We support the Airport Staff recommendation to change the Customer Facility Charge (CFC)
from the current $10.00 per transaction rate to $9.00 per transaction (5-day maximum) in order
to provide the necessary CFC revenue to fund the design, construction and debt service
payments for a new CONSOLIDATED RENTAL CAR FACILITY at PSP .
The Rental Car Industry has been collaborating with Airport Staff for many years on the design,
location and feasibility of a new consolidated facility. The Industry needs more space from
which to provide its services to the ever-increasing Palm Springs market. The larger space will
allow us to provide a better customer experience to our customers.
Rental cars need adequate counter space to quickly service the customers and get them out the
door to their cars. We need more Ready/Return parking spaces to give our customers the
choice and the ability to select their vehicles quickly and drive out of the Airport. And, we need
an area to wash and fuel our fleet immediately adjacent to the Ready/Return parking area. This
allows the Industry to reduce wait times to the customers in the delivery of vehicles and will
reduce vehicle traffic to and from our existing remote fuel and wash facilities.
The feasibility analysis provided by the City's Consultant, clearly shows that the CFC at $10.00
per transaction would be insufficient to pay the debt service for the size of the consolidated
facility needed by the Industry. Therefore, the CFC must be changed to a $9.00 per day rate in
order to pay for the design and construction of a consolidated facility. Details of the
Consultant's feasibility report will be provided by Staff for City Council review and approval.
Staff has already outlined the purpose of the CFC, the status of the CONSOLIDATED FACILITY
PROJECT and the Industry support for the Project. We just need to fund it. Thank you.
