City Attorney Report on Matters Discussed in Closed Session-See Page 2 of Agenda this date. D. ADJOURNED MEETING: Adjourned due to lack of business. E. Public Comments Wendy Busig-Kohn, read a prepared statement, copy attached, regarding position of designating a public site in honor of Sonny Bono and Kirk Douglas. F. Council Comments/Questions/Reports Jones: Request regular report on Ruth Hardy Park status; and noted graffiti is on entryway sign of Ruth Hardy Park. G. City Manager Comments – None H. Study Session 1. Palm Springs High School “Spirit of the Sands” Band report. Video Presentation by Brian Ingelson, Band Instructor and Ann Leiboh, band supporter. 2. STATUS REPORT ON SANTA ROSA AND SAN JACINTO NATIONAL MONUMENT Director of Planning & Zoning gave history of process to date. Jim Schlecht, representing Palm Hills property owners, stated that action is needed by the Council to indicate the support of removing Palm Hills from within the boundary; that Congress is posed for action and that the effect would be detrimental to Palm Springs future growth. Council consensus: Resolution in support of removing Palm Hills from National Monument boundary to be considered at April 5, 2000 regular meeting. 3. BRIEFING ON BIG HORN SHEEP RECOVERY PLAN 4. HIKING & EQUESTRIAN TRAILS MANAGEMENT PROGRAM UPDATE Director of Planning & Zoning reviewed both matters concurrently and added that the Wildlife Fish and Game has not been agreeable in furnishing information to the City; that data in reports can not be verified; that requests for information are not responded to; that there is no consistency in the reports; that the Office in Carlsbad is not cooperative; and that the Coachella Valley has been a target of enforcement.
