HomeMy WebLinkAbout5-C Public CommentGood Evening, Mayor, City Council, City manager and Community members. My name is Lina Sola,l am a member of the Community Partnership on Homelessness. A complex issue like homelessness requires a combination of short, medium, and long-term programs. The City and county are addressing many of these. I want to make sure we do not lose sight of current needs. We applaud the City for pursuing the installation of a comprehensive Navigation Center for the unhoused. We commend the City for closing locations where homeless congregate to buy and sell illicit drugs. We endorse the City's decision to contract with Martha's Kitchen to run the overnight cooling center at First United Methodist Church during the summer months AND set up the Access center to provide additional services and case management volunteer at the overnight shelter, and I have seen the clients steadily increase to full capacity. These clients are extremely thankful to have a place to eat, shower, store their belongs and sleep safely at night. This satisfies all the suggested criteria listed on Page 2 of the Staff Report. These clients are respectful and are their own community. They are looking for jobs and permanent housing. Some suffer from 1 D1 Zg120a1 �Wiqji c �b rn rr�r�1- 17M No. mental, behavioral and medical issues, but they are not the group you would associate with substance abuse. Now they are faced with another obstacle. The shelter is closing on October 31 It and anxiety is increasing. There needs to be a plan to provide overnight shelter during the GAP period of when the shelter closes and the Navigation Center opens. A property with manufacturing M-2 or Civic Uses CU zoning where no CUP is required can quickly be turned into a temporary shelter. The City has committed to provide our homeless a safe environment. What will become of these clients when they again become unsheltered and exposed to the elements and dangers of living on the streets? Hello, We are residents of Palm Springs and would like to express our concern with regards to the development being discussed for the homeless. We have taken the time to go and look at each proposed property. The property that makes the most sense is on Ramon. Not only are there fewer residential homes in the immediate surrounding area but there are many more opportunities that will present themselves in that area as occupants try to get back on their feet. The airport is close by and can provide jobs in addition to all of the stores and shopping in walking distance to the proposed facility. These stores will provide the much needed necessities within walking distance and may possibly be able to provide jobs to the occupants. The occupants will not have access to their own vehicles and the amount of business within walking distance will be imperative to the occupants. The property that is least beneficial to this situation is the property in District 1 near San Rafael. This area is a large residential area that already has many issues that need to be fixed (gangs, shootings, etc.) before adding an additional element that will only make the situation worse. In addition, there are very few stores and/or businesses in the area that are walking distance therefore limiting jobs as well not providing the resources (shopping, food, etc.) in the immediate area. Miralon has been important to the North side of town in helping to bring up property values and enhance the area. The North side can not afford to go backwards again by adding an additional negative element to the already on going issues that are not being handled. The largest intersection in walking distance to the property in District 1 is the main intersection of San RafaeUTramway and 111. Without opportunities in walking distance to secure jobs, how many of the occupants will wind up pan handling at this main important intersection? An intersection that is one of the first things tourists see as they enter Palm Springs. How many tourists will be turned off by the situation they see as they come into town? Please look at the big picture ramifications of making the decision on where to put the new shelter. District 1 is NOT the solution. Short term savings could have long term effects. However the Desert Highland Gateway Estates area is not a good fit. As a community It has its own problems with substance abuse, mental health and violence. While we don't want to seem discriminatory or insensitive to the issue at hand, the idea that bringing in more citizens with these same types of issues on top of displacement makes absolutely no sense and it quite frankly asinine to put it mildly. Palm Springs residents and businesses report worsening problems including increasing rates of disturbance, trash, violence, mental illness and substance abuse due to the unhoused population. To even consider putting a navigation center within a 1 mile radius of our neighborhood could not have possibly been thoroughly evaluated. The City pushes all the less desirable projects to this area. We are essentially a dumping ground, and we have had enough. Cannabis Facilities, Liquor Stores and Convenient Stores are all that seem "worthy" of our residents to patronize. Our area is a food desert, no grocery stores, pharmacies, or banks. We are in desperate need of establishments to stabilize our community, not hinder it further. It's like red -lining and de facto segregation to put the homeless services facility out here. This is "NIMBYism at its finest". The City claims to be Inclusive, diverse, and equitable but none of that is evident in the north end of town. The site is immediately adjacent to both single-family and multifamily residential uses and two Federally Subsidized Apartment Complexes (120 Units & 57 Units). Basically the families and their children were not even a thought of during this process, and are "expendable" in the eyes of The City. This is honestly a slap in the face and realization of what the City of Palm Springs thinks of us on this end of town. to-olv-ZA N1914, comm,u\,� ITEM No. L DESERT H GHLAND GATEWAY ESTATES The proposed facility will also be in the middle of the 2 main entrances to our "fair" city, between Highway 111 and Indian Canyon Drive. With the amount of traffic fatalities that we have had on these roads as a result of no stop lights, should give the city pause as to what more tragedies can be faced in the future. Staff report says "This site is close to public transportation served by Sunline Transit Route 4 along Rosa Parks Road." that will give the homeless direct access to travel directly through our neighborhood which ultimately causes us to worry about our "Quality of life". There are several locations around the city that would be more accommodating and safer with regard to adjacent neighborhoods. Located near Social Services, Healthcare Facilities, Grocery Stores, Public Transportation, Etc. Good day, would like to express my concern and disagreement with any intent to locate an "unhoused" or "navigation" center to serve the homeless population in the Desert Highlands Gateway Estates neighborhood. This is a poor choice to locate these services. The DHGE and the surrounding north end of town already experience one of the highest violent crime rates in the city, including homicide. The city and law enforcement are currently unable to end this threat as the 8 or more gunshots at 1:40AM on 28 Oct (today) prove. Additionally, the area is high density residential and light commercial with no type of ancillary services that could be provided as well as limited transportation access. The current "unhoused" and mental illness and substance abuse problems in the community are serious issues. The recent closure of the Calle Encilla Well in the Desert location was supposed to mitigate the Baristo Park problem. Yet, here we are closing the park due to rampant drug abuse. The "Navigation" center needs to be located in proximity to the current Boxing Club location where daytime services are available as well as nearer to better public transportation (Tahquitz, Sunrise, Ramon) and farther from high density residential as well as retail areas, both subject to loitering and theft. It also needs to be closer to ancillary services such as medical and mental health facilities (the new Riverside County 'one -stop' health center as well as DAP). And with the Police Department right around the corner, law enforcement is right at home. Please reconsider any decision regarding the location of a "Navigation" Center to provide services. Certainly, there are better locations in proximity to City Hall that would be better suited. There have also been numerous suggestions to work with the ACBCI Tribe in considering locations (build required) south of Ramon and north of Dinah Shore near Crossley Dr. Use the money intended to purchase the DHGE properties and build a proper "Martha's Village" here in the West Valley. The location in DHGE at the north end of town is a poor choice. As a resident of Park San Rafael HOA, I am completely opposed to this location. I recognize that the city is beset with a huge NIMBY problem. While recognizing the need for the services, it's true that "location, location, location" means everything in real estate and DHGE is a very poor location for all the reasons stated above. As your staff has pointed out, there is a great need for a Navigation Center in the West valley to assist the overburdened Homeless shelters in the East Valley and to provide access to our local homeless individuals. No matter where this facility is located, the City Council and staff will have to answer the community's concerns about having a program for the homeless in their neighborhood. The best way to counter this is to give reassurance regarding how security is successfully handled at other local programs. And to point out the benefits to the larger community that a Navigation Center may provide. Staff outlined the conditions for managing security provided to Martha's Village for the Palm Springs Access Center (Boxing Club.) This is a successful model to be used for the Navigation Center. People seem to associate this kind of program with the gatherings of homeless people at local parks. It will not be like that. In fact, it will reduce the number of homeless people who gather in public. The Navigation Center will provide food, temporary housing, mental health and medical services, assistance with finding jobs, clothing, and a structured life. You only need to look at Martha's and Coachella Valley Rescue Mission's statistics in finding permanent housing and employment for their clients. They offer a valuable service to the community. Other ideas that have been discussed include: *Having a Community Health Education Center located in one of the buildings (as in Desert Hot Springs )- with a gymnasium, workout equipment, yoga and aerobic classes, nutrition programs... *Starting career education programs: Offering a restaurant to the community in partnership with the community college (As Delancy Street in San Francisco) *Offering vehicle mechanic training programs? * Martha's Village operates a low cost childcare center in their building. That could be offered here. Otherideas? The Mc Carthy Street property has many possibilities to benefit the community. We need to reassure the nearby residents that it will benefit them as well. I support your City Staffs analysis of the benefits of establishing a Navigation Center at the McCarthy Road property. Early this morning at 1:50 A.M. my husband and I were awakened by repeated gun shots from the direction of The Desert Highlands Gateway Estates. This was immediately followed by the sounds of tires squealing from a loud vehicle moving at a high rate of speed traveling east on San Rafael Drive. A couple of minutes later there was the sound of sirens approaching from the South. Unfortunately, this is only one of several times we have witnessed the sound of gunfire in our immediate neighborhood. These examples, plus recent reports on shooting victims shows there is obviously a major problem with gun violence in this neighborhood. Robust police and City intervention is needed to address this problem. This needs to be a top health and safety concern for the City to protect its residents. I also am now aware that the City Staff is proposing a "Navigation Center" for the homeless to be located in this same neighborhood. I cannot think of a worse location for this in respects to both the immediate community and the clientele it is intending to serve. The people in this neighborhood have been trying to fight back from years of wrong doing and neglect and now you are proposing dumping the City's homeless population on them too? And you propose placing those trying to transition out of homelessness into a neighborhood already ridden with crime, violence and drug abuse? That does not sound like anything that would be in their best interests either. This particular site for a navigation center needs to be immediately disqualified. It is in the wrong location. And it would be very similar to the actions that the City Council has condemned by the Council under the leadership of Frank Bogart — dumping the City's "undesirables" on the North End of town. As one of the residents of Desert Highlands voiced in a recent District 1 meeting: "This just sounds like the repackaging of Section14." I urge you to dismiss any further pursuit of this location immediately. This area is already heavily impacted by crime, so I don't see how placing this facility there will help reduce crime (which the city has alleged it is focused heavily on in this area) OR help the homeless, whom may be directly impacted by being co -located in proximity of crime. I recognize the need for such a facility and the real problem of homelessness in our community, however, this suggested placement seems like it hasn't been fully thought through (In my opinion). I understand cost is a factor, but it seems to me that putting this center in the proposed location could lead to increased crime in an area that is already saturated. This is just my initial thought and reaction and I'll be raising this with Grace Garner in her meeting is evening. If anyone disagrees, please share your thoughts! I'm interested to learn more! Gateway homes have them right up to their backyard fences. Palm Springs Villas II will be surrounded by encampments. The Welcome to Palm Springs sign will take on a whole new look, and the visitor center will not be so attractive to visitors any longer. J. • Desert Highland Gateway Estates It is not unrealistic to see the wash located behind this property and between Palm Springs Villas II and the backyards of the homes of Gateway Estates and across from the entrance to Mountain Gate, very quickly filling up with hopeless encampments. Call it over -flow parking for those who will refuse housing and other services. They already camp out in the hidden areas around the outside of Palm Springs Villas II near 111. This is going to be very bad for our area of town and one the first things people will see coming into town. Bad idea. I have constantly watched the City of Palm Springs try to "Dump" every Homeless & Low Income Development on the "North End" of Palm Springs ( Vista Chino To Gateway Road & Indian Canyon to Palm Canyon).... It's time that the other areas of Palm Springs "Shared" in the locating of Homeless & Low Income Developments... !!!! The serious long term impacts to the community should not be forsaken, in favor of very short term benefits of speed and thriftiness. I notice a huge homeless presence here already. However, walk around down town PS and you'll see homeless everywhere. I don't know if it's the weather that draws people to areas like this, but it's an adjustment for me, and I'm from the middle of the city of Boston Massachusetts. Yes they have homelessness and neighbors always fight about where to let them get treatment, but I've never seen this many homeless in Boston Massachusetts, and I lived there for almost 30 years, in "bad" sections and "gentrified" sections. It's saddens me to see this here. I'm sure they will love the idea of this ill conceived plan. 000 PS Villas, Mountain Gate and the entire DHGE NOrg would be ripe for vagrant crime. This end of town has a very high rate of violent crime now. This could make it so much worse. Story today about Barristo Park and the vagrant usage. Supposedly closing the Well location was going to solve all the issues. Didn't happen. So many other, better location nearer services and commercial opportunities. A 24/7 Navigation Center with low barrier crisis beds for individuals who are chronically homeless and/or highly vulnerable, improved day services to create safe, accessible storage options and shower/restroom/laundry facilities is something this city needs. The importance of government and service providers working collaboratively to end homelessness and efforts to improve people's lives to help end homelessness is a goal we all share. Hello, I would like to weigh in on the City's proposed location for the Navigation Center. The City manager's recommendation of the 3.64 and 5.09 acre sites on San Rafael Dr and McCarthy Rd is not conducive to our family neighborhood here in Desert Highland Gateway Estates and the surrounding areas. A homeless services center was in place in our neighborhood in 2017 and there was an increase in crime and erratic behavior from the homeless receiving services. Now fast forward 4 years and we're back to the same place. As the saying goes, those who do not learn from history will be doomed to repeat it. The proposed sites on San Rafael Dr and McCarthy Rd are in the middle of apartments, condos, family homes, and cash only cannabis dispensaries, among other businesses. Not to mention the proposed site is less than two blocks from the Palm Springs Visitor Center. All of these entities will be negatively impacted with the introduction of a center specifically for homeless housing and services through increased crime and drug abuse. There are more appropriate sites in the City for the Navigation Center such as E. Ramon Rd near the airport and 1243 Gene Autry Trail location. My response to having a Navigation Center dumped in our area is an emphatic "NO." Please stop using the North End of Palm Springs as a dumping ground!
