CITY OF PALM SPRINGS

CONVENE IN OPEN SESSION
A. Call Back to Order-Large Conference Room

C. City Attorney Report on Matters Discussed in Closed Session-See Page 2 of
Agenda this date.
D. Public Comments
Lobo Valencia, Ramon Park, recommended street lighting be installed on Ramon
Road; and that Palm Springs is no longer a Village, but a City and needs to be
treated as such.
Dean Stephen Kaufman, invited Members of the Council to the Human Rights
Commission Forum regarding the interaction of drugs and youth on October 25,
2001 at 6 p.m., in the Council Chamber.
Joy Meredith, stated that the new parking lot is almost complete; that the
homecoming parade was a success; that the banner program in the downtown is
moving along well; that the Downtown Development Director is a great asset to
the Community and is appreciated.
E. COUNCIL COMMENTS/QUESTIONS/REPORTS
Councilmembers commented on various civic functions attended.
F. CITY MANAGER COMMENTS –
City Manager stated that the Palm Canyon Theater is proceeding on schedule;
that there have been some minor adjustments to the construction schedule; that
all work should be finished no later than the first week of January 2002.
G. STUDY SESSION
1. PARADES OF PALM SPRINGS REPORT
Stan Barnes, POPS, reviewed a handout, copy attached.
2. HOMELESS TASK FORCE
John Brown, stated a solution is trying to be found for the western Coachella
Valley; that there are many homeless; that an additional 200 beds are needed;
that the Desert Aids Project has proposed a center to house a feeding shelter,
long term assisted living for those with medical needs; and the County is looking
into relocating the Palm Springs Clinic to that location; that the Urgent Care will
be able to assist those with AIDS and the homeless; that the homeless shelter
will be located in north Palm Springs and a van will be able to transport people to
those sleeping shelters; a copy of the plan was then reviewed, copy attached.
Modular Unit: Redevelopment Director review a site located on Sunny Dunes
Road to place a modular unit to feed the homeless on a temporary basis; that
some type of facility is needed; that currently the homeless are being fed in the
park; that this modular would have several bathrooms and showers; that the food
would have to cooked off-site and hauled to the modular to be served; that shade
structures and picnic tables could be erected to feed the homeless; that some
type of fencing would be erected to surround the structure; that the neighbors are
not happy with the proposal; that it is a substandard parcel; that it would be a
temporary use; that the Well of the Desert is willing to pay rent; that typically 60 –
70 people are being served in the park at this time; that once the modular is set
up the site will probably feed 100-120 per day.
Jones: Solution needs to be found for the homeless and the modular should be
put in place for a temporary basis.
Oden: Requested information regarding the cost of development of the parcel;
the possibility of any other City/Agency parcel available; and come back to
Council with recommendation.
