HomeMy WebLinkAbout2A - Public CommentRemarks to Palm Springs City Council on Redistricting Good evening Mayor Middleton Mayor Pro tem Garner, and Councilmembers. My name is David Freedman. I first want to congratulate the Mayor and Mayor Pro Tern on their new positions. It is a personal honor to see the person who got me involved in community service in Palm Springs be the Mayor for the next year. It seems like just yesterday that the members of the CVRA working group, Mr. Crawford, myself, and many other community members came together to produce the existing Council district map. Our efforts have been successful, with a majority minority district that led to the election to Council of our new Mayor Pro Tern and the other Council members who have shown great dedication to their districts. It is no surprise to me and the other residents of District 5 that Mayor Middleton was unopposed in her reelection bid last year. With that in mind, I would like to express my support for Map Option C set out in the Supplemental Memo from City Clerk Mejia. The changes to the existing districts are minimal, largely preserving the boundaries Mr. Crawford created for District 1 and its majority minority status while keeping neighborhood organizations intact. Only one neighborhood, Sunmor, would have to wait an additional two years for a Council election. The changes to the District 5 boundaries are consistent with the map I drew in the initial districting process, bringing the Smoke Tree shopping district frequented by District 5 residents into the district while moving the Historic Tennis Club neighborhood with its proximity to downtown Palm Springs into District 3 with the rest of downtown. Both these changes reflect the community of interest analysis outlined in US Supreme Court precedent. I will have more comments later in the redistricting process and expect to submit my own map, but for the moment I support Map Option C. Dear City Council and Staff, RE: District Maps proposed. This is critical, the colors for the districts need to be consistent on all proposed maps. Some people's comprehension modalities are strongly impacted by colors for numerous reasons. So please have the demographers be consistent with the colors for the districts on all proposed maps.
