Dear Counc il member Garner
I am reaching out to you again, in addition to the email I sent last week, in hopes of a response from you.
As the only council member that voted against this motion last year AND one of the only current members
running for re•election, your support is more needed than ever on this urgent matter -the proposed homeless
navigation center going up on McCarthy.
How many homeless centers have been opened in Old Las Palmas? How many low-income housing units have
been constructed in the Movie Colony? Contrast that with how many have been approved in the
neighborhoods of the north and we both know you'll see a big difference.
The neighborhoods of the north (RQW, RQE and Desert Highlands) are being targeted by developments that
no other neighborhood will allow. While I'm sure I'll be labeled a NIMBY by city attorneys and other council
members, the fact is ... that true NIMBYism is white neighbors of more affluent neighborhoods pushing
"undesirable" projects out of their own back yards and into the less affluent neighborhoods -especially of
minorities and the underrepresented.
I'm aware that the community of Desert Highland and its community leaders also opposed this project. The
city had other location options, some of which would have little to no effect on any residential
communities. Yet the city still chose the underserved community of Desert Highland .
I think a proper public hearing is still a necessity for this project. Giving the public 120 seconds each to call in
to a meeting without the ability for back and forth is not a 'discussion .' I think this issue deserves a public
meeting with open debate.
And while I understand the need to move quickly to address the growing homeless issues, the need to move
responsibly for the long-term health of ALL communities and constituents is an equally pressing concern. One
that was ignored by the city council in rushing to this segregationist decision in less than 60 days.
Myself and my neighbors welcome the opportunity to have an open public debate with the city manager and
the council members. I think the city should NOT ask for an extension of escrow on the McCarthy property on

Jan 28. I think they owe it to all communities involved to take additional time to make a more thoughtful
decision that benefits everyone, including the homeless population this choice is intended to serve.

Dear Council,
I am against building mega warehouses out in our beautiful, pristine desert.
They will ruin our beautiful valley forever.
First, it will disrupt our beautiful skyline. Next, it will draw more truck traffic out here and
create more pollution. Naturally, all of this building will displace many animals as well.
Then, what about our water problem we have out here with our long-standing drought.
Is a larger tax base worth this destruction? This is not what I would envision for the future of
Palm Springs or the Coachella Valley.

Hello Madame Mayor and City council members,
I was listening to the counsil meeting last week and the topic of ADU/splitting lots came up. Ironically, a family
member told me about an article in the Chicago Tribune about pre -approved designs for ADUs that Los Angeles has set
up.
(I believe she said the designs were through Minarc- https://minarc.com )
I was thinking this would be a way for Palm Springs to maintain some control over the design of new buildings to keep
with the style of Palm Springs. Perhaps the city could have a set 4 pre -approved designs that residents could choose
from - maybe giving a "break" on permit fees as incentive if they are used vs original designs.
Of course owners could also design their own, but without the "permit break" given to the already approved designs.
2 in the mid-century modern "look" and 2 in the mediterranean style in differing sizes should accommodate the area.
Just an idea to hopefully keep the feel of our little town on point.
I also wanted to follow up on an email I sent to the entire counsil in early November regarding the Navigation Center
going into the area. I haven't heard back about the proposed police/social worker patrols and their specific 24 hour
phone number for neighbors to call should they need assistance with any issues that may arise in the adjacent
neighborhoods.
know there is a lot of pushback on the center being located in this particular area. I understand the implications of
racism with it being set in the only predominantly African American neighborhood in Palm Springs.
My greatest concern is making sure every neighborhood feels completely protected in this. If this is indeed the
confirmed location for the navigation center it needs to be shown as an asset to property value by making this the best
run most supported navigation center possible.

That's a huge task for the council and my thought is these consistent and readily available patrols with 24 hour access
will be a good start to assuring neighbors that even if issues arise they will be nipped immediately by the city.
I am still very concerned with the availability of quality mental health facilities/workers for the poor in the Coachella
Valley as a whole. We do not have a feeder medical school to tap into unlike larger cities. Young professionals in the
healthcare field are not instantly drawn here and incentivized to stay. I think this is a huge issue and something to
consider seeking out in order to improve our valley.
My spouse was in charge of a county run behavioral health clinic that partnered with her hospital in the high desert. The
contract deteriorated year after year (and ultimately was dissolved by the hospital contracted) because the contracted
hosptial couldn't find permanent staff in the psychology field to stay in the area and deal with the hoops of the county
contract which resulted in ultimate lack of funds.
There was little support from the county once the contract was signed. They would only come in for audits which usually
resulted in money being taken back from the hospital because without ongoing county support there was inevitably a
problem meeting the county requirements.
That absolutely can not be the fate of this center.
I look forward to sincere community outreach with the homeowners in Districts one and two prior to finalization of the
Navigation center's plans.

I applaud the City Council's decision to develop the McCarthy Road property as a critically needed Navigation
Center for the homeless population. I pointed out Tuesday night in our regularly scheduled Board meeting
that using Martha's as the operator of the Center will bring their impeccable experience and know how - to
ensure its success. They will get people off the street, cleaned up, detoxed, and provide job training. I also
reminded the Board that Martha's operates a "Kitchen" that not only provides hot meals for their residents
and the community while training a workforce in the restaurant business. Martha's also offers a low cost child
day care program which is open for the public to use. Let's hope that the surrounding community sees the
benefit of having a program like this in their neighborhood with a myriad of possibilities that will be beneficial
to all.

How do the citizens of Palm Springs get the attention of the Council Members with a more affluent constitutes that
dumping the homeless navigation center in desert highland gateway is wrong? It has a feeling something stinks here.
I am a 32+ year resident, far longer than your other council members. I have considered what location would have the
least impact on existing neighborhoods, offer excellent bus service, grocery stores, hardware stores for those doing odd
jobs and even discount clothing stores... the one site that I can't let go of is the old Palm Springs Drive-in aka Palm
Springs Market Fair. Modular buildings could be onsite quickly to establish the service portion, a tiny home village
simular to those in LA and perhaps an area where the RVs that dot our streets with homesteads could park. No matter
how many times I mention this site, no one from the City tells me why it never makes it on a potential list of options.
Out Tribe and it's Allottees should be at the table of solving our homeless crisis.
I also fear your partnership with the County. I would like to see a preferred placement agreement, where all placements
give priority to those known to be homeless in the city of Palm Springs first, homeless in the Coachella Valley second and
only of no local businesses seek placement would persons west of Palm Springs receive placement. Partnering with the
county could mean the County places homeless from the City of Riverside in our shelter designed to reduce our
homeless crisis. A preferred placement agreement would insure we focus on Palm Springs first, Coachella Valley second
and outside the valley as a last option. Please don't create a magnet for more homeless residents.

Dear Dennis,
I understand there will be a City Council meeting today to address the proposed Navigation Center in the Desert
Highland Gateway Estates neighborhood in Palm Springs.
While I appreciate the City addressing the homelessness issue, I have a few concerns about this particular project:
1) Will the homeless in Palm Springs take advantage of what the Navigation Center has to offer? The center would be in
a remote location of Palm Springs already facing its own challenges (more on that later). Moreover, many of those
homeless prefer to stay in a downtown setting. This is nothing new. I have my doubts about people willing to relocate
from downtown to this remote center.
2) The Navigation Center is proposed for an area already facing economic challenges and beset by crime. As an aside, it
happens to be near an area with residents who were displaced decades ago from downtown, in Section 14. Is it fair to
place a large Navigation Center (along with other related facilities), in an area that is already facing so many challenges,
and with current residents desperate to improve their neighborhood to the standards as the rest of Palm Springs?
3) Riverside County will contribute a significant portion of the funding for this project, as will likely the State of
California. This funding comes with strings attached!! In the failed Ivy Palm project, which was to be partly funded by the
county as well, county officials stated their intention to house homeless from the Coachella Valley, and elsewhere from
the county outside of Palm Springs. In that case, this Navigation Center will bring in more homeless into our community
and exacerbate our current homeless problem in Palm Springs.
4) The funding to acquire the property, finance the construction and running this facility is complex, involving the City of
Palm Springs, Riverside County and the State of California, including possibly monies from Project Room Key. What will
happen when the funding to operate the facility dries up? This is not a theoretical concern, it actually happened with a
similar facility, Roy's, that was forced to close when numerous parties ceased their funding, leaving Palm Springs holding
the bag with disastrous consequences to the city and the homeless population it was intended to serve.
