Good evening, Madam Mayor, City Council members, and City
manager.
My name is Lina Sola, I am a member of the Community
Partnership on Homelessness.
I am pleased to see the Approval of the Resolution for a Joint
Application with the County of Riverside for Homekey2 Funding,
which will initiate the letters of interest for organizations to run the
Navigation Center.
One omission I noticed in the timeline detail of the report was that
the homeless population of Palm Springs was not named as a
stakeholder in this project.
It seems that many failed attempts by other cities have mentioned
that this step was missed.
Assessing our homeless population could be essential to the
success of this center, developing it with a better ratio of services
based on actual needs. Will the wrap around services include
help with addiction?
On a non -related topic, I am interested to see if the City is
considering reinstating the Policy Academy. I know business
owners have been questioning whether Palm Springs can have a
group of Citizens on Patrol to help business owners reduce the
vandalism, drug sales and total disregard the homeless have for
their establishments and surrounding property.

Finally, I heard that the sit/lie laws have become more robust in
our city, however there is a man that has he own personal
encampment on the sidewalk of Ramone between the streets of
S. Oleander and S. Williams. He has been there with his tent,
carts and trash for well over two months. Why is this allowed?

Item 5A - Staff Report I have the following questions regarding the City Council Staff Report: 1. Will the County of Riverside require
the City of Palm Springs to serve and house homeless individuals from other parts of Riverside County as a condition of providing
funding for the acquistion of the property where the Navigation Center will be located at 3589 McCarthy Road? 2. The report states
that the receipt of the Homekey funds plus the contribution of $5,900,000 from the County will provide an opportunity for the City
to provide substantial, life changing services for "unsheltered residents of Palm Springs." How will City management know that the
recepients of these services are unsheltered individuals from Palm Springs? Isn't it possible or even probable that the Center will be
serving unsheltered people from other areas of Riverside County? 3. Will general fund money be used if there is a shortage of funds
for the construction, operations, and/or maintenance of the Center?

RE: POTENTIAL HOMELESS NAVIGATION CENTER AT 3589 MCCARTHY ROAD
We understand there's a big need for Homeless Services all over the country, and our city is not
exempt. However the Desert Highland Gateway Estates area is not a good fit. As a community It
has its own problems with substance abuse, mental health and violence. While we don't want to
seem discriminatory or insensitive to the issue at hand, the idea that bringing in more citizens
with these same types of issues on top of displacement makes absolutely no sense and is quite
frankly asinine to put it mildly.
Palm Springs residents and businesses report worsening problems including increasing rates of
disturbance, trash, violence, mental illness and substance abuse due to the unhoused population.
To even consider putting a navigation center within a 1 mile radius of our neighborhood could
not have possibly been thoroughly evaluated.
The City pushes all the less desirable projects to this area. We are essentially a dumping ground,
and we have had enough. Cannabis Facilities, Liquor Stores and Convenient Stores are all that
seem "worthy" of our residents to patronize. Our area is a food desert, no grocery stores,
pharmacies, or banks. We are in desperate need of establishments to stabilize our community, not
hinder it further.
It's like red -lining and de facto segregation to put the homeless services facility out here. This is
"NIMBYism at its finest". The City claims to be Inclusive, diverse, and equitable but none of
that is evident in the north end of town.
The site is immediately adjacent to both single-family and multifamily residential uses and two
Federally Subsidized Apartment Complexes (120 Units & 57 Units). Basically the families and
their children were not even a thought of during this process, and are "expendable" in the eyes of
The City. This is honestly a slap in the face and realization of what the City of Palm Springs
thinks of us on this end of town.

The proposed facility will also be in the middle of the 2 main entrances to our "fair" city,
between Highway I I I and Indian Canyon Drive. With the amount of traffic fatalities that we
have had on these roads as a result of no stop lights, should give the city pause as to what more
tragedies can be faced in the future.
Staff report says "This site is close to public transportation served by Sunline Transit Route 4
along Rosa Parks Road." that will give the homeless direct access to travel directly through our
neighborhood which ultimately causes us to worry about our "Quality of life".
There are several locations around the city that would be more accommodating and safer with
regard to adjacent neighborhoods. The Navigation Center should be located near Social Services,
Healthcare Facilities, Grocery Stores, Public Transportation, Etc.

Hello,
I would like to weigh in on the City's proposed location for the Navigation Center. The City manager's
recommendation is not conducive to our family neighborhood here in Desert Highland Gateway Estates and the
surrounding areas. Our neighborhood has the largest population of children in the city.
A homeless services center was in place in our neighborhood in 2017 and there was an increase in crime and
erratic behavior from the homeless receiving services. Now fast forward 4 years and we're back to the same
place. As the saying goes, those who do not learn from history will be doomed to repeat it.
The proposed sites on San Rafael Dr and McCarthy Rd are in the middle of apartments, condos, family homes,
and cash only cannabis dispensaries, among other businesses. Not to mention the proposed site is less than two
blocks from the Palm Springs Visitor Center. All of these entities will be negatively impacted with the
introduction of a center specifically for homeless housing and services through increased crime and drug abuse.
There are more appropriate sites in the City for the Navigation Center such as E. Ramon Rd near the airport and
1243 Gene Autry Trail location.
My response to having a Navigation Center dumped in our area is an emphatic "NO." Please stop using the
North End of Palm Springs as a dumping ground!

I have a Public comment in regards to the navigation center that you all are trying to put on the North end of town. To
entertain such a project in this area of town is asinine and completely unthought out. Our side of town has continuously
been a dumping ground for unfavorable projects in the eyes of the Palm Springs city council. We currently have our own
issues with crime and drugs and things of that nature in this neighborhood it doesn't make any sense to bring more
chaotic situations to our neighborhood

I have recently read about the homeless navigation renter and low income housing bring rushed through approval to be placed in
my area. I am a full time resident and I am very concerned. I believe that clustering the two will cause increased crime and will lower
my property values in my area. I am opposed to the placement and request the city look into other areas. This type of project has
failed miserably in the past and has ruined neighborhoods. There are other places that would have less impact on residents. We
already have a serious and growing crime problem which does not appear to be addressed at all. This will add more burden to an
already stressed area. I strongly oppose this and if passed, I will certainly campaign to show our disappointment at the ballot box.
More time needs to be spent on feasibility and placement.

I'm concerned about the current homeless navigation location in the northern portion of Racquet Club Estates. As a homeowner the
current homeless situation in palm springs is tremendous, and I agree that it is a problem that needs the council's attention. I
question the location of the navigation center especially in such a dense residence area. Palm Springs has a large area for
development and location of these centers and question the decision of this location. I would like to be made aware of community
voting on this decision as I believe the move would not only upset residents but also have an adverse impact on Racquet Club
Estates both from an ownership and management by Palm Springs police.
