA for submittal to
the Airport and the FAA.
SCHEDULE
The field surveys will require 12 consecutive months to complete. Preparation of the WHA
(methods, baseline information, data analysis, recommendations to mitigate potential hazards,
figures, etc.) can be started during the 12‐month data gathering period; the final data analysis will
be started after completion of the final field survey. A draft report for submittal to RS&H will be
prepared within 2 months of the final field survey. Revised and final drafts will be submitted within 3
weeks of receipt of all comments, unless additional field analysis is required.
ASSUMPTIONS
1. This scope of work does not include preparation of a Wildlife Hazard Management Plan
(WHMP).
2. An electronic copy of the Draft WHA will be provided to RS&H for review.
3. An electronic copy of the Revised Draft WHA will be provided to both RS&H and the Airport.
4. An electronic copy of the Final Draft WHA will be provided each to RS&H and the Airport, and
one electronic copy and two hard copies will be provided to the FAA.
BUDGET AND TERMS
LSA proposes to perform the tasks described above on an hourly plus expenses basis consistent with
our contract with RS&H. We estimate that a budget of $129,375 will be adequate to complete the

tasks as described in the Scope of Services. The attached spreadsheet provides a detailed task‐by‐
task budget estimate. This budget will not be exceeded without your authorization.
