On the subject of the proof of vaccine mandate to dine in at PS restaurants, is there going to be a time in the (hopefully) near future
when this mandate will be removed? It really is very unfair to us restaurant owners who are doing the right thing but losing business
for it, while others are not enforcing it and there are literally no consequences for it. Code Enforcement had told me they do not
have the manpower to enforce this mandate, so why are we losing the business during an already difficult time while we deal with
COVID?I believe masks inside the restaurant to be sufficient in allowing any patrons in. We can't afford to be loosing business,
especially when people are coming out of town and are unaware of the mandate. Thank you for your time.

whatever is within your capacity to make sure we extend the vaccination mandate for indoor dining, etc past the
October expiration date.

Dear Pam Springs Mayor and City Council,
In regard to your mandate to provide proof of vaccination against Covid -19 or take a PCR test of which the CDC is in the
process of abandoning or not be included to attend a event or restaurant is discriminatory. Three weeks to flatten the
curve to eighteen months later, show me your papers for entry. My husband and I live in Northern California and have
spent thousands of dollars flying, staying and dining in Palm Springs. My husband and I will be boycotting all businesses
in Northern California, L.A. and New York that discriminate against members of the public which includes forcing the
public to utilize, identity -based apps/technology such as CLEAR or present proof of private medical data in the form of
paper cards. These medical mandates are unconstitutional, unscientific, and are creating a two tiered society. That retail
entry or travel be denied unless proof of a vaccine e.g. QR code or paper card to verify one has received a non -FDA
approved medical treatment is discriminatory and wrong. Not only in my view, is this unconstitutional, but as far as I
know could be considered a coercive act —a tactic to increase an unapproved medical intervention. As we know, and in
fact a hospitality venue, transportation hub, winery and other such entities are not medical caregivers or providers of
medical services.
For a business such as a restaurant, to ask for or require a person's private medical data before entry is a invasion of
privacy. Hippa.gov states our medical data is a private matter between, doctors, family, insurance companies, and in
some cases law enforcement. In France, New Melbourne, York, Los Angeles and other cities and countries around the
world, entities as I just mentioned, are fast becoming government pharma cops. Many hundreds of thousands are
protesting in France, U.K. and Italy about these arbitrary and undemocratic measures being foisted on the public, while
in some cases business managers and owner's risk fines and jail time if they do not follow through on this type of illegal,
medical segregation. These government mandates are creating financial and societal exclusion through forced medical
segregation. The lack of true science is astonishing. Between the FDA and CDC sleight of hand apparently Comirnaty is
approved but not available. According to Children's Health Defense and the New Civil Liberties Alliance, "None of the
vaccines approved for use in the U.S. has received full Food and Drug Administration approval, rather, they have only
been granted Emergency Use Authorization (EUA) status, which means anyone offered the vaccine may withhold their
informed consent."
Furthermore, there are thousands of claims of deaths and injuries from these novel gene therapies that are registered in
VARES, and Yellow card U.K. Thousands of people have apparently died and hundreds of thousands have been injured,
yet the press and political operatives refuse to discuss this. If one goes to Oxford University Calculator risk table, there is
one in a million chance or 0.0001% chance of a nineteen year old with zero co -morbidities of dying from Covid-19.
Where is the discussion about natural immunity? If members of the public have had Covid they have immunity, so why
are they being punished?

It will not surprise me if the city of Palm Springs, San Francisco, Los Angeles, and New York along with their mayors, and
departments of Health Services will soon be facing massive, litigation from seriously, detrimental policies. Accordingly, it
is beginning to appear that the vaccinated are coming down with COVID in large numbers and are infecting the
unvaccinated. It also is of interest to learn that natural immunity is (more effective) than novel gene therapies. You may
not know, but it is my understanding a little over 50% of U.S. citizens have decided to keep "My body my choice, as a
motto and way of life." This may be due to religious beliefs, philosophical beliefs, immunity, personal health -choice and
so on. Aside from the ethics and democratic questions of these requirements in the end, I am alarmed about these
depraved, dystopian events taking place in our so-called democracy and where they go next e.g. vaccine passports, tied
to social credit score and banking, similar to China? Apparently the un-vaxxed and vaxxed now indeed have separate
drinking fountains.

Good afternoon Mayor,
Speaking for the board of directors of The Palm Springs Preservation Foundation and our 2000 plus membership, I am
excited to have our new park officially opened on October 21. Will you be cutting the ribbon on a park with no name?
Beginning in 2015 the preservation foundation has advocated for the naming of the park for Nellie
Coffman https://www.pspreservationfoundation.org/palm-springs-downtown-park/
and as recently as October 2020 requested the naming of the park be on the agenda for the council to discuss. As a
council watcher I do not recall any mention from any council member on naming the park. Over the several years the
council has discussed the park, any reference to naming the park has been conspicuously absent.
Mark Rios' inspiration for the design of the park stems from Nellie Coffman's Desert Inn. In many of the city's visioning
sessions, on the park, Mark or members of his design team evoked Nellie's indomitable spirit. It is fitting to name the
park for this visionary woman.
There is still time for the council to invite the public to a public hearing on naming the new downtown park.

Hello, my name is Alex and I am 24 years old. I have been a citizen of Cathedral City for most of my life, 15
years, and I work in Palm Springs. I rely on sunline transit agency to get me around the desert and to be honest,
I'm sure you know that it is not a convenient bus agency. I would like to see the help of city council to expand
public transportation and modernize it. This is mostly about e-scooters though. I am asking that you please
introduce them to our city because it is an easy form of transportation that would solve many of our micro -
mobility issues, like reaching the spots that the bus does not go to, beating the heat by not having to walk, not
missing the bus, etc. We need e-scooters in Palm Springs. I am asking you to please contact the company, and
work with them to introduce them to our city, because all kinds of people will benefit from it, not only young
people. Some places are more than 20 minutes walking, having these scooters will fill in that gap. So far,
Coachella City is the only city in Coachella valley to have them and they we are a larger city with a larger
population that can benefit from them as well. It can also improve Cathedral City's economy by allowing
people to get around better, and when we get around better we work better and are more connected. There are
many reasons why we need them here and we are running out of time, especially since the government is
making it so hard to drive a car nowadays. Gas prices, high fees during a pandemic, climate change, etc. Please
take action.

As we approach the public opening of the city's Downtown Park next year, there
remains an important decision left to the Palm Springs city council: the formal
naming of the park.
As you know, the Palm Springs Preservation Foundation has been advocating for
the naming of the park in honor of "Mother" Nellie Coffman for more than three
years. As part of our advocacy, we have produced various educational materials
(examples attached) and have met with both past and current city council members.
We have been joined in this advocacy by both the Palm Springs Historical Society
and the Palm Springs Modern Committee. Additionally, the public response to our
advocacy has been overwhelmingly positive.
Accordingly, we would ask that you agendize the naming of the Downtown Park as

In advance of your Vacation Rental subcommittee meeting Monday, Sept. 27th, I'd like to offer a
couple thoughts:
As you know, the number of STRs in Palm Springs has grown by 9.5% over the past year with
2,225 of our homes taken out of the permanent housing & rental stock to be used as vacation
rentals.
Some neighborhoods like mine, Vista Las Palmas, are particularly impacted. Neighbors here tell
me there are 18 STRs in a four block stretch of N. Rose Avenue (right behind my house).
Many of my neighbors and I feel enforcement is lacking. I'll only cite one example out of
hundreds: on Sunday, August 29th there was landscape construction beginning at 8:00 am at an
STR house that has had a history of complaints at 1143 N. Rose Ave. After I called the Code
Compliance hotline a Code Compliance Officer came out. She later told me that since the crew
was sitting down on a lunch break when she arrived she decided not to cite the STR's owner.
In my experience this is a very typical response by your Code Compliance officers, who by
default seem to side with the STR owners rather than with our full time residents who pay for
this with our lost quality of life.
When the current ordinance was passed, and when City officials urged us to vote against a ban
on vacation rentals, we were promised rigorous enforcement of the new laws by a separate City
department that would rigorously enforce the new ordinance. Indeed, I was a member of The
Desert Sun Editorial Board at that time and we urged voters to reject a ban on STRs. Part of our
reasoning was we believed City officials when they told us enforcement would be strict and our
residents' peace and quiet would be placed above out-of-town investors and their permit fees.
Obviously this has not happened.

In light of all this, here are four suggestions that I think would improve the situation, based on
my experience and on what my neighbors tell me are their issues (my local Vista Las Palmas
Neighborhood Organization is keeping a close eye on the situation).
Suggestions:
* Return enforcement of the STIR ordinance to its own separate department rather than
having it fall under the Police Department as it is currently.
* Hold STIR owners to the same rules that apply to their renters when owners are using their
properties, especially when it comes to banning amplified music and unreasonable noise.
* Limit STIR density, including the imposition of a cap on STRs in neighborhoods that are
overly -saturated with them like Vista Las Palmas.
* Place a moratorium on new STR permits until their impact can be fully evaluated by a
committee of City officials and private citizens. The committee could then advise Council how
the current ordinance should be updated.
I don't think any of these ideas are radical or unreasonable, and certainly would be much less
divisive than a ban on STRs, which is a growing groundswell in so many other cities.
If you are looking for more citizen input into this issue I would be glad to help in any way.

To City of Palm Springs Representatives - It's disheartening to see that Palm Springs and much of the Coachella Valley
have implemented such draconian measures for COVID. I'm wondering why there are mask mandates if vaccine
verifications are in place and vise -versa. It seems counter intuitive that with how readily available the vaccine is, you
would not be afraid of people not wearing masks. As an individual who is vaccinated, it's sad to see cities and counties
still living in fear of COVID. Why should we have to protect people who do not want to get vaccinated? What is the
incentive for anyone to get the vaccine that hasn't already if there are still restrictions in place?
Leaving this up to businesses to enforce is a cop out and only creates tension in the community from an already hurting
economy.
My hope is that Palm Springs and other Coachella Valley cities stop giving in to the vocal minority and stop with the
'emergency mandates' which seem to be proliferating our (previously) democratic process.
Please have the courage to make hard decisions and let vaccinated (and even unvaccinated) people live their lives again.
God knows, some members of the community don't have much time left.

I attended the 8/5 city council and would like you to consider the following.
8/5 council approves mask mandate for all indoor business
Restaurants and bars (which mostly operate indoors) were peeled off from this
requirement in lieu of requiring proof of vaccination/recent Covid test.
So you can literally gain access to a bar, order a drink without mask and hit a packed
dance floor or socialize in environments that aren't socially distance.
8/6. Salons and dentists were added to the exemption. When asked if this was based on
a medically informed decision, the reply from Geoff and Christy was that the decision
was made because to help keep those business open versus closing. That is a
business/political decision and represents an uneven implementation of the order
Geoff raised the issue of gyms on the 8/5 meeting and it was not taken up for
deliberation that not.
Gyms are better suited to screen for vaccination status than bars/restaurants. Not every
food establishment or bar has a host or security. They also several the general public
and have no way of contact tracing.
All gyms screen for membership status and for unattended minors. So they can screen
for vaccination and could contact trace in event of a breakthrough.
The message here is that a beer/cruising the dance floor or getting a facial is favored
versus looking after your physical well being

Re: Danger of fires with regard to the homeless.
I have, as I'm sure you have also, witnessed incidents of mentally challenged homeless people
on our city streets.
THREAT TO PUBLIC SAFETY & HEALTH:
A recent incident sticks in my mind:
Outside a restaurant next door to the Grocery Outlet on Indian Cyn, nr. Ramon, a few weeks
ago, a stripped to the waist, unwashed male was acting strangely & speaking gibberish.
I took a photo and was about to call the police when an officer in an SUV showed up & moved
him along.
The problem is compounded by asking where will he go, & what further disturbances will he
cause?
Does he have Covid, will he & all homeless be walking virus spreaders?
All mentally disturbed homeless need to be vaccinated & promptly removed from city streets
24/7 in order to maintain public safety & an expected urban decorum.
This needs to be a priority for the city & county.
If current laws hamper this, then such laws need to be fast tracked for change.
I'm sure a great many voters will agree.
FIRE DANGER:
With such an abundance of the mentally disturbed (with no predictions possible as to how they
may act ) & many vacant lots with ultra dry vegetation present in the city, this is a potentially
disastrous combination that would benefit from constant roving Police &/or Fire Dept,. patrols
to discourage any incidents of illegality.
A few days ago The Daily Sun reported a fire in Banning set by someone who had torched a
stolen car. This should serve as a warning to Palm Springs.
