Dear City Council and Staff,
RE: Redistricting — Map G — Strongly Opposed by Upper West Side NOrg.
Map G would split the Upper West Side NOrg's small (only 67 homes) HOA of Park San Rafael
into two districts as shown in the screen shot below. Please Keep Upper West Side in two
districts as it is now, and keep the UWS divide along San Rafael as it is now. The red outline in
the image below, outlines the Park San Rafael HOA.

Remarks to City Council on Redistricting
Good evening Mayor Middleton, Mayor Pro tem Garner and Councilmembers. My name is David Freedman.
I am a resident of District 5 and the submitter of Map F. The methodology I used in creating the map is in
your staff report.
One of my objectives in drawing district boundaries was to keep the population of each district as close as
possible to the ideal of 8,956 residents, and the map I drew has a deviation of less than 5%, or about half
the deviation in new Map J. However, I recognize that another important objective is to reduce deviations
from the existing Council districts that were the product of extensive public comment, including from me.
While I continue to offer Map F for your review for the reasons noted in the staff report, I would support Map
J with several adjustments also noted in the staff report that are consistent with current Council boundaries:
• First, the houses on the east side of Airline Drive as it curves north from Andreas Road should be
moved from District 4 to District 1 to be with the rest of the Sunmor neighborhood.
• Second, the area around the DAP Health campus at Sunrise and Vista Chino in the Rogers Ranch
neighborhood should be moved from District 3 to District 2.
• Finally, the mountain area west of Vista Las Palmas and north of Alejo Road should be moved from
District 5 to District 3.

This is probably too late for tonight, but can you forward it the city council anyway?
Item 2A — You want to do neighborhood policing and meetings but how can you do that in District 1
which runs from the far north west down the south east? Just to get a minority vote? That's dumb. If
you have a meeting at Demuth that leaves out Mountain Gate/James O Jesse park and vice versa.
Why doesn't it go east/west like all the rest and make a cohesive neighborhood? It was a really stupid
way to draw the boundaries. Please think about changing it.
