DISCUSSION OF CLIMATE ACTIONS

THE CLIMATE IS CHANGING QUICKLY AND
SIGNIFICANTLY
GOALS OF DISCUSSION
Provide information to Council and members of the public on
current and planned actions to address climate change
Get high-level feedback on scope and direction
Get input on a few specific actions
Climate Action Roadmap is a work in progress and provides a
snapshot of what we know today and areas that require further
research.
PAST ACTIONS
Installed solar arrays at its Wastewater Treatment Plant and at
the Convention Center
Developed a solar policy and solar zoning ordinance
Required installation of EV charging stations for certain
commercial developments
Moved to Desert Community Energy with a 100% carbon-free
default plan
GHG REDUCTION GOALS
Reduce GHG emissions to 1990 levels by 2020
Achieve carbon neutrality for municipal emissions by 2030
Reduce GHG emissions at least 40% below 1990 levels by
December 31, 2030
Reduce GHG emissions to 80% below 1990 levels by 2050

Council may consider setting more aggressive targets or issuing
new resolutions to assist in meeting climate goals
KEY EMISSIONS TO ADDRESS
Transportation (53% or 259,640 MTCO2e in 2020)
Residential & Commercial Energy use (37% or 183,000 MTCO2e
in 2020)
Solid Waste (5% or 24,000 MTCO2e in 2020)
Water and Wastewater (5% or 22,990 MTCO2e in 2020)
ACTIONS –TRANSPORTATION
Increase number of electric vehicles
Improve walkability and active transportation options
Reduce emissions within the city
Promote more mass transit options for “drive market” visitors
Feedback: Are there additional/bolder ideas that Council would like
staff to consider when assessing transportation-related actions?
ACTIONS –BUILDINGS
Continue to support100% carbon free energy options
Continue to offer home energy assessment rebates
Require home energy efficiency upgrades?
Require 100% carbon free energy for some commercial businesses?
Further investigate electrification options?
Feedback: Specific direction/indication of interest in potential actions above. Are there additional ideas that Council would like staff to consider when developing actions related to building energy use?

Complete vulnerability assessment as part of General Plan
Update
Identify opportunities to mitigate climate impacts
Key impacts to address: longer/hotter summers, extended drought,
more intense wind and storm events
Potential actions: outdoor worker start times, response plans,
shade structures, insulation
Feedback: Any other areas of interest or concern to Council?

Conduct additional analyses
Update Roadmap and Strategic Planning documents
Continue to assess GHG emissions reductions
Bring forward specific ordinances/actions for Council
consideration
