COUNCIL COMMENTS/QUESTIONS/REPORTS Councilmembers commented on various civic functions attended. F. CITY MANAGER COMMENTS – Jt Session will be held on June 19, 2000; Large Conference Room, City Hall at 6:00 p.m.; Annual Board & Commission Dinner on June 20, 2000, Convention Center. G. STUDY SESSION 1. HOMELESS TASK FORCE RESOLUTION Denise Goolsby, Dean Steen Kaufmann, Andrew Green reviewed proposed Resolution regarding the homeless; and added that the process has been long and involved; that the Council needs to provide direction for the Task Force; that the Task Force is proposing a drop in center that will provide for all services at one stop; that among the services there will be counseling, showers, food, temporary sleep facilities; that the “basics” of life is what is trying to be provided; that a non-profits group needs to partner the effort; that land or a building will be sought close to the downtown area for the center; that the facility will not just be for the homeless, but for the poor; and that the endeavor needs Council support. Oden questioned what was proposed as a center. Goolsby stated that the center is proposed as a drop in center; that all services will be available under one roof, from eating, sleeping, counseling, hygiene; that there were several sites being considered, but none ready for recommendation at this time. Mr. Green stated that the purpose for this meeting was to clarify the resolution and determine what role and function will the City play. Kathy Welbourne, Riverside County, stated that the County would assist in finding funding sources; that there are funds available through HUD. State, FEMA, and other agencies that the County is familiar with. Wayne McKinney stated that he does help with Well in the Desert, a food service for the poor and homeless; that 50% of the users are low income; that it feeds around 100-120 per day; that there are about 120 homeless in Palm Springs; that not all use the program and that this program will be a part of the proposed one- stop center. Jim Hicks, stated that the one stop concept is used in other Cities such as Long Beach; that the Task Force did go to Long Beach and visit the site; that the concept is in place and that the focus now will be finding a site large enough to house the programs. Mayor questioned the type of neighborhoods the other Cities had the sites located in. Mr. Hicks stated that most were located in semi-business areas; high density intermixed with residential. Mr. Green stated the areas looked at were north of Vista Chino, south of Ramon, that the downtown areas would be avoided, but that the ability for foot traffic is vital; that complete residential area will not be considered, but light industrial would be; that proximity to transit lines is also to be considered. Council consensus to direct staff to bring the resolution to Council for approval. 2. CITY COUNCIL COMPENSATION Mayor stated the last compensation raise was 9 years ago; and that the Code allows for an increase of 5% per year for the Council, but does not address the salary for the Mayor. City Attorney stated that the raises if approved could only take effect after a Municipal Election involving the election of Councilmembers. City Manager stated that the item did need further research by the City Manager and requested the matter be withdrawn. 3. BUDGET REVIEW Assistant City Manager review handouts concerning the budget.
