Hello,
I would like to know what is being done about the increased presence of transient individuals hanging out
around various areas of the city. In particular the bus stop on Cielo Rd in front of the airport has become a
"shelter" as well as a ditch on Highway 111 and Gene Autry that has people camping in it with trash, shopping
carts, shelter like structures, and smoke often permeating from the area.
Driving through Palm Springs everyday I now see trash everywhere and rampant drug users wandering the
streets, sleeping on the sidewalks and in bus stops, making the city unsafe and unsanitary for visitors and
residents alike.
The city seems to turn a blind eye to these issues. We have an anti loitering ordinance which seems to be largely
ignored. The ambiance of Palm Springs is slowly being corroded and we will turn into another San Francisco
with businesses leaving en mass and tourism slowing if this issue is not brought under control. The quality of
life for tax paying residents is also being affected as you can't go to a grocery store or take a walk without
passing someone in a zombie like stupor passed out on the street. The "policy" of taking no action for fear of
criticism from a left leaning constituency will be far more damaging to the future of this city than cleaning up
the streets and enforcing the rules that we currently have.

Palm Springs City Council Members,
Over recent weeks, I spent a weekend in La Jolla, a weekend in Vista and a weekend in
Carlsbad. There were virtually no mask requirements that I saw and certainly no need to show I am
vaccinated, which I happen to be.
Palm Springs is, by any definition, a town that caters heavily to tourism. So, my question is why would
we project an image that basically says "stay away", when the public in most other nearby areas
seem to be saying that there is always some risk in life and we want our freedoms of choice back?
Also, I just heard from one more friend down valley telling me they no longer go to Palm Springs when
dining out. He was not even close to being the first to tell me that.
Please do both our citizens and our restaurant owners a big favor and drop the restriction to prove
one has been vaccinated in order to simply get to their table. Needless to say, there is little
protection even taking place, as everyone immediately removes any mask they may be wearing in
order to drink and dine.
In the end, this is more a symbolic statement than it is any real protection. Treat people like adults
and give them credit for being able to make their own decisions.
We are all COVID weary and I thank you for considering helping with some relief.

NASHVILLE — Into these perfect October afternoons, when light gleams on the red dogwood
berries and the blue arrowwood berries and the purple beautyberries; on the last of the many -
colored zinnias and the last of the yellow marigolds and the last of the white snakeroot flowers;
on the shining hair of babies in strollers and the shining ponytails of young mothers and the
tender, shining heads of old men walking dogs — into the midst of all this beauty, the kind of
beauty that makes despair seem like only a figment of the midnight imagination, the monsters
arrive.
They come in a deafening, surging swarm, blasting from lawn to lawn and filling the air with the
stench of gasoline and death. I would call them mechanical locusts, descending upon every patch
of gold in the neighborhood the way the grasshoppers of old would arrive, in numbers so great
they darkened the sky, to lay bare a cornfield in minutes. But that comparison is unfair to locusts.
Grasshoppers belong here. Gasoline -powered leaf blowers are invaders, the most maddening of
all the maddening, environment -destroying tools of the American lawn -care industry.
Nearly everything about how Americans "care" for their lawns is deadly. Pesticides prevent
wildflower seeds from germinating and poison the insects that feed songbirds and other wildlife.
Lawn mower blades, set too low, chop into bits the snakes and turtles and baby rabbits that can't
get away in time. Mulch, piled too deep, smothers ground -nesting bees, and often the very plants
that mulch is supposed to protect, as well.
But the gasoline -powered leaf blower exists in a category of environmental hell all its own,
spewing pollutants — carbon monoxide, smog -forming nitrous oxides, carcinogenic
hydrocarbons — into the atmosphere at a literally breathtaking rate.
This particular environmental catastrophe is not news. A 2011 study by Edmunds found that a
two-stroke gasoline -powered leaf blower spewed out more pollution than a 6,200-pound Ford F-
150 SVT Raptor pickup truck. Jason Kavanagh, the engineering editor at Edmunds at the time,
noted that "hydrocarbon emissions from a half-hour of yard work with the two-stroke leaf blower
are about the same as a 3,900-mile drive from Texas to Alaska in a Raptor."
The two-stroke engine found in most consumer gas -powered leaf blowers is an outmoded
technology. Unlike larger, heavier engines, a two-stroke engine combines oil and gas in a single
chamber, which gives the machine more power while remaining light enough to carry. That
design also means that it is very loud, and that as much as a third of the fuel is spewed into the
air as unburned aerosol.
How loud? "Some produce more than 100 decibels of low -frequency, wall -penetrating sound —
or as much noise as a plane taking off— at levels that can cause tinnitus and hearing loss with
long exposure," Monica Cardoza wrote for Audubon Magazine this year.
In his Oct. 2 newsletter, the writer James Fallows summarized the emissions problem this way:
"Using a two-stroke engine is like heating your house with an open pit fire in the living room —
and chopping down your trees to keep it going, and trying to whoosh away the fetid black smoke
before your children are poisoned by it."
As Mr. Fallows's last point suggests, what's bad for the environment is bad for humans, too —
most menacingly, of course, for the employees of landscape services, who are exposed to these
dangers all day long.
The risks come not only from the noise and the chemical emissions that two-stroke engines
produce, but also from the dust they stir up. "That dust can contain pollen, mold, animal feces,
heavy metals and chemicals from herbicides and pesticides," notes Sara Peach of Yale Climate
Connections. All this adds up to increased risk of lung cancer, asthma, cardiovascular disease,
premature birth and other life -threatening conditions.
This month, Gov. Gavin Newsom of California signed a new law making his the first state with
plans to ban gas -powered lawn equipment along with other machines, like generators and
pressure washers, that use gasoline -powered engines.
Only the Environmental Protection Agency can set emission standards. But California, owing to
its unique climate and geography, which allow airborne pollutants to coalesce and linger, is the
exception to this federal limitation. Other states can opt to follow California's more stringent
tailpipe emissions standards, as 12 states and the District of Columbia do. Thanks in part to those
standards, the passenger vehicles on California's roads and highways collectively produce less
pollution than off -road machinery does. Think about that for a minute: Lawn -care equipment
creates more pollution in California than cars do.
More than 100 cities across the country have already passed regulations to ban or restrict gas -
powered leaf blowers. For people committed to their manicured lawns, the good news is that
powerful electric and batter- operated leaf blowers now exist, and they are quieter and greener
and healthier than gasoline -powered blowers. Their market share is also growing rapidly; electric
equipment now represents roughly 44 percent of lawn -care machinery sales.
But the trouble with leaf blowers isn't only their pollution -spewing health consequences. It's also
the damage they do to biodiversity. Fallen leaves provide protection for overwintering insects
and the egg sacs of others. Leaf blowers, whether electric or gasoline -powered, dislodge the leaf
litter that is so essential to insect life — the insect life that in turn is so essential to birds and
other wildlife.
The ideal fertilizer and mulch can't be found in your local garden center. They are available at no
cost in the form of a tree's own leaves. The best thing to do with fallen leaves is to mulch them
with a lawn mower if your lawn consists of entirely of unvariegated turf grass (which it should
not, given that turf grass requires immense amounts of water and poison to maintain). Our yard is
a mixture of grasses and clovers and wildflowers, so we can safely let our leaves lie. If a high
wind carries them away, it's hard not to wail, "Wait! I was saving those!"
And the leaves that fall across every inch of this wild half acre of suburbia are so much prettier than any
unnaturally green lawn beaten into submission by stench -spewing machinery. All those golden sugar
maple leaves hold onto the light, and for weeks it looks as though our whole yard is on fire, even in the
rain. Who could be troubled by a blanket made of light? A blanket keeping all the little creatures safe
from the cold?

I live in a apartment in Palm Springs and my downstairs neighbor smokes pot every night. The smell is so strong it causes me to
cough and sneeze. I have complained to the property manager but have been told that he can smoke in his own unit. It is so bad that
my ex-wife accused me of smoking in front on our 4 year old son because his clothes smelled when he went home. She does not
want him to come to my apartment if it is continues to smell and have smoke. I am on a waiting list to move into a different unit, but
there is no guarantee that this wont just happen again. I am so frustrated and uncomfortable in my own home. This is not fair that I

My Wife and I purchased a condo in Palm Springs about 1 1/2 years ago. Since purchasing this property, we have had nothing but
issues with one of our neighbors with whom we share a common wall with smoking inside his unit at all hours of the day and night.
It has been a significant nuisance for us and our guests, not to mention it is a health and safety issue. We literally smell smoke
throughout our condo, and are often awakened at night when the neighbor decides to smoke when they can't sleep in the middle of
the night. To mitigate the issue since purchasing the property, we have done the following: Flex sealed every outlet, socket, vent,
medicine cabinet and plumbing fixture on our shared wall Ensured that our HVAC vents are sealed and not allowing bad air from our
neighbor into our ventilation system We have asked the smoking neighbor to do all of the above on their end (which they say they
have done, but with very little improvement in air quality).

Part 2 of my submission: We have now renovated our condo, and during the construction process, we pulled all of the drywall off
the shared wall with the smoking neighbor, we removed ALL of the old insulation and replaced it with two new layers of insulation,
we painted every single 2x4 with an odor resistant paint, we sealed the wall with an odor resistant plastic and then put new extra
thick drywall on our shared wall. While these expensive and time consuming steps have helped mitigate the issue, much to our
worry, it has NOT fixed the issue to an acceptable level. We are now out of options that we can exercise in order to safely occupy our
home. This is horrible! In closing, we hope the City passes the ordinance to ban smoking both inside and outside of residential units
with shared walls.

Dear Palm Springs City Council Members,
As you have a matter before you that concerns our plans to extend our roots to your lovely city,
we wanted to share some context about who we are and our connection to the place.
Our family has enjoyed the Coachella Valley for many years. Our kids have grown up visiting the
desert for Christmas and school breaks and we are regulars at the Indian Wells tennis
tournament. We have hosted many friends and family over the years at these occasions.
So we were thrilled to have the opportunity to build a home that we anticipate will become our
retirement destination as our final kid heads to college in a few years.
There is no lack of buildable land in the desert. But we specifically chose Palm Springs instead
of the adjacent communities because it feels like an oasis of social inclusion for folks of all
identities and backgrounds. This is important to us as we are a biracial family with a kid who is
gender expansive and identifies as nonbinary. We felt Palm Springs would be a place we could
bring our whole selves and would feel like home.
For the most part we have felt welcomed by our future Palm Springs neighbors, and we look
forward to becoming more involved in the community. We are active in philanthropy and local
nonprofit work in San Francisco and plan to bring this same energy and spirit to the desert to
make our connection to the region one that becomes an enduring and meaningful part of our
lives.

My friend who lives in an apartment in downtown Palm Springs asked me to give my feedback here. I am six months pregnant and
can no longer visit her at her apartment because of the constant and heavy smell of smoke from her two neighbors. The smoke
penetrates her unit as it is like she and I were smoking. Being pregnant I cannot have this health hazard. It is astonishing to me that it

My husband and I own a condo in Sunrise East. It is a beautiful community and we love coming here to get away from our hectic
work schedules and enjoy the peace (and fun) Palm Springs has to offer. Unfortunately, our neighbor constantly smokes day and
night. In our current remodel we saw there is no fire wall and nothing but insulation between his unit and ours. As a result the
smoke completely infiltrates our space from the HVAC, to the light sockets, to the garage. It is everywhere. At times it smells like a
smoke filled casino in my space that is supposed to be my peaceful get away. We have spent thousands of dollars to try and mitigate
to some success, but not enough to keep the smoke out. There is nothing more we can do. The reality is there is NO WAY to keep
the smoke out given the shared wall situation. I don't typically want government to set laws like this, but in the case of smoke it is
not just a nuisance it is truly impacting my ability to enjoy my home.

I recently purchased my condo in Palm Springs. This is supposed to be my happy place where I can escape the city and spend
tranquil peaceful time with my friends and family. To my complete frustration my neighbor smokes all the time. I have asked him to

You may recall that I live in your district in Racquet Club Estates. Anyway, I noticed that the Palm Springs Chamber is
cosponsoring this Covid survey with the city. I believe it's a wonton act by the Chamber to undermine the science that
the city has been following for the last two years around Covid. The reason we as a city have been as successful in
fighting this virus as we have is because we have an awful lot of people willing to buy in to the mandates made in the
name of science. I really don't care what Palm Desert or any other city in the valley chooses to do, we feel safe going out
to restaurants and bars in the City of Palm Springs because of the best practices the city has undertaken during this
horrible pandemic. Please don't make city policy based off of a Chamber driven initiative which has only commercial

I am not a resident of Palm Springs and I've never been there. My husband and I are retired and love to travel
and see new places. Palm Springs has been on our bucket list but sadly we may have missed our opportunity to
visit. From what I have heard Palm Springs has adopted some very unreasonable mandates. We refuse to go
anywhere that may require covering half of your face with a mask. Masks inhibit healthy oxygen and are not
effective against the tiny covid particles unless they are N95. I don't know anyone that uses an N95 mask, do
you? I also understand that the city of Palm Springs is requiring patrons to provide the repugnant vaccine
passport. Is this true? Has your city adopted these measures? Does this make sense after all the harm done thus
far to small businesses? Does this make sense when California's daily covid positivity rate is currently down to
. 00011 percent?

Although I do not live in Palm Springs I did spend a considerable amount of time in your city. I was
astonished when the City Council imposed an indoor mask mandate this summer. With vaccines
available to all adults who want them there is no reason for the masks to return. Vaccinated people are
protected from severe forms of the disease and unvaccinated people, many of whom have had Covid
and are now more protected than the vaccinated, can get the vaccine anytime they wish. Most of the
country, including most of the cities in the Coachella Valley, do not have a mask mandate. Regressing to
an indoor mask mandate renders Palm Springs an outlier.
After Palm Springs imposed a vaccine passport several of us decided to hit our favorite restaurant for
lunch. We were shocked when proof of vaccination was required and refused to comply, even though
all of us are fully vaccinated. We went to three other restaurants and refused to submit to such a
violation of personal privacy. Finally we found one that rightly declined to act as a proxy for law
enforcement. This restaurant was full while the others had plenty of empty tables. We are appalled
that many of our fellow citizens who pay taxes but are unvaccinated are being denied service in Palm
Springs.
Cathedral City removed it's vaccine passport several weeks ago and I hope the City Council lets the mask
mandate rule lapse on October 31. As winter approaches I will advise my friends and family who desire
time in an area that is sunny and warm that they might be better off going to Florida or other places
where none of these retrograde rules have been imposed.
Please consider removing these two unscientific and divisive rules.

Since it appears that no one responded to my last e-mail, I will, once again try to get your attention! I continue to be
amazed by the condition of this city on my morning walks through town. The heat has not dispersed the homeless
situation at all, they are out in 'full force', cluttering up the sidewalks, sleeping on benches, sleeping in restaurant
patio's, washing up in the fountain in front of the Hyatt and obviously camping out on the roof of the parking garage at
Baristo and Indian Canyon as I often run into them exiting the elevators.
Once again, in the 3 hours that I walk around the city every morning, the is ZERO police presence.
You all need to wake up early and get out of your homes and office and travel around town and SEE what is going on!
