SUBJECT: APPROVAL OF PLANS, SPECIFICATIONS AND ESTIMATE (PS&E) AND
AUTHORIZATION TO BID THE 2022 SLURRY SEAL, CITY PROJECT
21-02

SUMMARY:
The construction documents (Plans, Specifications and Estimate) for this project have
been prepared and in accordance with Section 7.03.040 of the Procurement and
Contracting Code, the City Council shall approve and adopt the plans, specifications, and
working details, and authorize the bid request for all public projects in excess of $200,000.
Approval of this item will allow Staff to proceed with bidding of this capital project, with an
estimated cost of $1,000,000. This Project includes slurry seal maintenance of 64 street
segments with a total pavement surface of 2.7 million square feet.
RECOMMENDATION:
Approve the plans, specifications and estimate and authorize Staff to advertise and solicit
bids for the 2022 Slurry Seal (“the Project”).
BACKGROUND:
All public streets within the City have been professionally evaluated and assigned a
Pavement Condition Index (“PCI”), indicating their condition. Specific ranges of PCI
ratings are assigned a letter grade, as shown in Table 1 below.

Severely weathered or slight to moderate levels of
distress generally limited to patches and non-load-
related cracking.
F Very Poor 0 - 40
Severely distressed or large quantities of distortion
or alligator cracking. Failure of the pavement,
distress has surpassed tolerable rehabilitation
limits.
All streets require regular maintenance to improve their condition and extend the life of
the pavement surface. Slurry seals are a maintenance function that is intended to sustain
the lifespan of streets that predominantly fall into Condition B. The purpose of a slurry
seal is to maintain these streets on the higher end of the PCI range and prevent them
from falling into a category where more costly repairs become necessary. An additional
benefit of a slurry sealing project is the refreshment of pavement striping and markings.
Typically, the City performs a slurry seal project each year. The last slurry seal project
[City Project 20-02, the 2020 Slurry Seal (re-bid)], was completed in July of 2021.
STAFF ANALYSIS:
The list of recommended streets for the 2022 Slurry Seal is included as Attachment 1,
with corresponding maps included as Attachment 2.
With City Council approval, Staff will advertise the Project in The Desert Sun, and utilize
the procurement program, “PlanetBids”™, to allow the submission of bids electronically.
The contract documents will be provided free of charge to prospective bidders through
the PlanetBids™ system.
Staff recommends that the City Council approve the contract documents and authorize
Staff to formally solicit construction bids for the Project.
ENVIRONMENTAL ASSESSMENT:
Section 21084 of the California Public Resources Code requires Guidelines for
Implementation of the California Environmental Quality Act (“CEQA”). The Guidelines are
required to include a list of classes of projects which have been determined not to have
a significant effect on the environment and which are exempt from the provisions of
CEQA. In response to that mandate, the Secretary for Resources identified classes of
projects that do not have a significant effect on the environment and are declared to be
categorically exempt from the requirement for the preparation of environmental
documents. In accordance with Section 15301(c) “Existing Facilities,” Class 1 projects
consist of operation, repair, and maintenance of existing highways and streets, sidewalks,
gutters, bicycle and pedestrian trails, and similar facilities, therefore, the 2022 Slurry Seal,
City Project No. 21-02, is considered categorically exempt from CEQA, and a Notice of
Exemption will be filed with the Riverside County Clerk

FISCAL IMPACT:
As previously mentioned, this project is estimated to cost $1,000,000. The project will be
funded utilizing Gas Tax funds which have been previously budgeted for this purpose.
Following bidding, the Project will be returned to the City Council for award, at which time
a full accounting of the project costs including construction, consultant services, and staff
costs will be presented for consideration and approval.
