A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
PALM SPRINGS, CALIFORNIA, REVISING DOG
LICENSING FEES AND ASSOCIATED CHARGES
WHEREAS, under the police power granted by Article XI, Sections 5 & 7 of the
California Constitution, cities may impose fees, charges, and rates for certain municipal
services; and
WHEREAS Government Code section 38792 allows the City to impose and
collect dog license fees; and
WHEREAS the City provides all animal control -related services for the City, and
WHEREAS, pursuant to Palm Springs Municipal Code sections 10.08.101 and
10.08.020, any person within the city owning, possessing, controlling, harboring or
keeping any dog over four months of age shall obtain an annual dog license tag, unless
the dog is kept within the City for less than thirty days and has a valid license from
another city or the county of Riverside; and
WHEREAS it is the intention of the City Council that these fees shall cover, but
not exceed, the estimated reasonable cost of providing the services for which the fee is
charged; and
WHEREAS, based upon the evidence provided, the City Council hereby
determines the fees established herein reasonably cover, but do not exceed, the
reasonable cost of providing the service for which the fee is charged; and
WHEREAS the fees are necessary to enable the City to provide the services to
which they relate; and
WHEREAS, to the extent similar fees have been previously adopted, this
resolution shall replace the previously adopted fees; and
WHEREAS all other prerequisites to the adoption of this Resolution have
occurred.
THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA,
HEREBY RESOLVES, DETERMINES AND APPROVES AS FOLLOWS:
SECTION 1. The true and correct recitals above are incorporated by this
reference herein as the basis and foundation for the City's adoption of this Resolution.
SECTION 2. The schedule of fees, attached to this Resolution as Exhibit "A"
and incorporated herein by reference, is hereby approved and adopted by the City

Council. The fees and amounts reflected in Exhibit "A" shall replace any prior adopted
fees or charges concerning the same.
SECTION 3. The City Council finds that in accordance with the California
Environmental Quality Act ("CEQA") and the CEQA Guidelines, the adoption of this
Resolution is exempt from CEQA pursuant to Section 15061(b)(3) because CEQA
applies only to projects which have the potential for causing a significant effect on the
environment. Where it can be seen with certainty that there is no possibility that the
activity in question may have a significant effect on the environment, the activity is not
subject to CEQA. This Resolution merely adopts fees to partially offset operating
expenses and does not undertake any project that has the potential for causing a
significant effect on the environment such as this Resolution is not subject to CEQA.
Specifically, this Resolution adopts fees to partially meet operating expenses for the
licensing of dogs in the City. Thus, this action is exempt from CEQA, and staff is
directed to file a Notice of Exemption with the Riverside County Clerk's Office within five
(5) working days of approval.
SECTION 4. The documents and materials associated with this Resolution that
constitute the record of proceedings on which these findings are based are located at
Palm Springs City Hall, 3200 East Tahquitz Canyon Way, Palm Springs, California
92262. The City Clerk is the custodian of the record of proceedings.
SECTION 5. The City Clerk shall attest as to the adoption and execution of this
Resolution and cause the same to be maintained in the permanent records of the City.

Schedule of Dog License Fees
(Effective as of July 1, 2021)
Altered (fixed) Dog: 1 YEAR $25 / 2 YEARS $40 / 3 YEARS $55
Spay/neuter from a licensed vet required.
Rabies vaccination must be valid through entire license term.
Low Income Resident: (65+ with altered dog) $10 per YEAR
With proof of low income.
Spay/neuter from a licensed vet required.
Valid Rabies vaccination is required.
Unaltered Dog: $100 per YEAR
Valid Rabies vaccination is required.
License Renewal Late Fee Per License: $25
(Late shall be payable if the license fee is paid more than 45 days past due
Replacement of license tag fee: $10
