HomeMy WebLinkAbout1MCITY COUNCIL STAFF REPORT DATE: January 13, 2022 CONSENT CALENDAR SUBJECT: APPROVAL OF PLANS, SPECIFICATIONS AND ESTIMATE (PS&E) AND AUTHORIZATION TO BID THE SAN RAFAEL DRIVE AND AVENIDA CABALLEROS TRAFFIC SIGNAL INSTALLATION, CITY PROJECT NO. 20-33. FROM: Justin Clifton, City Manager BY: Development Services Department SUMMARY: The construction documents (plans and specifications) for the subject project have been completed, and in accordance with Section 7.03.040 of the Procurement and Contracting Code, the City Council is required to approve and adopt plans, specifications and working details, and authorize the bid request for all public projects in excess of $200,000. Approval of this action will allow Staff to proceed with bidding of this capital project, with an estimated cost of $500,000. RECOMMENDATION: Approve the plans, specifications and estimate and authorize Staff to advertise and solicit bids for the San Rafael Drive and Avenida Caballeros Traffic Signal Installation, City Project No. 20-33 (“the Project”). BACKGROUND: On August 1, 2016, community representatives comprised of residents living in the neighborhoods within proximity of San Rafael Drive and Avenida Caballeros (See Figure 1, on the following page), contacted the Engineering Division to request installation of a traffic signal or all-way stop at the intersection. Based on a warrant analysis at the time, an all-way stop-controlled intersection was not warranted. On June 11, 2018, residents raised their concerns regarding speeding and unsafe turns from Avenida Caballeros onto San Rafael Drive. The previous study from 2016 was still valid, and the accident data at the time did not meet the requirements for further review. Item 1M - 1 City Council Staff Report January 13, 2022 -- Page 2 Authorize RFB for City Project 20-33 Figure 1 – Site Plan On July 31, 2019, due to continued safety concerns raised by residents, the City Engineer requested a new multi-way stop and traffic signal warrant study be conducted. On March 11, 2020, the final traffic study report was completed. It indicated that, based on the rate of collision history, a traffic signal is justified to improve the overall safety and/or operation of the subject intersection. STAFF ANALYSIS: The contract documents for the Project prepared by the City’s on-call traffic engineering consultant, Webb Associates, have been reviewed and approved by Staff. The scope of the Project includes the installation of a fully functional controller cabinet, electrical service pedestal, traffic signal pole and equipment, video camera detection, emergency vehicle preemption, signal interconnect system, ADA ramps, striping, and any other appurtenant work. The plans are on file with the City Clerk. With City Council approval, Staff will advertise the Project in The Desert Sun and through the procurement program PlanetBids™ to allow the submission of bids electronically. The contract documents will be provided free of charge to prospective bidders through the PlanetBids™ system. Staff recommends the City Council approve the contract documents and authorize Staff to formally solicit construction bids for these projects. Item 1M - 2 City Council Staff Report January 13, 2022 -- Page 3 Authorize RFB for City Project 20-33 ENVIRONMENTAL ASSESSMENT: In accordance with the California Environmental Quality Act (“CEQA”) Guidelines Section 15303 “New Construction or Conversion of Small Structures”, Class 3 projects consist of construction and location of limited numbers of new, small facilities or structures; installation of small new equipment and facilities in small structures; and the conversion of existing small structures from one use to another where only minor modifications are made in the exterior of the structure. Therefore, Staff has determined that the San Rafael Drive and Avenida Caballeros Traffic Signal Installation, City Project No. 20-33, is considered categorically exempt from CEQA. FISCAL IMPACT: A total of $834,600 is available for the Project through Senate Bill 1 (SB1), funded through the Road Maintenance and Rehabilitation Account (RMRA). Budgeting for this project was approved by City Council on May 27, 2021. The expected construction estimate for the Project is approximately $500,000, not including staff and inspection costs.
