Ready, City Manager BY: Development Services Department, Office of Sustainability SUMMARY On February 13, 2020, City Council approved a contract with David Evans, Inc., to provide landscape design services for a Demonstration Garden and future turf conversion projects at the airport. In July and September, the Sustainability Commission and the Airport Commission reviewed and approved the concept designs for these water-saving projects. The Office of Sustainability is requesting Council approval of the Concept Designs for these projects so that we can proceed to the Construction phase for the Demonstration Garden. Funds have been set aside in the Sustainability Water Efficiency Programs Account (Account Number 138-1270-58021) to cover construction costs, which will be offset by a grant from the State and rebates from Desert Water Agency. Construction work related to other turf conversion projects at the airport will proceed when funds are available. RECOMMENDATION 1. Approve the Concept Designs for the Demonstration Garden so that the City can proceed to the Construction documents phase. 2. Approve the Concept Designs and phasing plan for Future Turf Conversion projects at the airport, which will proceed to construction when additional funds are available. 3. Authorize City Manager to execute all necessary documents. BACKGROUND The City Sustainability Master Plan includes a goal to reduce water use in City facilities by 50% by 2020. Less emphasis has been paid to water efficiency programs since the region is no longer in an active drought. We must continue to make these programs a priority. In addition, the Coachella Valley received considerable negative press during the last drought for having so many green lawns. Converting areas of the airport to a drought tolerant landscape will help reinforce the area's commitment to water efficiency and hopefully inspire visitors to conserve water during their visit. To help facilitate implementation of these and other City conservation projects, the Desert Water Agency (DWA) has authorized turf replacement rebates of up to $3 per square foot for government agencies. DWA also applied for and was awarded a grant from the State to support the installation of a water efficient Demonstration Garden at the airport to educate visitors and residents about water efficient landscape techniques that are viable in our desert climate. DWA received official notice of the grant award in the spring and is finalizing the contract with the State. The grant is a 50% matching grant up to $60,000. STAFF ANALYSIS Development of Concept Designs On February 13, 2020, City Council approved a contract with David Evans and Associates (DEA) to provide landscape design services for a Demonstration Garden and future turf conversion projects at the airport. These services were secured through the City's On-call Architecture and Landscape Architecture Services Contract. The first phase of the design work was to support the development of a Concept Design for the Demonstration Garden and to develop a Concept Design and phasing plan for future turf conversion efforts at the airport. Sustainability Staff worked closely with the Airport Director and representatives from Desert Water Agency during the spring and summer to establish clear design parameters, review initial designs, and answer questions of the design team. The group participated in two site visits to the airport to better understand the current turf and landscaped areas. Although some turf conversion has been done at the airport, there is a significant amount of turf remaining -especially along El Cielo Road to the west and Ramon Road to the south. Staff from DEA presented two design concepts each for the Demonstration Garden and the future turf conversion projects to representatives from the Sustainability Commission on July 9, 2020, to get feedback prior to the next full Sustainability Commission. The group identified preferred concepts and provided additional input. Updated concepts were presented to the full Sustainability Commission at its meeting on July 21, 2020. The Sustainability Commission voted unanimously to advance the recommended design options to the Airport Commission for their input. The one concern identified by the Commission was the incorporation of artificial turf. They requested that the artificial turf component be minimized or eliminated because these materials are only made of non-recycled plastic and were concerned about the potential longer term environmental impacts. 3City Council Staff Report October 8, 2020 -Page 3 Authorization for Design Services for Airport Turf Conversion Projects On August 18, 2020, Sustainability staff discussed the status of. the project and shared details of the recommended designs with the DWA Board. They looked forward to seeing the project move forward and offered whatever support may be needed. On September 14, 2020, Sustainability staff along with staff from DEA and DWA presented the preferred designs to the Landscape Subcommittee of the Airport Commission. At that meeting, the Committee agreed unanimously to recommend that the Airport Commission support the advancement of both concepts. At the Airport Commission meeting on September 16, 2020, the Airport Commission voted unanimously to approve the concepts. They noted that the Demonstration Garden would be paid for by the Office of Sustainability and other funding sources, and that the future turf conversion projects would not proceed until additional funding was secured. Although the Airport had set money aside for turf conversion efforts, these funds are no longer available due to budget shortfalls resulting from the COVID-19 response. In addition to the reviews by the Sustainability and Airport commissions, the project was also reviewed internally by Planning Division staff. Staff determined that the project would be processed as a minor architectural application requiring only administrative review. The concepts for the Demonstration Garden and the future turf conversion projects are included in Attachment 1 and are described in more detail below. Demonstration Garden The idea for a Demonstration Garden at the airport was put forward initially by staff at DWA. The idea was embraced by the Office of Sustainability as a way to provide visitors and others a clear and immediate indication that water conservation was a priority here in the Palm Spring and across the Valley. The Demonstration Garden also provides .an opportunity to show residents and visitors how water efficient landscapes can be attractive and inviting. When determining the location of the garden, staff worked with the contractor and DWA to identify a turf area that was prominent and easily accessible. Although other areas were considered, the natural choice was a set of three plots in the area between the fountain and the terminal. These plots consist mostly of turf as well as some annual plantings that border the north and south sides. The two larger plots are about 4,000 square feet each, while the smaller plot is about 500 square feet. 4City Council Staff Report October 8, 2020 -Page 4 Authorization for Design Services for Airport Turf Conversion Projects Patrons of the airport often walk past these areas on their way to and from the parking lot and visitors sometimes pause and take pictures of the fountain and the mountains in the background. The features of the garden were outlined in the project scope of work used in the request for proposal (RFP) to solicit design assistance. These features were refined during the development of the concept. Specifically, the garden will feature the following: • Drought tolerant plants that may be less common than those in typical desert • Signage to provide visitors with information about the plants • New or innovative watering technologies, if available • A pollinator garden or integrated pollinator-friendly plants • Edible plants -likely herbs instead of fruit-bearing plants to reduce maintenance • Accessible paths that connect visitors to crosswalks at the corners of the plots • Lower plantings to preserve the view to the fountain and the mountains • Crushed rock and boulders between plants • Wildflower plantings will be assessed during the next phase of the project to assess feasibility and maintenance needs • Climate-adaptive turf in the middle of the two plots, which would include one more low-growing, grass-like plants that require less watering and maintenance than traditional turf • There is also space for artificial turf, although this feature would be minimized and could be eliminated based on feedback from the Sustainability Commission members Specific plant selections will be made during the development of the Construction Documents. The Sustainability Commission and the Airport Commission will be engaged in this process as well. DEA included costs to support this second phase of the project in their original proposal, which is included as Attachment B. 5City Council Staff Report October 8, 2020 -Page 5 Authorization for Design Services for Airport Turf Conversion Projects Future Turf Conversion Projects In spring of 2019, the Airport Commission approved the addition of a budget line item in the amount of $150,000 for airport landscape conversion (confirmed at the May 8, 2019, meeting). In April 2019, the Sustainability Commission similarly expressed support for turf conversion projects as one if its budget priorities. These priorities align with long-held interests of DWA in promoting turf conversion at City properties. Simultaneous to the efforts to develop a concept design for the Demonstration Garden, DEA was also developing a concept design and potential phased approach for future turf conversion projects at the airport. These projects will be implemented as funds became available. DEA worked with Sustainability and DWA staff to develop concept designs for two priority areas -both at the entrances to the airport. The "finger islands" located at the entrance to the terminal were selected because these areas have no purpose other than to demark traffic lanes. Further, these areas are sloped, which means that runoff is especially problematic when these areas are being watered. This area is also highly visible to anyone entering the airport. The other area at the corner of Gene Autry and Ramon Road was selected also because of its high level of visibility. During watering times, water runoff from overspraying can be seen covering the sidewalk and entering the storm drain at the edge of the street. Given the amount of traffic at this corner, improved water efficiency may inspire others to make the effort to convert their own property. Converting this area will also make it consistent with the corner of Vista Chino and Gene Autry that was converted to desert scape several years ago. The remainder of the phasing plan focused on converting the area along El Cielo Road. In general the various phases are about 10,000 square feet to make them easier to fund. Although there are not concept designs for every location, any future locations would follow similar principles as the concepts proposed for the two priority areas. They reflect a more traditional approach to turf conversion seen elsewhere across the City and include the following features: • Crushed rock of varying colors and/or sizes to create some visual variation • Well-spaced plantings interspersed with some larger rocks • Plants that are known to perform well in our climate • Combination of smaller trees and lower growing shrubs to continue similar desert landscaping designs that have already been done in other parts of the airport • Existing sculptures would be retained Given that turf conversion projects have become more commonplace, Council is being asked to approve the concept for future turf conversion efforts at the airport so that the City can move directly into the Construction Documents phase as funding becomes available to implement these projects. 6City Council Staff Report October 8, 2020 -Page 6 Authorization for Design Services for Airport Turf Conversion Projects FISCAL ANALYSIS The original response by DEA included a cost estimate of $23,300 to develop the construction documents and provide cost estimating support for the Demonstration Garden. Although the original cost estimate for the Construction Documents work was for $35,465, it included costs for developing Construction Documents for one additional turf conversion project. Only the Demonstration Garden is moving forward at this time. Sufficient funding is included in the Sustainability Water Efficiency Program Funds to support this work. Sustainability staff asked the contractor to develop preliminary cost estimates to ensure that what was being planned for the Demonstration Garden could be done with available funding. They provided a few scenarios with costs ranging from about $120,000 to about $180,000, including a significant contingency. Based on these initial estimates, we expect that the Demonstration Garden costs will be about $150,000. We expect to receive the full grant amount of $60,000. We will also receive a rebate of $3 per square foot of turf converted from DWA. We estimate the amount we will receive from DWA will be about $15,000. After these funds are received, the total cost to the City for construction of the $150,000 project will be about $75,000. We will seek Council approval of these costs after the Construction Documents are complete and bids are received. ENVIRONMENTAL IMPACT Section 21084 of the California Public Resources Code requires Guidelines for Implementation of the California Environmental Quality Act ("CEQA"). The Guidelines are required to include a list of classes of projects which have been determined not to have a significant effect on the environment and which are exempt from the provisions of CEQA. In response to that mandate, the Secretary for Resources identified classes of projects that do not have a significant effect on the environment, and are declared to be categorically exempt from the requirement for the preparation of environmental documents. In accordance with Section 15304 "MINOR AL TERA TIONS TO LAND," Class 4 projects consist of minor public or private alterations in the condition of land, water, and/or vegetation which do not involve removal of healthy, mature, scenic trees except for forestry or agricultural purposes. This project involves minor alterations of the land to remove existing turf and a bed of annual plantings and to replace these areas with water efficient and drought-tolerant plantings, a path to facilitate viewing, and water efficient irrigation equipment. Therefore, in accordance with Section 15304 (b), staff determined that the proposed improvements to the City's existing Airport landscape is considered categorically exempt from CEQA, and a Notice of Exemption has been filed with the Riverside County Clerk. (DEA), we are pleased to respond to your request to provide landscape architectural services for the above noted project. Based on your request for proposal and the responses you provided to our questions, we anticipate the following scope of services and fees to accomplish your stated goals: PHASE 1: ARCHITECTURAL LANDSCAPE DESIGN PLANS Task 1 -Conceptual Design Plans / Cost Estimates -3 Potential Turf Conversion Projects -$14,780 After an initial kickoff meeting with City Sustainability staff, DEA landscape architects will meet with staff from the City of Palm Springs, Palm Springs Airport and any other stakeholders to walk the potential project areas and to discuss the goals and vision of the stakeholder group regarding the desired outcome of the project. It will be important for the DEA design team to gain an understanding as soon as possible of the expected outcome to avoid re-work and to keep the project on schedule. Based on input from the meeting, DEA will evaluate the various locations under consideration and develop a list of pros and cons for each potential site. A collection of photographs of sample landscapes and simple hand sketches will be assembled to represent the various options for landscaping the treated areas. These will not be site specific, but rather just examples of types of treatments. The Desert Water Agency has a Grass Removal Rebate Program that will provide a rebate of $3.00 for each square foot of turf removal for government projects. It would appear this project would be eligible for the rebate; therefore, the proposed conceptual designs will conform to the requirements of that program. The program has an end date of July 1, 2020 but DWA staff indicated that an agreement to extend the program is possible. 4141 E. It is vital to have a solid grasp of costs to avoid selection of a concept that exceeds the project's budget (it appears this may have happened in 2016 when an earlier Palm Springs Airport turf conversion project was attemptecf'J. With the above noted items in mind, DEA will meet with city staff and the stakeholders to discuss the options for the conceptual designs. Maintenance requirements, including plastic weed barrier materials, for the various options will be discussed and evaluated. In consultation with the DEA team, the stakeholders will select the options they would like to see used as a basis for the conceptual designs of the individual areas. The options would include inert materials such as boulders, gravel or DG, water-wise plantings (taken from the Desert Water Agency list), and possibly lighting and/or other decorative features. At this point the three sites to be used for turf conversion will be selected. Using the established theme, DEA landscape architects will prepare conceptual designs for each area. The conceptual plans will be drawn at 20 scale and will be colored. Photographs of the proposed plant material and inert materials will be included in the final conceptual design. Task 2 -Conceptual Design Plans for a Water Efficient Demonstration Garden -$17, 120 After the initial kickoff meeting with City Sustainability staff for both project tasks (turf conversion and demonstration garden), DEA landscape architects will meet with city staff and other stakeholders for the demonstration garden portion of the project (if the same stakeholders are engaged in both parts of the project, this could be a single meeting but we have scoped them as separate meetings in this proposal). Once again, the stakeholder group will be utilized to guide the design process and to insure the final design has community support. The design will include the critical elements listed in the RFP: promotion of pollinators, smart irrigation and educational signage. Conceptual lighting design, including fixture selection, will also be considered as a feature of the garden (electrical engineering for final lighting design is not included in this proposal, but it can be added if desired). "Lush and Efficient: Landscape Gardening in the Coachela Valley" will also be referenced and used as a basis for the conceptual design. It will be critical that the design of the demonstration garden be both aesthetically pleasing and also include strong educational elements. The garden should be inspirational to encourage visitors to want to emulate the use of water conserving plant materials, both at their residences and also at their places of business. As stated in the RFP, plant material should be unique, yet readily available in the local area. Water use data will be collected for the pre-conversion landscape and projections of future use will be included in the site signage program. Future usage will be tracked and compared to the projected water use. Based on the discussion at the initial stakeholder meeting, DEA Landscape Architects will develop two conceptual plans for the 10,000 s.f. demonstration garden. The conceptual plans will be drawn at 20 scale and will not be colored. DEA landscape architects will meet with the stakeholder groups to review the cqncepts and determine what modifications are desired. Based on input from this meeting, one final revised colored conceptual plan will be prepared at 20-scale. Photographs of the proposed plant material and inert materials will be included in the final conceptual design. 16January 17, 2020 Mr. Patrick Tallarico -w Palm Springs International Airport Turf Conversion Project Page3 Once the conceptual plans for both the turf conversion and the demonstration garden are complete and acceptable to City staff, DEA's project manager will make presentations of the plans at two Commission meetings and one City Council meeting. Phase 1 Deliverables -Kickoff meeting with staff for both tasks, four stakeholder meetings (two for each task), two Commission presentations and one City Council presentation (it is assumed that the turf conversion and demonstration garden project meetings will be combined for the commission/council presentations); 20-scale colored conceptual plans for three turf conversion areas and one demonstration garden; photographs of proposed plants and inert materials; and a preliminary estimate of probable construction costs. PHASE 2 -CONSTRUCTION DOCUMENTS & COST ESTIMATE SUPPORT Task 3 -Construction Plans -Turf Conversion Project -$12,165 Based on the approved conceptual plans developed in Phase 1 of the project, DEA landscape architects will develop a planting plan for one turf conversion project area. The plan will provide an appropriate water-wise plant palette relative to the project climate. An updated estimate of probable construction costs will also be provided. The planting plan will indicate location of proposed trees, shrubs, and ground cover. Inert materials such as decomposed granite, gravel mulch and boulders will also be included in the plans. A planting legend will denote symbols, botanical and common names, size, quantities, and remarks. General notes and construction details will also be provided. DEA will prepare an irrigation plan that will provide the necessary information for a complete and fully automatic irrigation system that will be integrated into the airport's existing system. An estimate of probable construction cost will also be provided. Plans and design calculations will be prepared as required by current state water conservation ordinances such as AB 1881 and include: 1. Preparation of water usage calculations (MAWA and ETWU) based on water ordinance requirements. 2. Provide water efficient landscape worksheet and hydrozone table for each remote control valve per new ordinance (water use category, area served in s.f., controller number, valve size and flow). 3. Obtain horticultural soils report (Agronomic data) based on soil samples obtained from site by DEA. 4. Report to be provided by Waypoint Analytical or equal. 5. Provide irrigation run time schedule per ordinance based on soil type. 6. Rain sensors will be added per ordinance. 7. Statement note will be added regarding ordinance. Please note that the following items are not included at this time but can be provided in the future if desired: regular maintenance schedule, certificate of completion, and irrigation audit· .. report following project construction completion. The planting plan will provide a water-wise plant palette relative to the project climate. Construction plans will be prepared that will incorporate educational elements (signage) as well as site amenities (benches). Ten 18" x 24" (max.) signs will be designed, mainly focused on plant identification, but water conservation will also be included in the sign content. One draft sign design including text and photos in addition to one revised version of each design is included herewith. Edits beyond this approach are subject to additional compensation. Camera-ready text and graphics will be provided such that the City can order the signs and provide them to the contractor for installation should this be the desired approach. An estimate of probable construction costs will also be provided. The planting plan will indicate location of proposed trees, shrubs, and ground cover. Inert materials such as decomposed granite, gravel mulch and boulders will also be included in the plans. A planting legend will denote symbols, botanical and common names, size, quantities, and remarks. General notes and construction details will also be provided. Todd is a California licensed landscape architect with extensive experience in the public sector throughout Southern California. For the past 32 years, he has been responsible for the design and management of a wide variety of projects including neighborhood and community parks, trails, campgrounds, streetscapes, restroom facilities and recreation centers. Todd has also been responsible for the management of inspection and plan check services in both municipal and county government agencies. Todd will lead the DEA project team and will attend project meetings with the City and stakeholders. Todd will also take the lead in making presentations during project meetings. Todd will be assisted by members of DEA's landscape architectural team who have been working on municipal projects in the Coachella Valley for over 25 years. Kim Rhodes will also be engaged in the project as office lead landscape architect. Kim is a California registered, award-winning landscape architect, client manager and vice president with DEA. For the past 34 years, she has been responsible for landscape architectural design and management on numerous projects, including design and planning for parks, trails, streetscapes/roadways, sports facilities, transportation corridors, structure aesthetics, schools and universities, commercial, residential, and industrial developments. She manages large, multi-disciplinary projects including on-call services contracts for Caltrans District 8, Walt Disney lmagineering, and the City of Los Angeles. She has been working on projects in the Coachella Valley si nee 1989. Danny Wang will be the lead designer on the project. Danny is a licensed landscape contractor and landscape designer at DEA with extensive field experience in landscape construction and design. He has 14 years of experience using AutoCAD, Adobe PhotoShop and Adobe Illustrator to assist him in the production of construction documents. Danny has been involved in numerous aspects of landscape architecture including public parks, streetscapes, trails, residential & commercial development, and construction management. He recently completed design projects in Cathedral City, Indio and Palm Springs. Jon S. Oen, CID, is a certified commercial irrigation designer (CID) and also a partner with the U.S. Environmental Protection Agency's (EPA's) WaterSense program. For 22 years, he has worked on a wide variety of irrigation projects including streetscapes, interchanges, parks, hotels, resorts, residential, and commercial developments. His responsibilities also include preparing irrigation master meter plans for various master planned community developments. Jon provides construction observation including submittal review and site visits (main line testing) specifically focused on irrigation systems and controls. He is well versed in the regulatory guidelines associated with AB1881 (Model Water Efficient Landscape Ordinance). In 2019, we designed the conversion of 15,000 square feet of turf to drought tolerant landscaping at Harvey Mudd College in Claremont, CA. This project included the design of a meditation garden within the conversion area. This project was completed in the summer of 2019 and qualified for a rebate from the local water agency. In 2018, DEA completed the design of Jackson Kenner Park in the City of Indio. This project will convert approximately two acres of turf into a drought tolerant landscape that includes extensive site amenities including a 9/11 memorial. DEA landscape architects prepared a landscape design for the purposes of demonstrating water conservation at the West Valley Water District Headquarters building in Rialto, CA. Some key features of this garden include: a bird and butterfly trail, an herb garden, California native shrubs and groundcover, an ornamental grass demonstration area, as well as an accompanying educational brochure. The garden also demonstrates several water saving techniques such as drip irrigation, and 'smart controllers'.
