A. CALL BACK TO ORDER: Kleindienst and Oden absent
1. CLOSED SESSION - report by City Attorney, see attached agenda
2. PUBLIC COMMENTS:
Alissa Guerro, 2949 Via Vesquero, representing Sinatra My Way-Anneberg, invited public for last
viewing of show; request Council consider sanctioning the event for future.
Frank Tysen, 175 S. Cahuilla, concern with impact of parking lot for Plaza Mercado; hoteliers
along Belardo concerning with parking; opposed to parking stucture in residential/hotel area;
could use Indian Canyon location for structure; concerned with Prominade proposed theater and
impact for parking; need to keep village atmosphere; need EIR for promenade, look forward to
construction of same.
3. CITY MANAGER COMMENTS:
Withdrew Item 1, related to review of the Promenade Project, new information received that may
impact project. Need to examine all facts before presentation to Council and public.
4. COUNCIL COMMENTS/QUESTIONS/REPORTS
Hodges: request review of Bingo Ordinance, Saturday Flea Market to benefit Dog Park;
Reller-Spurgin: Need to address sign ordinance; status on bus issue; quality of life and noise issue
downtown.
City Manager: working on sign ordinance and bus issue with parties involved; also will include a
report for all three issues in report to Council; Mayor in Chicago for AMTRAK and Oden had
previous commitment
G. STUDY SESSION
1. PROMENADE PROJECT
City Manager deferred for previous stated reason.
2. UPDATE ON HERTIAGE PROJECT
Grant Manager, Allen Sanborn, Downtown Director, Planning & Building Director, Tom Doczi,
available for presentation.
Grant Manager, read prepared memo, see attached copy, added funded by TEA Grants, State has
freed up money and grants are now available.
Allen Sanborn, reviewed trail plans and trail heads on board, to include architecture, see copy
attached.
Barnes; Good job, and changes in Francis Stevens Park?
Downtown Director: yes, plans include fountain, CM has master plan for park. City Engineer
working on 2-way Indian.
City Manager : Will bring plans for Francis Stevens Park forward to Council for review in near
future.
3. PAM SPRINGS DISPOSAL SERVICES MOU-Recycling Facility & Siting
Recycling Coordinator, Bob Kuznick, and Rick Wade available for presentation.
Bob Kuznick, reviewed prepared slide show, copy of text attached; added that Council direction
needed for possible additional sites, possible elimination of sites, and whether Council wants to
participate in selection committee.
Reller-Spurgin & Barnes will serve as Council Reps on Committee.
Hodges: need to keep site within City; could be located near I-10 to stimulate development.
Reller-Spurgin: further from City, more expensive to transport materials; closer to City, more
expensive the land; could be a tourist attraction, like one located in Toronto.
Barnes: all sites warrant going through the process.
City Attorney: need to consider long term development for future development issues; need to
know of any Council inappropriate sites; due to delay for Bond Sale, are one year behind in time
schedule; very complicated issue; will need to do EIR for site; critical path being taken.
