HomeMy WebLinkAbout24729RESOLUTION NO. 24729 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, ESTABLISHING A PARKING MANAGEMENT PROGRAM FOR THE CITY HALL PARKING LOTS, INCLUDING A MAXIMUM 3-HOUR PARKING TIME LIMIT FOR PUBLIC PARKING SPACES, ESTABLISHING UNLIMITED PARKING FOR CITY EMPLOYEES BY PERMIT, MAINTAINING CLOSURE OF THE CITY HALL PARKING LOTS FROM 12:00 AM TO 6:00 AM; AND AUTHORIZING REVISIONS TO ON - STREET PARKING REGULATIONS ON CIVIC DRIVE, AVIATION ROAD, AND EL CIELO ROAD. WHEREAS, the public parking lots at City Hall include 231 parking spaces available to members of the public having business at City Hall, members of the public making use of the Dog Park, and employees of the City; and WHEREAS, increasing use of the City Hall parking lots by employees of adjacent businesses and by contract employees at the Palm Springs International Airport have limited the number of available spaces for members of the public requiring parking at City Hall; and WHEREAS, Palm Springs Municipal Code (PSMC) Section 12.32.050 "Parking and driving on city property" requires that the City Manager examine and survey City - owned parking lots with respect to parking uses, and the need for regulations thereto, in order to assure proper and appropriate use of such public properties and to prevent interferences with the orderly and efficient conduct of the City's business; and WHEREAS, in accordance with said PSMC Section 12.32.050, the City Manager has examined and surveyed the City Hall parking lots, and has determined that implementation of parking restrictions are necessary to assure proper and appropriate use of the City Hall parking lots by members of the public having business at City Hall, members of the public making use of the Dog Park, and employees of the City; and WHEREAS, PSMC Section 12.32.040 "Stricter parking regulations within council established parking zones" authorizes the City traffic engineer to prescribe parking prohibitions within a particular limited parking zone so specified by the City Council; and WHEREAS, pursuant to PSMC Section 12.32.020 "Parking space markings — Installation" the City Engineer previously authorized installation of parking space markings along Civic Drive, Aviation Road, and El Cielo Road, and pursuant to PSMC Section 12.32.030 "Parking space markings — Parking within required" vehicles must be parked within the lines and markings established by the City Engineer; and WHEREAS, the City Engineer has evaluated the parking space markings along Civic Drive, Aviation Road, and El Cielo Road, and has determined that additional on - street parking may be achieved by eliminating the parking space markings; and Resolution No. 24729 Page 2 WHEREAS, pursuant to California Vehicle Code Section 22500 certain sections of Civic Drive and Aviation Road are restricted for parking through implementation of red - curb markings, and the City Engineer has evaluated that the parking restrictions are not necessary for traffic safety purposes and may be eliminated to provide additional on - street parking spaces. THE CITY COUNCIL OF THE CITY OF PALM SPRINGS DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The foregoing Recitals are true, correct, and incorporated by this reference herein as material terms relied upon by the City Council in adopting this Resolution. SECTION 2. Pursuant to Palm Springs Municipal Code section 12.32.050, the City Manager has examined and surveyed the use of the City Hall parking lots, and has determined that improper use is demonstrated by employees of adjacent businesses and by contract employees at the Palm Springs International Airport. Accordingly, the City Manager has determined that additional parking regulations for the City Hall parking lots are required to prevent interferences with the orderly and efficient conduct of the City's business. SECTION 3. Pursuant to Palm Springs Municipal Code section 12.32.040, the City Council hereby designates the City Hall parking lots as a limited parking zone to be regulated by time -limited parking for members of the public not to exceed 3 hours during the hours of 8:00 A.M. to 6:00 P.M., Monday through Friday. Employees of the City are hereby exempted from the enforcement of time -limited parking provided a City -issued permit is prominently displayed in the vehicle. The City Engineer is hereby authorized to install such signage as is necessary to provide for enforcement of time -limited parking. SECTION 4. The City Engineer is hereby authorized, in his best judgment in ensuring for traffic safety, to eliminate no -parking restrictions on Civic Drive adjacent to City Hall, and on Aviation Road. SECTION 5. The City Engineer is hereby authorized, in his best judgment in ensuring for traffic safety, to eliminate parking space markings for on -street public parking spaces along Civic Drive, Aviation Road, and El Cielo Road.
