Youth Center•Planning Commission interpreted “Youth Center” to mean any public or private facility where youth are present•This is generally consistent with California HSC §11356.5: “ ‘Youth center’ means any public or private facility that is primarily used to host recreational or social activities for minors...”DEVELOPMENTSERVICESDEPARTMENT
AppealIssues:•Is the dance studio a “youth center” as defined in State law and interpreted as such by the Planning Commission•If so, proposed application violates separation distance requirements•Separation distance may be waived by Council [PSZC 93.23.15(C)] if findings can be made – separate AMM application requiredDEVELOPMENTSERVICESDEPARTMENT
