Dear Mayor Pro Tern Garner:
I have been a Palm Springs homeowner since 2009 and a full-time resident since 2018.
I am writing you because one of the major reasons for purchasing our home was so that we could enjoy affordable golf
at Tahquitz. I have been playing that course since I started playing golf in 2007. I am a supporter of municipal golf
because of the diversity I see every time I play.
I have heard that there is a non-profit group attempting to purchase and convert the golf course to a desert preserve in
the middle of existing housing. As it currently exists the open space created by the golf course is utilized by myself, and
the community both while the course is open (playing golf) or walking and riding bikes along the cart paths when the
course is closed. I am also concerned that the future of this golf course is in danger because of both the non-profit group
and proposed bills that would allow the course to be developed taking away the open space that is currently enjoyed by
all.
The golf course is an amenity that should not be taken away. I am very much in favor of saving open spaces that are not
utilized and I enjoy hiking the canyon that was saved by the non-profit group, however taking the golf course away to
convert it into a different type of open space does not make sense. Perhaps a conservation easement over both courses
will save the open space in perpetuity for the citizens and visitors alike.

Dear Planning Commissioners,
Oswit Land Trust, a 501c3 Land Trust based in Palm Springs is writing to voice our opposition
regarding item 4A (case 3.5273DP) on the Planning Commission agenda for January 26, 2022.
We are opposed to this application by John Wessman/Grit Development to build a road through
known endangered Peninsular Bighorn Sheep habitat without a full environmental impact report.
Referring to this application as a "driveway extension" appears to be a 'workaround' to CEQA
and will not hold up to a legal challenge.
General Issues with the application:
• This tract map for this parcel was approved in 1969 and there have been no
environmental impact reports done since that time nor has anything been built in that
area. The Peninsular Bighorn Sheep were listed as a federally endangered species after
1969. This is a change of circumstances that could trigger the requirement of an
environmental impact report before anything is constructed in that area.
• We have consulted with the US Fish and Wildlife Service and the Bighorn Institute who
have both confirmed the presence of sheep in this area. We have attached some recent
photos taken by our trail ranger for your review as well (some as recent as yesterday).
As you can see, one of the sheep has a GPS collar so there is no denying that the
sheep frequent these parcels.
• This application is seeking approval for a "driveway extension" that is actually the
construction of an over 775 foot long, 20' wide road with curbs, an additional 6'6"
drainage channel along the road and 2 turnarounds.
• The city's own staff report refers to this "driveway' as a road extension multiple times in
the staff report.
• The staff report indicates that "the resurfaced driveway will provide access to a future
development named Camino Del Monte consisting of three (3) parcels that were plotted
in 1969 but never developed." The fact that the "driveway" would serve 3 lots rather
than just one residence makes it a street, not a simple driveway.
• The subject property according to the staff report is open space 20. Approving the
construction of a road and calling it a "driveway extension" is not congruent with the
zoning or general plan designation of this property.
• Approving a road or even a "driveway extension" prior to approval to build any houses
certainly is out of reasonable order and could lead to an eyesore of a " road to nowhere"
if nothing is ever constructed on these parcels.
CEQAlssuas
• The staff report states that this construction is exempt from CEQA because it is a
"driveway extension". This is not legally accurate. This application does not meet the
plain language of the exemption because there is no driveway to extend.
• In addition, this does not meet the intent of the exemption which is to allow for modest
increases in driveways in already developed settings.
• Even if this did qualify for an exemption, an exception applies which takes the project
from the exempt category: the new driveway would run through land that is known
habitat for endangered bighorn sheep. In the jurisdiction of Palm Springs, most
driveways run through non habitat land so this is a significant environmental difference
which could have a significant environmental impact.
We ask that you deny this application based on flawed environmental information. A full
environmental impact report must be done prior to anything being approved in this area. I
would also encourage you to walk this area and see for yourself that this is not a "driveway
extension".

Another attempt to add pickleball facilities at Ruth Hardy park is currently being discussed by the town council, This
issue was previously resolved with a decisi on to have tennis at Ruth Hardy and pickleball at DeMuth.
As a 20 year owner and property tax payer, I am NOT in favor of a change in the current arrangement.
On any given day, pickteball courts are vacant at DeMuth in the afternoon. Like all facil ities, everyone wants to play, at
their convenience, +n the morning.This i ssue surfaces during the snow bi rd season and is not a problem during
the remaining year.
The sound of the pickleba ll/paddle i s loud and rapid and is disturbing to the concentration of a tennis player. It would
not be allowed next to a golf green for that reason.
One solution is to add addi tional pi ckleball courts to the one remaining tennis court at De Muth.The few tennis players
who utilized Demuth, could be directed to Ruth Hardy.
Please continue the separation of these two sports.

I have a HUD Section 8 Voucher. I am apartment looking, for reasonably priced, full-time resident,l bedroom, within the
city limits.
Is there affordable housing in Palm Springs, or will I become permanently homeless here?
Already, the banks here are refusing to open an account without my already having an address.
I have no way to access my rental deposit funds, for my new apartment.

As a national and international masters racewalker, I am very disappointed that the Palm Springs high school
track is no longer open for use. Prior to covid it was always available. It was then locked for construction
which is now over. I spoke with the head of the athletics department this week and learned that there used to be
an agreement with the city for the high school to use the city pool. For some reason that is no longer in place
and the track is now locked and unusable to this taxpaying resident. In the past 11 years of living in Palm
Springs and using the track early in the morning I've enjoyed seeing people of all ages, sizes, and capabilities
who are walking, jogging or running the track for better health. Is there anything that can be done to have the
track unlocked on weekends and or during the week?
Please call with any questions or information for me to help change this locked policy.

I heard there is some talk of changing some of the tennis courts at Ruth Hardy Park to Pickleball. I'm writing to oppose
this idea.
The tennis courts at Ruth Hardy are frequently used and often fill with a wait. There already aren't enough tennis courts
in town, and the courts at Demuth have been converted. We need the tennis courts at a Ruth Hardy to remain for
tennis.
