FROM: BY: SUMMARY: David H. Ready, City Manager Development Services Department Approval of this item will allow for the installation of an all-way stop at various intersections throughout the City as described below. The installation of these all-way stop intersections is based on a field review performed by the Development Services Department and at the recommendation of the City Engineer in accordance with Section 12.16.030 of the Palm Springs Municipal Code (PSMC). RECOMMENDATION: 1. Adopt Resolution No. __ , "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, AUTHORIZING THE CITY ENGINEER TO ESTABLISH AN ALL-WAY STOP CONTROLLED INTERSECTION AT SOUTH CAMINO REAL AND EAST AVENIDA GRANADA, ROSA PARKS ROAD AND NORTH GRANADA AVENUE, ROSA PARKS ROAD AND EASTGATE ROAD, AND WEST TRAMVIEW ROAD AND NORTH GRANADA AVENUE, IN ACCORDANCE WITH SECTION 12.16.030 OF THE PALM SPRINGS MUNICIPAL CODE."; and 2. Authorize an expenditure of $37,500 from the Special Gas Tax Fund for installation of related improvements. BACKGROUND: The Development Services Department has received requests from concerned motorists and residents for the addition of stop signs at select intersections within the Desert Highland/Gateway neighborhood and Indian Canyons neighborhood. Common concerns are locations with heavy pedestrian traffic due to bus pick up/drop off zones near churches or parks, and blind spots attributed to curves in the street. STAFF ANALYSIS: The California Manual on Uniform Traffic Control Devices (MUTCD) 2014 Edition, 3 rd Revision (March 9, 2018), Section 28, identifies several factors to consider when A n/1 ITEf~11 NO. __ ...J-_rr __ t _ 2City Council Staff Report November 12, 2020 --Page 2 Approval of All-Way Stop Intersections installing stop signs, which include data collection through traffic studies. The MUTCD also states that the installation of these devices rests on engineering judgment to establish intersection control. Section 12.16.030 of the PSMC authorizes the City Engineer to place and maintain additional traffic control devices deemed necessary to regulate traffic or to guide or warn traffic, on the basis of traffic engineering principles and traffic investigations. A resolution (see Attachment 1) is recommended for City Council adoption authorizing the City Engineer to install traffic control devices at the following intersections: • West Tramview Road and North Granada Avenue • Rosa Parks Road and North Granada Avenue • Rosa Parks Road and Eastgate Road • Camino Real and East Avenida Granada Based on the guidelines set in the MUTCD and the PSMC, and in an effort to improve the overall safety of these intersections, all-way stop control is recommended by the City Engineer. Desert Highland/Gateway-Tramview Road and Granada Avenue Tramview Road is classified as a 2 lane, undivided collector with a posted speed limit of 25 mph. Granada Avenue is classified as a local street with a the Prima Facie speed limit of 25 mph. On the south side of Tramview Road are churches and houses, and on the north side is Desert Highland Park and the James 0. Jessie Community Center. Approximately 20 feet west of this intersection, along Tramview Road, is an unmarked school bus drop off location. Based on a traffic engineering review, the City Engineer recommends installation of a multi-way stop controlled intersection with a two-leg cross walk to provide access to Desert Highland Park. The three existing curb ramps will be upgraded to current ADA standards. See Figure 1 below. Figure 1 3City Council Staff Report November 12, 2020 --Page 3 Approval of All-Way Stop Intersections Desert Highland/Gateway-Rosa Parks Road and Granada Avenue Rosa Parks Road is classified as a local street with a posted speed limit of 25 mph. Granada Avenue is classified as a local street with a prima facie speed limit of 25 mph. On the south side of Rosa Parks Road are apartments, a self-storage facility, and undeveloped parcels. The north side of Rosa Parks Road has residential homes and a church. Near this intersection, there is a Sunline Transit bus stop. Based on a traffic engineering review, the City Engineer recommends installation of a multi-way stop controlled intersection with a two-leg cross walk for pedestrian safety. The two existing curb ramps will be upgraded to current ADA standards, and a new curb ramp will be installed on the south side of Rosa Parks Road. See Figure 2 below. Figure 2 Desert Highland/Gateway-Rosa Parks Road and Eastgate Road East of Eastgate Road, Rosa Parks Road is classified as a local street and to the west, Rosa Parks Road is classified as a 2 lane, undivided collector with a posted speed limit of 25 mph. Eastgate Road is classified as a 2 lane, undivided collector with a posted speed limit of 25 mph. At the south east corner is an apartment complex, with adjacent residential housing. Based on a traffic engineering review, the City Engineer recommends installation of a multi-way stop controlled intersection with a four-leg cross walk for pedestrian safety. One of the existing curb ramps will upgraded to current ADA standards and a new curb ramp will be installed at the north east corner. See Figure 3 below. 4City Council Staff Report November 12, 2020 --Page 4 Approval of All-Way Stop Intersections Figure 3 Indian Canyons -Camino Real & Avenida Granada On January 20, 2020, the Engineering Services Department received a Community Action Request Form (CARF) from 49 residents representing the communities along Camino Real, between La Verne Way and Murray Canyon Way. The issue they brought forward is the need for multi-way stops, installation of speed cushions, and the reduction of the current speed limit from 35 mph to 25 mph. Multiple discussions between the Block Captain, residential point of contact between the City and residents, and Engineering staff have occurred. On February 25, 2020, Counts Unlimited, Inc. conducted a speed survey of the areas. The data collected indicated that the 85% percentile speed between the two locations ranged from 31-34 mph. The current speed limit is 35 mph and is adequately designated. The 24-hour speed survey showed that between 88-95% of vehicles were traveling between 0-35 mph, with 5-10% traveling between 36-40 mph. Staff concluded that speed cushions are not warranted due to no apparent speeding issues. Camino Real is classified as a 2 lane, undivided collector with a posted speed limit of 35 mph. Avenida Granada is classified as a 2 lane, undivided collector with a prima facie speed limit of 25 mph. Based on a traffic engineering review, the City Engineer determined that the curved alignment of the street and a block wall on Camino Real limits sight distance at the intersection. The City Engineer recommends the installation of a multi-way stop controlled intersection at Avenida Granada and Camino Real. See Figure 4 below. 5City Council Staff Report November 12, 2020 --Page 5 Approval of All-Way Stop Intersections ENVIRONMENTAL IMPACT: Figure 4 Section 21084 of the California Public Resources Code requires Guidelines for Implementation of the California Environmental Quality Act ("CEQA"). The Guidelines are required to include a list of classes of projects which have been determined not to have a significant effect on the environment and which are exempt from the provisions of CEQA. In response to that mandate, the Secretary for Resources identified classes of projects that do not have a significant effect on the environment, and are declared to be categorically exempt from the requirement for the preparation of environmental documents. In accordance with Section 15301 "Existing Facilities," Class 1 projects consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing facilities of both investor and publicly-owned utilities used to provide electric power, natural gas, sewerage, or other public utility services. Therefore, the installation of the proposed all-way stop intersections, is considered categorically exempt from CEQA. FISCAL IMPACT: The cost for installation of the proposed improvements is estimated not to exceed $37,500. WHEREAS, Title 12 "Vehicles and Traffic" of the Palm Springs Municipal Code ("PSMC") establishes procedures for the administration, implementation, enforcement, evaluation, and maintenance of traffic regulations within the City consistent with the California Vehicle Code; and WHEREAS, Section 12.08.060 of the PSMC established the office of the City Traffic Engineer, and designated the City Engineer, to serve in addition to such other functions, with authority to exercise the powers and duties with respect to traffic as provided for in Title 12; and WHEREAS, Section 12.08.070 of the PSMC requires that the City Traffic Engineer determine the installation and proper timing and maintenance of traffic control devices and signals, to conduct engineering analyses of traffic accidents, and to devise remedial measures; to conduct engineering and traffic investigations of traffic conditions and to cooperate with other city officials in the development of ways and means to improve traffic conditions; and WHEREAS, Section 12.16.010 of the PSMC authorizes the City Traffic Engineer to place and maintain or cause to be placed and maintained official traffic control devices when and as required under the traffic ordinances of this city to make effective the provisions of said ordinances; and WHEREAS, Section 12.16.030 of the PSMC authorizes the City Traffic Engineer to place and maintain or cause to be placed and maintained such additional traffic control devices as he may deem necessary to regulate traffic or to guide or warn traffic, but he shall make such determination only upon the basis of traffic engineering principles and traffic investigations and in accordance with such standards, limitations and rules as may be set forth in the traffic ordinances of this city or as may be determined by ordinance or resolution of the legislative body of this city; and WHEREAS, based on traffic engineering principles, the City Traffic Engineer has evaluated the intersections of South Camino Real and East Avenida Granada, Rosa 9Resolution No. Page 2 Parks Road and North Granada Avenue, Rosa Parks Road and Eastgate Road, and West Tramview Road and North Granada Avenue; and WHEREAS, on the basis of the City Traffic Engineer's investigations, in accordance with sound traffic engineering principles, the City Traffic Engineer has recommended that the intersections of South Camino Real and East Avenida Granada, Rosa Parks Road and North Granada Avenue, Rosa Parks Road and Eastgate Road, and West Tramview Road and North Granada Avenue be established as all-way stop controlled intersections. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PALM SPRINGS DOES HEREBY RESOLVE AS FOLLOWS: Section 1. The true and correct recitals above are incorporated by this reference herein as the basis and foundation for the City's adoption of this Resolution. Section 2. In accordance with Section 12.16.010 and 12.16.030 of the Palm Springs Municipal Code, the City Engineer is hereby authorized to establish all-way stop controlled intersections at the following locations: 1) South Camino Real and East Avenida Granada; 2) Rosa Parks Road and North Granada Avenue; 3) Rosa Parks Road and Eastgate Road; and 4) West Tramview Road and North Granada Avenue. Section 3. The City Engineer shall install and maintain appropriate traffic control devices as necessary to implement this Resolution. ADOPTED THIS 12th day of November, 2020. ATTEST: Anthony J.
