SUBJECT: REJECT ALL BIDS RECEIVED FOR IFB NO. 20-01 ROADSIDE AND
TRANSIENT MAINTENANCE SERVICE, AUTHORIZE STAFF TO RE-BID

SUMMARY:
This action will reject all bids received on October 27, 2020 for Roadside and Transient
Maintenance services, I FB No. 20-01, and authorize staff to re-bid this project.
RECOMMENDATION:
1. Reject the bids received on October 27, 2020 for Roadside and Transient
Maintenance services, IFB No. 20-01; and
2. Authorize staff to re-bid the Roadside and Transient Maintenance services with a
reduced scope of work.
BACKGROUND:
On April 1, 2015, Council awarded a contract services agreement to SoCal Land
Maintenance, Inc., for roadside maintenance services for an estimated monthly amount
of $6,751.67, not to exceed $81,020.00 per year for three years with two one-year
extensions upon mutual consent of City and So Cal Land Maintenance, Inc. The City
contracts out services for roadside cleanup along six designated routes. The work
consists of general cleanup of litter, debris, palm fronds, transient camps and drain
clearing and roadway vegetation abatement.
On July 6, 2016 Council approved Amendment No. 1 on the existing agreement, for an
additional $93,705 for a separate maintenance crew to solely focus on transient camp
clean up and shopping cart removal from SoCal Land Maintenance, Inc. for an annual
contract sum of $174,725.
STAFF ANALYSIS:
The City entered into a contractual services agreement with SoCal Land Maintenance,
Inc. on April 21, 2015, in the amount of $81,020 for Roadside Maintenance based on a

2two-man crew consisting of one Lead Worker and one Worker. On September 6, 2016, the City amended the agreement to add two additional crew members designated for Transient Camp and Shopping Cart clean up, in the amount of $93,705, with an annual Contract Sum of $174,725. The City issued an IFB for these services, but only received one response. The responsive bid exceeds the budgeted funds by a considerable amount so staff recommends rejecting the bid. Staff will revise and reduce the scope of work in the service agreement proposal in preparation for re-bidding of these services to be more aligned with fiscal goals. ENVIRONMENTAL ASSESSMENT: The requested City Council action is not a "Project" as defined by the California Environmental Quality Act (CEQA). Pursuant to Section 15378(a), a "Project" means the whole of an action, which has a potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment. The requested action is to approve a contract for roadside and transient camp removal services, and is exempt from CEQA pursuant to Section 15378(b ), in that a "Project" does not include: (5) Organizational or administrative activities of governments that will not result in direct or indirect physical changes in the environment.
