•Allow parklets for an additional 12 months, subject to adoption of design guidelines

•Business owners, restaurant owners, Main Street, members of the public attended meetings and offered comments/suggestions
•The workgroup reviewed programs from other cities, examples of successful parklets, studied local conditions

Design Guidelines
Design guidelines address the following
•Base/platform (ADA accessible)
•Railing/barrier/safety requirements
•Colors/materials
•Umbrellas (preferred)
•Furniture
•Plant materials
•Lighting, misting systems, signage

Approval Process
•Land Use Permit application required ($1,536)
•Conforming applications approved by staff in consultation with ARC subcommittee

Waivers
Waivers required for the following:
•Overhead shade structure
•Extend in front of adjacent business
Process:
•Notification to businesses within 150 lineal feet
•Property/business owner approval required to extend in front of adjacent business
•Waiver must be approved by ARC in public meeting

Operational Requirements
•Minimum hours:36 hours/week (winter)24 hours/week (summer)
•Operating hours: Parklet must be set up and available for patrons during all hours that the business is open to the public
•Non-operational hours: Chairs/tables/umbrellas may remain, chairs may be stacked (12 hours or less), no storage of other items in parklet area

Fee for Parklet Use
Staff recommendation: $1.50/SFCouncil discussion: $3.00 to $4.00/SF

Implementation Schedule
•Continue parklet use: 12/31/21 to obtain approval and reconfigure parklet
•Discontinue parklet use: 12/31/21 to remove parklet; subject to operational standards
•Council to determine date for implementation of monthly fee

Street/Traffic Issues
•Arenas Road: Opened 9/1/21
•S. Palm Canyon: With adoption of design guidelines, parklets can be reconfigured to conform to guidelines and third lane can be reopened

•Re-striping plan will result 7 net additional parking spaces
•Dept. of Special Program Compliance is working on an employee parking permit, time limits

•Comprehensive wayfinding program recommended

•If unsigned, will impact parklet operations
