SUBJECT: City Council Meeting of December 9, 2021, Item 2A — Redistricting
On November 4, 2021, the City Council requested a review of the Statement of Principles
adopted during the 2018 Districting Process. Staff believes the Goals are still highly relevant
and should be readopted. However, staff recommends striking out the first "process" statement
as any issues related to the structure of government were resolved in 2018.
Statement of Principles
• Goals:
o Maximize the goals of the CVRA, including civil rights, equality, and inclusion.
o Prioritize the creation of majority/minority districts.
o To the extent practical, keep organized neighborhoods intact.
o Maintain the principle that the best interest of the City as a whole remains the first
responsibility of all elected officials.
Process:

o Encourage and work through communication platforms to obtain participation from
as many residents and stakeholders as possible in the process.

SUBJECT: City Council Meeting of December 9, 2021, Item 2A — Redistricting
City staff and the redistricting consultant have worked collaboratively to develop Map Option C
for the City Council's consideration. Consistent with City Council's direction, the proposed map
maintains a minority/majority district within District 1, minimizes changes to district boundaries,
and rebalances the population within acceptable levels. Staff believes Map Options A and B should
be set aside and the City Council and public should focus their comments on desired changes to
Map Option C.

to -use Google Map by clicking here.
