On behalf of myself, my husband and numerous friends and neighbors who live in Palm Springs Country Club
and Alexander Estates 11, 1 would like to request that you hold Eric Taylor accountable for maintaining the
defunct golf course that has been languishing for years in our neighborhood. I have lived in PSCC for almost
10 years and we have been "living with" this eyesore, public nuisance and a safety/health hazard for years and
it's time to put an end to it. The property has NEVER been maintained, is rampant with gophers, fire ants,
vagrants, vandalism, and it's a fire hazard for the neighboring properties. We are tired of the city council's lack
of leadership and movement on this development and we can't understand why it has taken so many YEARS
for nothing to be done about it.
Please do your job and hold Mr. Taylor (or whomever is responsible) accountable for his negligence on this
project. The enjoyment of our property has been greatly diminished because of it and our property values are
stagnant while the rest of Palm Springs home appreciation has skyrocketed.

Thank you for allowing me the opportunity to speak. My name is Pearl Taylor Devers. I am
a Palm Springs native, born and raised on section 14.
I am here, as the interim chair, and spokesperson representing the members of the newly
formed "Palm Springs Section 14 Survivors" Advisory Group.
We are a group of about 100 direct descendants who actually lived on, and were directly
affected by what happened to Section 14.
On behalf of our Advisory Group, We would like to thank you for the formal apology, and
the decision to begin the process for removing the Frank Bogert statue.
Most of our group members were not even aware of the Councils actions concerning
Section 14, until the news report surfaced, and they realized they had been excluded from
the proceedings thus far.
We realize that numerous key questions still need to be answered to make meaningful
progress, thus creating and implementing a reparations program.
We would like to be included in that process!
We ask that the city would allow sufficient time for reports, stories, more interviews and
further studies, with members of our Advisory Group to be analyzed, before any votes or
conclusions be held.
Our Advisory Group is asking that we have an opportunity to speak with one voice by
submitting our own proposal for council's consideration.
We will be providing our information to the council. We feel that there has been some
unfortunate exclusions, that are extremely pertinent to this issue. Therefore, the
descendants, and the members of the Section 14 Survivors, Advisory Group are asking to
be recognized, and heard and valued.

Dear Council Members,
As a resident of the Palm Springs Country Club and a member of the Whitewater Club Neighborhood
Association, I would like to add my voice to those asking for increased security and oversight of the Serena
Park development site.
The neighborhood as a whole enthusiastically welcomes the development of this parcel, finally putting an end
to the blight of the abandoned golf course which surrounds our homes. For too long however, we have been
forced to endure the years of delay to this project and the resulting problems of dumping, vandalism, fires and
the frequent incursions of motorcycles and trucks speeding through the property. We have recently suffered a
spate of car break-ins, car theft and robberies that are the result of a lack of a secure perimeter at the site.
We respectfully request that the developer be required to adhere to the conditions which the council has
recommended to insure our safety and security as this project at last moves forward.

As a long time resident of the Palm Springs County Club phase 1, I am urging that the Palm Springs City
Council to pass the proposed security and maintenance plan for the proposed Serena Park at it's meeting on on
November 18, 2021. Eric Taylor has been taking advantage of the neighborhoods surrounding his proposed
development for too many years.
It is Mr. Taylor's responsibility to maintain and secure his property; not the neighborhoods next to it. Eric
Taylor is a negligent property owner who has taken advantage of the city of Palm Springs and his surrounding
neighborhoods of his "proposed" development at every opportunity he gets. It's time for the City Council to
hold him responsible for the security issues and maintenance of his property. I am urging the members of the

I live in the Four Seasons which will back up to the new Serena Park development. I live on the side where "supposedly" we will have
a 55 community behind us.
Although Somis Investments has made a modest attempt at some cleanup there is still much to be done. In the past No Trespassing
signs have been in place at the entrance of the property off of San Rafael. Over the years it has come down. Dirt bikes and
landscapers continue using the empty space for dumping trash and riding dirt bikes. I feel if NO Trespassing signs were posted
throughout the property directly in the middle of the property that people have no excuse for not seeing the one at the entrance. A
fence needs to be put up around the entire property to ensure No Trespassing.
Having security for this property will be a monumental task. We still continue to have sporadic gang problems in this area. My
neighbor just recently had the Tamarisk trees behind his house removed (not behind ours or the other 4 neighbors who desperately
could use it) and within 24 hours he had graffiti on his back wall. The tamarisk trees provide a nice hiding place for thugs and gang
members. Gun shots still ring out behind our wall at night. I take my small dog out late at night hopeful no one decides to pop up
over the fence. Security needs to be better than an 80 year old man that can't stay awake past 6pm.
When the winds are upon us, so is excessive trash flying around. Cleanup of this is also very important, so I am very much in favor of
Code enforcement overseeing this project. They will also be helpful in being a second set of eyes where graffiti is concerned.

I am writing to you regarding the Serena Park project, specifically the Safety & Maintenance Plan.
We moved here in 2013, and since that time, including the ownership period of Serena Park/Eric Taylor,
there has been no plan at all, not even sporadic maintenance, secure closure of entrances, and monitoring
the use of the site by the homeless, the ATVs, the motorcycles and the trucks. It is a joke. For Eric Taylor
to say "previous security measures have been reliant on communication between ownership and adjacent neighbors.
What a laugh. So we are supposed to monitor the situation and then do what, call him? Or call the police for
him? He has taken no responsibility for the maintenance and security of this property. i sincerely hope that
you can get an ironclad agreement, with penalties for nonperformance, requiring him to take responsibility for
his project. He has strung you along for far too long.

Dear Council Members,
Please vote yes to Serena Park Projects Maintenance & Security Recommendations. Mr. Taylor's letter tells you
everything you need to know about his lack of ownership & responsibility for the property. He wrote, "Previous security
measures have been reliant on communication between the ownership and adjacent neighbors."
He does not care about taking care of his property & expects those of us who live around it to voluntarily do security
work for him. In the past 5+ years, I have never been paid by Mr. Taylor or Somis Investments, yet he continues to
expect this of me in the future. This is unacceptable.
At September 30th's City Council meeting when this board began discussing these recommendations, I called in and
voiced my opinion sharing that the boards put over the hole in the wall along Verona Road had fallen off. More serious
an issue, the walkthrough to the right of the gates on the corner of Verona Road & Whitewater Club Drive has still not
been boarded up allowing people to easily walk through (this has been an issue since it was purchased.) Later Mr. Taylor
stated that since he now knows of these things, he can fix them. (Since these meetings are recorded, you will be able to
find his exact words if you wish) I want to let you know that neither issue has been fixed. They have not even been
addressed. Shortly after this meeting, someone left shopping cart inside the entrance and it has been filling up with
trash and junk.
Bottom line: Mr. Taylor does not care about taking care of his property, which continues to put all of us who live next
door to his property in potential harm"s way due to the ongoing safety hazards caused by the blight.
Do not allow him to continue getting away with his lack of taking responsibility for his property. Please vote yes on the
maintenance & security recommendations. Further if/when the property is sold, make these recommendations
applicable to the future owner.

Hi David,
We have been considering these comments since we received them. Serena Park wants to address the security
situation just as much as the city. However, the approach suggested will not work. It's both expensive and
ineffective. Most importantly it will not address some of the most significant concerns of the neighbors such as tagging
and dumping trash. In talking to the neighbors, what we now realize is really needed is to talk to the police about
better response and 24/7/365 surveillance in coordination with the neighbo HOAs to establish a secure area near the
home. We know from experience that even extensive and expensive perimeter fencing will not work. Contrary to the
assumption that people are all coming through the wash, the truth is we believe the source of much of the problem is
locals who gain access through the mobile home park and other adjacent properties. Unless that is dealt with, the
problems will persist. SP cannot fix those types of issues except in cooperation with other stakeholders and law
enforcement.
We would like to ask for a few weeks to come up with a plan in conjunction with the PSPD and the HOA for a
more coordinated surveillance system which will be cheaper and better.
I have met with PSPD on site earlier this year during a call to remove a squatter. Officers were open to patrols. This
would go a long way to securing the area and should be considered.

Staff will be scheduling the Maintenance and Security Plan for City Council review and acceptance on November 18tn
(the meeting begins at 5:30pm). After reviewing with other departments, Staff is recommending following conditions:
1. Daily security patrols (instead of weekly) shall be required.
2. Developer shall post "No Trespassing" signs at commonly known fence breaks.
3. A temporary fence shall be installed along the northeasterly border of the property to prevent off -road vehicle
trespassing from the open desert/wash areas.
4. A monthly meeting with code enforcement staff to review on -site trash and debris removal, shall be required
until on -site construction starts.
5. Developer shall apply sealant to disturbed areas of project that reduce dust and blowing sand.
