Staff believes the Goals are still highly relevant and should be readopted. However, staff recommends striking out the first "process" statement as any issues related to the structure of government were resolved in 2018. Statement of Principles • Goals: o Maximize the goals of the CVRA, including civil rights, equality, and inclusion. o Prioritize the creation of majority/minority districts. o To the extent practical, keep organized neighborhoods intact. o Maintain the principle that the best interest of the City as a whole remains the first responsibility of all elected officials. Consistent with City Council's direction, the proposed map maintains a minority/majority district within District 1, minimizes changes to district boundaries, and rebalances the population within acceptable levels. Staff believes Map Options A and B should be set aside and the City Council and public should focus their comments on desired changes to Map Option C.
