HomeMy WebLinkAbout1J CITY COUNCIL STAFF REPORT DATE: January 13, 2022 CONSENT CALENDAR SUBJECT: APPROVAL OF PLANS, SPECIFICATIONS AND ESTIMATE (PS&E) AND AUTHORIZATION TO BID THE ROSA PARKS ROAD AND INDIAN CANYON DRIVE TRAFFIC SIGNAL INSTALLATION, CITY PROJECT NO. 20-19 FROM: Justin Clifton, City Manager BY: Development Services Department SUMMARY: The construction documents (plans and specifications) for the installation of a traffic signal on North Indian Canyon Drive have been completed, and in accordance with Section 7.03.040 of the Procurement and Contracting Code, the City Council is required to approve and adopt plans, specifications and working details, and authorize the bid request for all public projects in excess of $200,000. Approval of this action will allow Staff to proceed with bidding of this capital project, with an estimated cost of $450,000. RECOMMENDATION: Approve the plans, specifications and estimate and authorize Staff to advertise and solicit bids for the Rosa Parks Road and Indian Canyon Drive Traffic Signal Installation, City Project No. 20-19 (“the Project”). BACKGROUND: On January 8, 2019, City Staff attended a Desert Highland/Gateway Neighborhood meeting held at the James O. Jessie Desert Highland Unity Center to address traffic calming concerns along Tramview Road and Rosa Parks Road. From this meeting, it was determined that the community requested the installation of rubberized speed cushions along both streets in the immediate future, and long term, requested a traffic signal study to assess if a traffic signal could be installed at either Tramview Road & Indian Canyon Drive, and/or Rosa Parks Road & Indian Canyon Drive. On November 18, 2019, after the completion of the rubberized speed cushion study, Staff requested proposals from the City’s on-call traffic engineering consultants for a traffic signal warrant analysis for the intersections of Tramview Road and Indian Canyon Drive, and Rosa Parks Road & Indian Canyon Drive. See Figure 1, Site Plan, on the following page. Item 1J - 1 City Council Staff Report January 13, 2022 -- Page 2 Authorize RFB for City Project 20-19 Figure 1 – Site Plan On December 2, 2019, a purchase order was issued to Kimley-Horn and Associates, Inc., for a traffic signal warrant analysis report. Traffic data was collected the following month assessing volumes (vehicles, pedestrians, bicyclists), peak times, field observations, sight distance, roadway network connectivity, accident data, and proximity to schools. On March 10, 2020, Kimley-Horn issued a report which concluded that a traffic signal was justified at Rosa Parks Road & Indian Canyon and a traffic signal was not warranted at the intersection of Tramview Road & Indian Canyon Drive. Based on this report, the following week, City Council authorized Staff to proceed with the design and installation of the proposed traffic signal. However, due to the pandemic, the project was placed on hold for three months. On June 30, 2020, proposals were requested from the City’s on-call traffic engineering consultants to provide plans, specifications, and an estimate (PS&E) for the installation of a traffic signal at Rosa Parks Road & Indian Canyon Drive. On September 23, 2020, a purchase order was issued to Albert A. Webb Associates (Webb) to provide design services. Over the course of the next 13 months, Staff worked closely with Webb to produce the PS&E documents needed to bid and construct the subject project. Note, the project was delayed several times due to COVID-19 impacts and a change in scope to include another warranted traffic signal at a different location Item 1J - 2 City Council Staff Report January 13, 2022 -- Page 3 Authorize RFB for City Project 20-19 (City Project 20-33, San Rafael Drive and Avenida Caballeros). The documents were completed in November 2021. STAFF ANALYSIS: The contract documents for the Project prepared by the City’s traffic engineering consultant, Webb, have been reviewed and approved by Staff. The scope of the Project includes the installation of a fully functional controller cabinet, electrical service pedestal, traffic signal pole and equipment, video camera detection, emergency vehicle preemption, signal interconnect system, ADA ramps, striping, and any other appurtenant work. The plans are on file with the City Clerk. With City Council approval, Staff will advertise the Project in The Desert Sun and through the procurement program, PlanetBids™, to allow the submission of bids electronically. The contract documents will be provided free of charge to prospective bidders through the PlanetBids™ system. Staff recommends that the City Council approve the contract documents and authorize Staff to formally solicit construction bids for these projects. ENVIRONMENTAL ASSESSMENT: In accordance with the California Environmental Quality Act (“CEQA”) Guidelines Section 15303 “New Construction or Conversion of Small Structures”, Class 3 projects consist of construction and location of limited numbers of new, small facilities or structures; installation of small new equipment and facilities in small structures; and the conversion of existing small structures from one use to another where only minor modifications are made in the exterior of the structure. Therefore, Staff has determined that the Rosa Parks Road and Indian Canyon Drive Traffic Signal Installation, City Project No. 20-19, is considered categorically exempt from CEQA. FISCAL IMPACT: A total of $869,678 is available for the Project through Senate Bill 1 (SB1), funded through the Road Maintenance and Rehabilitation Account (RMRA). Budgeting for this project was approved by City Council on May 27, 2021. The expected construction estimate for the Project is approximately $450,000, not including staff and inspection costs.
