1. CLOSED SESSION - Report by City Attorney on matters discussed, see attached
2. PUBLIC COMMENTS:
a) Comments on matters not related to an agenda item:
Eric Meeks, resident, commented on the use of the Internet for various City
services and recommended a study to determine what would be needed.
Fred Ebeling, resident, commented on Mr. Meeks comments and stated that Mr.
Meeks is trying strategic planning for the City; and that the Council should listen.
3. COUNCIL COMMENTS
a) Councilmember Reller-Spurgin: reported that the NextPhase site review will be
presented to Council shortly.
b) Councilmember Oden: reported on HRC domestic partnership and human
dignity ad hoc meeting; requested the homeless issue in downtown is being
disscussed every 2nd Tuesday at the Downtown Experience Office.
c) Councilmember Barnes: requested that possibility alternatives to scalping the
G/C be addressed by City Manager, Scott Mikesell to reseach some of the
findings of CVAG Energy & Environ Committee.
d) Mayor: Requested future consideration of lobbyist representation in Sacramento;
and questioned the Council perspective for a full New Years Eve committment at
approximately $25,000 for the downtown area; and reported an opening on the
Public Arts Commission.
4. CITY MANAGER COMMENTS - None
5. WASTEWATER TREATMENT PLANT
City Manager stated that much time had been spent in getting ready for the presentation;
that due to new developements, that matter should be discussed on July 28, 1999; that
significant points are still outstanding in negiotations with U.S. Filter; that on July 6,
1999, at a DWA meeting a proposal was presented, and the plan needs to be further
developed; that the main points for all negiotations is the retirement of the City debt, the
the best price without selling, to be returned to the City; and added that the matter will be
fully addressed at the July 28, 1999 meeting.
