Approval of this item will authorize an increase to Purchase Order No. 16-0923 in the
amount of $2,287.50 with David Volz Design Landscape Architects, Inc., a California
corporation, for construction support associated with the Welwood Murray Memorial
Library Courtyard Improvements, City Project No 16-02.
RECOMMENDATION:
1) Authorize an increase to Purchase Order No. 16-0923 in the amount of $2,287.50 with
the City's "on-call" landscape architect firm, David Volz Design Landscape Architects,
Inc., a California corporation, pursuant to Agreement No. 6786, for the Welwood
Murray Memorial Library Courtyard Improvements, City Project No 16-02;
2) Authorize the City Manager to execute all necessary documents.
BUSINESS PRINCIPAL DISCLOSURE:
The Public Integrity Disclosure Form from David Volz Design Landscape Architects Inc.
(DVD), is included as Attachment 1.
BACKGROUND:
In 2017, the City retained David Volz Design, through their on-call landscape architectural
professional services contract, to develop the design of the courtyard which was
completed and dated August 10, 2017.
On October 23, 2019, the City Council approved the plans, specifications, and authorized
bidding of the Project and on January 9, 2020, the contract was awarded to Leonida
Builders, Inc., a California corporation.
2City Council Staff Report December 10, 2020 --Page 2 Amendment No. 3, CP 16-02, Welwood Library Courtyard On November 12, 2020, the City Council accepted the Welwood Courtyard Improvement Project as complete and authorized the City Engineer to file for recordation of a Notice of Completion with the Riverside County Recorder. STAFF ANALYSIS: During construction, DVD provided field support beyond what was authorized in their agreement. Staff typically does not authorize additional work prior to Council approval. However, during construction of the Welwood Courtyard Improvements Staff required additional field support from the Landscape Architect and was unable to obtain Council approval in a timely manner. The project was complete, the additional field support provided by DVD was accounted for but not incorporated into the final project acceptance Staff Report. Staff recommends the approval of the $2,287 increase to Purchase Order No. 16-0923. The total design contract for DVD will increase from $54,128 to $56,415. ENVIRONMENTAL IMPACT: This project is consistent with the Secretary's Standards because it restores specific components (a central shade tree, circular seating bench) that were part of the original courtyard design and proposes hardscape and landscape materials that are consistent with the "period of significance" of the building (late 1930's -1940's). Therefore, in accordance with Section 15331 of the CEQA Guidelines, Staff recommends a Class 31 Categorical Exemption under CEQA. FISCAL IMPACT: The Project budget, incurred expenditures, and other associated costs are identified in Table 1.
