First let me come clean, I do not live in Palm Springs. We live in Cathedral City. The reason I'm writing is that I understand that you are going to be reviewing your Covid 19 protocols. I get that the city is in a tough spot as well as businesses. One needs to look no further than The Purple Room for an example of why removing the mandates would be the easy way out. But easy is not always best. I went to the Vintage market Sunday. I was masked as maybe 10 % of the people were. I was outside and although I would have preferred everyone masked or Covid vaccine required I was not nervous. I was there for about 30 min when while at a booth I overheard the vendors and a couple talking about the vaccine and to my utter amazement they were all four unvaccinated and unmasked and talking about trackers and microphones that are in the Vaccine. I kid you not.... I was amazed. Another man walked by later in the day with a t-shirt and an expletive about Dr Fauci. They walk amongst us.... Here is what I know. Covid can be Deadly. The vaccine is a great defense but not 100% Masks help. Yet another variant is being tracked Palm Springs is a magnet for Snowbirds from around the county and the world. The Holidays and the winter season in general will have more and more visitors here. IZ-4)-aozI 1 f VAP11U GDMmI't�4- ITEM NO. Ha-- There are some businesses that will want to have a mask mandate and Covid vaccine verification even if the city removes theirs. They need the city to to keep there's to be able to keep their employees safe. The way I see it there is no other reasonable option to keep the public and the citizens and the employees safe other than keeping the mask mandate and the vaccination verification in place. And one last personal note. We eat out a lot. And normally go to Palm Springs because they are supposed to check IDs . I want to go to PS Underground in January. They are having communal seating for the Sitcom show I want to attend. This is a touristy business meaning out of town people. If IDS are checked I feel safer and I go. BUT I would believe you would be hard pressed to find a science based Dr. That would tell you to go to dinner in a room and sit at a table not knowing who is and who is not vaccinated and be exposed for a few hours. You all need to be following the science and while countries and cities here in the US are getting smart and getting more mandates Palm Springs should not head backwards. This is a paradise that attacks hundreds of thousands of people from all over. And the locals service there needs. The people of the city need to be protected and you all are our protectors. Hi Geoff: I read this morning that the city council this week will consider possible changes to the COVID emergency order in Palm Springs. If anything, I hope that it will be strengthened beyond what we have now. Please keep the mask mandates indoors, and definitely keep the proof of vaccination requirements for restaurants, bars, etc (perhaps expand it to outside bars and restaurants). I would like to see stronger penalties for those who continue to try to violate our COVID requirements to discourage the anti-maskers/vaxxers from attacking those who try to enforce them (such as what happened last week at The Purple Room). I, for one, am tired of the anti-vaxxers/maskers holding the rest of us back and allowing COVID to spread. And I applaud the actions the council has taken so far in trying to keep our local residents safe, especially considering we have so many visitors coming from regions where COVID is rampant. As other countries shut down because of the threat from the new Omicron variant and other cities (like New York) impose stricter sanctions, please do what you can to keep our city as safe as possible. Last week I was at an indoor meeting with 20 people including 4 city staffers. We were all vaccinated. We were indoors. Only one person was wearing a mask as a courtesy as they had recently come back from Austria. A few days later that person tested positive for Covid. Most of us have since tested negative. The fact that this person was wearing a mask protected us from exposure. With Delta still out there, and a new variant of unknown transmissibility in virulence on the scene , it is really important that we maintain our reputation as a safe place to visit, congregate and do business. Good Morning, I hope that you will consider what I have to say. As a homeowner in both Palm Springs and Illinois I am here part time, approximately 6 months. I just want to know why Palm Springs has such strict enforcement for vaccines and or negative covid test to enter a restaurant or bar? If I drive a few miles East I can go into any store, restaurant, bar etc without a mask or having to show a vaccine card. The numbers of infections in those cities is not more/less than Palm Springs so obviously your mandate is useless and not making any changes. I also NO LONGER frequent Palm Springs stores, restaurants downtown because of this ridiculous mandate. I am vaccinated however I will not get any new vaccines, I had a horrible reaction to this vaccine that caused raised blisters on my entire body. This has taken 2 months of high dose steroids to control and as soon as I back off of them it returns. So does this mean I am also going to banned for not receiving a toxic (to me) vaccine? The amount of customers lost to the Palm Springs restaurants, bars and possibly hotels will be an enormous loss this January thru March. That cannot be good for the city. I can tell you that I no longer to downtown as the folks there are so irrationally scared of this virus. The new Omicron variant is proving to be very contagious, yet is being labeled as a virus that transmits more easily but only causing mild or asymptomic disease. I am not a doctor, do not claim to be, however I do research from ALL sources, not just the ones who are trying to instill fear into the public. And no, I am not a conspiracy theorist, just logical. Please reconsider these mandates that are just too strict and are not changing anything as far as infections. In the past,the government would give us some type of projection for mask wearing. First it was to flatten the curve. Then it became something else... I strongly disagree! I firmly believe that if masks were the "cure all" Covid should have been a thing of the past. With the "season" just staring and our "snowbirds" returning with expectations of a safe and welcome visit, we must continue to keep the current COVID health restrictions in place. Additionally, I am in favor of strengthening the restrictions to require proof of vaccination for lodging and STIR guests. We have done an outstanding job of protecting our residents as well as visitors over the past many months and if we relax regulations today, we will be in for a miserable winter. As the city returns to hosting large events such as the International Film Festival and we enter into cooler weather, it is more important than ever that we continue to enact and enforce health and safety requirements for the sake of all. Omicon only presents another challenge and if we drop our guard as we head into the busiest time of the year, our hospitals and morgues will be the recipient of more tragedies. Please do not relax any of the current COVID restrictions and, instead, consider expanding them. Please do everything in the city's power to expand vaccination offerings. Mayor Holstege, Mayor Pro Tern Middleton, Councilmembers Garner, Wood and Kors, City Manager Clifton, I am writing regarding agenda item 4A on the December 9 City Council Agenda. I am the owner of Destination PSP a local retail operation in the center of Downtown Palm Springs, and actively involved in the business community. I ask that you not ease any of the current city mandates regarding face mask requirements and COVID vaccination requirements. Although I sympathize with restaurants that must deal with unhappy guests, and I realize that neighboring cities are not as strict as Palm Springs, I believe the current mandates are in the interest of our residents, tourists, and businesses. Our staff appreciates the mandates, even though it is uncomfortable to wear a mask for what is often an eight -hour day. Many are older, some have underlying conditions and the safety the face mask requirements afford is valued. We do not know whether the customers coming into our store are vaccinated or if they in fact are ill with COVID. In retail it is very hard to avoid customers coming within six feet, and often they are in groups. In the past 18 months, we have had less than a dozen complaints from customers. Most of those came during the brief period when we thought only unvaccinated people had to wear masks, as Destination PSP maintained the mask mandate for all. The mandate gives us stronger standing with our customers. know that nearly all of our customers appreciate both the mask mandate and the vaccine requirement in restaurants. This comes from both residents and tourists, who appreciate the concern for safety that our City has taken. Lastly, as an active member of the business community, I can vouch that almost without exception our revenue in our local businesses is very strong. In many cases, it exceeds all other years. The complaint that we are losing customers or losing business to down valley businesses is simply unfounded. For every customer that does decide not to patronize a Palm Springs business, we have many more that do, because of the mandates. Some argue that we do not know whether the mandates have any effect. Unfortunately, the only way to know for sure is to remove them. Then one result could be increased illness or death. We have seen that in our communities in the country. I urge you not to change any of the mandates until at least after the holidays, although I also hope you consider that we go from the holidays into our busiest time of year. 2021 Fwblic c-omm� I aMNO. Today the Palm Springs Post featured Willie Rhine asking can we tell him verifying proof of vaccination is making any difference. Yes, Willie Rhine I believe we are making a difference. How many comments have you seen from anti-vaxers/anti- maskers saying they will boycott Palm Springs until these regulations stop. I'm perfectly fine with a group of people playing politics with public health staying away. My husband is in a skilled nursing facility with 23 active cases of COVID-19 and on lockdown with no visitors. Someone (staff or visitor) contacted Covid-19 in our community and carried it into the facility. If we can keep one unvaccinated person away, it's worth it. How about we move to ease the unfair burden on bars and restaurants? #1. Add hotels and all short-term lodging to the businesses who must varify. This means anyone staying in a Palm Springs property will hear the protocols before they even book their Palm Springs vacation. Finding out at the restaurant or bar front door is wrong. #2. Develope a colored wristband program of "pre-screened for vaccination", this plastic colored wristband would be valid at all businesses thru Sunday night of the week issued. This wristband should reduce the effort needed to varify proof dramatically. Perhaps you and the "United Restaurant Group" can think of other things to ease the burden you face. I do not believe the only answer is to end this regulation. I'd rather use the regulations to attract people looking to visit the safest resort town in America... backed with a Palm Springs CARES promotion. If we keep an anti-vaxer or anti - masker away, so be it. Palm Springs has the only true downtown in the Coachella Valley, people gather here like no place else. If we didn't have tougher regulations we could easily be double, triple or more the percentage rates of other valley cities, the fact we are within range of other cities tells me it's working. Please strengthen the covid-19 regulations by adding Hotels and all short-term lodging into businesses that must varify proof of vaccination. According to the California Covid Tracker (https://covid19.ca.gov/state-dashboard/#location-riverside) the current death rate from Covid is 0.03 per 100K residents. At the peak, on January 14, 2021, the Covid death rate was 2.0 per 100K residents. On June 15, 2021, when the state lifted its mask mandates, the Covid death rate in Riverside was 0.03 per 100K, the same as today. How does this compare to other causes of death? According to the Riverside County Health Status Profile for 2019, the most recent data, (https://www.cdph.ca.gov/Programs/CHSI/CDPH%20Document%20Library/IC S_RIVERS IDE2019.pdf) here are death rates for major causes of death. Data shown as number per 100K residents: All causes: 633 per 100K Cancer: 141 per 100K Heart Disease: 106 per 100K Alzheimers: 37.8 per 100K Diabetes: 19.1 per 100K Motor Vehicle Accidents: 12 per 100K Influenza / Pneumonia: 11.3 per 1 OOK Suicide: 11.3 per 100K Homicide: 4.3 per 100K Assuming similar current cause of death rates, a resident of Riverside county is 143 times more likely to be killed in a homicide than by Covid. Even at the worst of the pandemic, the Covid death rate was half of the homicide rate. While every death is tragic, the burdens put on our businesses and residents by the city's Covid restrictions bear no relation to the relative risks of Covid. Perhaps the city might consider putting efforts into much more serious health risks like traffic safety or suicide prevention. The requirement and the time of lifting the requirements should be based on scientific data, not public opinion. Otherwise, this is simply rule by fiat.
