SUBJECT: DIRECTION REGARDING THE INTERVIEW PROCESS FOR UPCOMING
BOARD AND COMMISSION VACANCIES

RECOMMENDATION:
Provide direction to staff as appropriate.
BACKGROUND:
Historically, the City Council has waived the procedures in Resolution No. 18804 to allow
the City Council to select Interviewing Subcommittees to screen and interview candidates
for the City's Boards and Commissions. The full City Council has traditionally interviewed
candidates for the Historic Site Preservation Board, Measure J Oversight Commission,
and Planning Commission.
On January 30, 2020, the City Council appointed Councilmember Garner and Mayor Pro
Tern Holstege to serve as the Interviewing Subcommittee for existing and unscheduled
vacancies, noting that another Councilmember may substitute if either member of the
Subcommittee is unavailable.
On April 2, 2020, the City Council deferred action on appointments for Boards and
Commissions, where terms were to expire on June 30, 2020, due to COVID-19 impacts
on the ability to recruit new applicants. Thereby, the City Council extended individual
Board and Commission Members terms through December 31, 2020.
The City Council is requested to provide direction on the following issues:
1. Shall Councilmember Garner and Mayor Pro Tern Holstege continue to serve as
the Interviewing Subcommittee for all Boards and Commissions, except Historic
Site Preservation Board, Measure J Oversight Commission, and Planning
Commission?
2. Does the full City Council desire to interview applicants for the Historic Site
Preservation Board, Measure J Oversight Commission, and Planning
Commission? Or does the City Council want to delegate screening and
interviewing of these Boards and Commissions to the Interviewing Subcommittee?
