HomeMy WebLinkAbout24781RESOLUTION NO. 24781 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, APPROVING THE 2020-2025 CONSOLIDATED PLAN, CITIZEN PARTICIPATION PLAN, THE 2020-2021 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) ANNUAL ACTION PLAN; APPROVING THE COMMUNITY DEVELOPMENT BLOCK GRANT BUDGET FOR FISCAL YEAR 2020-2021 AND COMMUNITY DEVELOPMENT BLOCK GRANT — CORONA VIRUS (CDBG-CV); AUTHORIZING THE SUBMITTAL OF THE PLANS AND BUDGET TO THE UNITED STATES DEPARTMENT OF HOUSING & URBAN DEVELOPMENT (HUD); AND AUTHORIZING THE CITY MANAGER TO EXECUTE THE APPROVAL/AGREEMENT WITH HUD — GRANT # B-20-MC-06-0561 IN THE AMOUNT OF $449,050 AND # B-19-MC-06-0561 IN THE AMOUNT OF $264,161 AND TO EXECUTE THE SUBRECIPIENT AGREEMENTS. WHEREAS, as a Community Development Block Grant entitlement community, the City of Palm Springs is required to prepare and submit a Five Year Consolidated Plan and Annual Action Plan for the use of the federal funds received; and WHEREAS, the City of Palm Springs is eligible to receive an entitlement of $449,050 of Community Development Block Grant funds under the U.S. Department of Housing & Urban Development regulations; and WHEREAS, the funds must be used for eligible activities which principally benefit low and moderate income persons; and WHEREAS, the Federal Government passed the Coronavirus Aid, Relief and Economic Security Act (CARES Act) in response to the COVID-19 pandemic, which was declared a national emergency by President Trump on March 13, 2020; and WHEREAS, through the CARES Act, the Department of Housing and Urban Development has made available an additional $264,161 in supplemental Community Development Block Grant (CDBG) funding to the City of Palm Springs for grants that may be used to prevent, prepare for, and respond to coronavirus (CDBG—CV grants); and WHEREAS, the City Council held two public hearings on April 2, 2020, and June 25, 2020 to receive public input on the allocation of these funds, Resolution No. 24781 Page 2 THE CITY COUNCIL OF THE CITY OF PALM SPRINGS DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The 2020-2025 Consolidated Plan, 2020-2021 Annual Action Plan, and Citizen Participation Plan are hereby approved. The City Manager or his designee is authorized to submit the Plans to the United States Department of Housing & Urban Development, which accurately reflects the 2020-2021 CDBG and CDBG—CV budgets and projects approved by the City Council. SECTION 2. The total Community Development Block Grants funds available for 2020- 2021, by authorized category of basic eligibility, are approved as follows: 2020-2021 CDBG Public Facilities and Capital Improvements $305,552 Public Services (includes Fair Housing) $43,688 Rehabilitation $10,000 TOTAL PROGRAMMATIC FUNDS $359,240 ADMINISTRATION (includes Citizen Participation) $89,810 TOTAL CDBG 2020-2021 FUNDING $449,050 2020-2021 CDBG-CV Public Services $211,329 TOTAL PROGRAMMATIC FUNDS $211,329 ADMINISTRATION (includes Citizen Participation) $52,832 TOTAL CDBG—CV FUNDING $264,161 SECTION 3. The City Manager is hereby authorized to accept and execute the Funding Approval/Agreement with HUD — Grant #: B-20-MC-06-0561, in the amount of $449,050, for the Fiscal Year 2020-2021 CDBG Program, 46tn Program Year, and # B-19-MC-06-0561 in the amount of $264,161. SECTION 4. The City Manager is hereby authorized to execute the following Subrecipient Agreements and all necessary documents, in a form acceptable to the City Attorney: Resolution No. 24781 Page 3 2020-2021 CDBG: City of Palm Springs Department of Public Works & Engineering $175,552 — Demuth Park Public Restrooms City of Palm Springs Department of Public Works & Engineering $130,000 — Demuth Park Community Center Air Conditioning Fair Housing Council of Riverside —Fair Housing Services $43,688 City of Palm Springs Department of Community & Economic $10,000 Development — Home Repair Program 2020-2021 CDBG-CV: Mizell Senior Center 55,880 Social distancing / protective barriers, grocery delivery to seniors. Well in the Desert Expand social distancing, food bank services, cooling center, home 41,910 delivery to seniors, mental health counseling, transportation assistance, and rental/utility assistance. FIND Food Bank 35,305 Food bank services. Boys & Girls Club Dividers/repairs for social distancing, create virtual club house 22,352 activities/equipment, and improve building ventilation (windows and cooler). LGBT Center of the Desert 16,764 Food bank services. Increased demand. Establish virtual counseling. Desert Aids Project Dedicated COVID-19 triage clinic, COVID-19 testing, and respiratory 13,970 treatments. Habitat For Humanity 8,383 Rental Assistance. Resolution No. 24781 Page 4 Jewish Family Services of the Desert 8,383 Financial assistance (rent, utilities, food, medications). Transgender Health and Wellness Center 2,794 Food boxes, home visits.
