Dear Mayor Holstege, Mayor Pro Tem Middleton, Councilmember Kors, Councilmember Garner,
Councilmember Woods and City Manager Clifton,
City Council Agenda October 28, 2021, Item 1H proposes an extension on the professional services agreement
with Ricondo & Associates. Among other responsibilities, they will handle Task 5: Concessions Program and
Lease at the Palm Springs International Airport. .
My comment is regarding mention that the new RFP is to "be released in the 3rd quarter of 2022." (Page 1H-
6). For the timeline to be met, the RFP must be issued July 1, 2022, or at least very early in the 3rd quarter. I
would ask that you clarify this.
The reason is that the current concessions contract extension was extended through April 30, 2023. For the
current concessionaire or new concessionaires to take over some or all the concessions on May 1, 2023, they
need four months from the point the lease is granted. It's important that they do takeover May 1, so that
any construction, alterations, etc. are completed during the slower summer months in time for the fall season.
Assuming that the RFP will be awarded at the end of 2022 (which I believe is in accordance with the Airport
Commission's request), the Proposals will need to be submitted for review by the very beginning of the fourth
quarter 2022, i.e. October 1. Working backwards, the RFP would need to be issued for review by applicants,
site inspections, etc. somewhere around July 1. Issuing the RFP towards the end of third quarter 2022 would
make the timeline impossible.
As a reminder, the current concession contracts were awarded in 1999. The initial contract and option for
renewal extended through 2019. The RFP for new concessions was not issued in time for a new contract to
take effect in the beginning of 2020. Instead, several extensions were granted. Then on March 12, 2020, a
new RFP was issued, only to be quickly cancelled due to the pandemic.
By April 2023, it will be 24 years since a new concessionaire was even able to bid for the concessions at the
Palm Springs Airport (other than one small seasonal mobile cart).
If we don't ensure this timeline is met, it could delay the process an additional year.
I should also point out that it was at the October 8, 2020 City Council meeting that Council approved the
current extension. It was confirmed during the meeting by then City Manager Ready, that the new RFP would
be issued in time for the May 1, 2023 transition.
