SUBJECT: APPROVAL TO EXTEND AGREEMENTS ON A MONTH-TO-MONTH
BASIS FOR ON-CALL ARCHITECTURAL AND LANDSCAPE
ARCHITECTURAL SERVICES

SUMMARY:
This action will approve an extension with Interactive Design Corporation and Urrutia
Marks Architects for on-call architectural services; and Dav.id Evans and Associates, Inc.,
and David Volz Design Landscape Architects, Inc. for on-call landscape architectural
services, extending the term of the current agreements on a month-to-month basis
beginning on January 1, 2021, continuing through June 30, 2021. The 6-month extension
will allow Staff to prepare a new Request for Proposals solicitation in 2021.
RECOMMENDATION:
1 . Approve a 6-month extension to Contract Services Agreement No. 6780 with
Interactive Design Corporation;
2. Approve a 6-month extension to Contract Services Agreement No. 6783 with Urrutia
Marks Architects;
3. Approve a 6-month extension to Contract Services Agreement No. 6785 with David
Evans and Associates, Inc.;
4. Approve a 6-month extension to Contract Services Agreement No. 6786 with David
Volz Design Landscape Architects, Inc.; and
5. Authorize the City Manager to execute all necessary documents.

2< City Council Staff Report January 14, 2020 --Page 2 On-Call Architecture and Landscape Architecture Firms BACKGROUND: On October 21, 2015, the City entered into contractual services agreements with Interactive Design Corporation and Urrutia Marks Architects, David Evans and Associates, Inc., and David Volz Design Landscape Architects, Inc. for on-call architectural and landscape architectural services, for an initial three-year term ending December 31, 2018, and allowing for two (2) one-year extensions. Due to the COVID-19 pandemic, efforts to prepare a new Request for Proposals (RFP) document to solicit new on-call firms was deferred. STAFF ANALYSIS: Staff recommends a 6-month extension to the on-call agreements to allow time to prepare a new RFP to select on-call firms with an intention to bring forward to City Council award of new on-call agreements by June 30, 2021. Letters amending the term of the on-call agreements are included as Attachment 2. ENVIRONMENTAL IMPACT: The requested City Council action is not a "Project" as defined by the California Environmental Quality Act (CEQA). Pursuant to Section 15378(a), a "Project" means the whole of an action, which has a potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment. According to Section 15378(b), a Project does not include: (5) Organizational or administrative activities of governments that will not result in direct or indirect physical changes in the environment.
