Howard Lapham, read prepared statement, copy attached.
E. COUNCIL COMMENTS/QUESTIONS/REPORTS
Councilmembers commented on various civic functions attended.
Mayor commented on draft agenda on Internet.
City Manager stated Neighborhood groups want a draft on the Internet
Council consensus: Concerns at this time, need to place matter on Agenda for
future discussion before action is taken.
F. CITY MANAGER COMMENTS –
First Friday Event previewed.
G. STUDY SESSION
1. MANAGED PARKING ORDINANCE DISCUSSION
City Manager distributed legislative draft of Managed Parking Ordinance.
Assistant City Manager-Operations reviewed Ordinance and added a one-time
permit could be issued by City Manager and the 10-day wait procedure could be
waived by City manager.
Oden: Does this only address valet issues?
Assistant City Manager-Operations: Just valet.
Council consensus: Bring Ordinance forward for Council Action in September.
2. DEPARTMENT OF PROCUREMENT & CONTRACTING
City Manager introduced the Department of Procurement & Contracting through
a brief video.
No discussion or action taken.
3. HOMELESS TASK FORCE UPDATE
Director of Redevelopment distributed handout, copy attached, of properties
owned by Agency and City; added that possible sites could be used for a
modular facility for Well of the Desert; that the program is operating out of
Sunrise Park at this time with adverse effects.
Oden: Any usable sites in Agency/City owned properties.
Director of Redevelopment: Most are not usable or located out of a central area
for homeless to walk to; Most of property is easements and right-of-ways rather
than usable space.
Oden: Significant parcel on Sunny Dunes.
Director of Redevelopment: McKinney Parcel is available.
City Manager: Looking for direction of Council on location.
Oden: Piece near Vista Serena have received inquiries; this would be a service
facility, not for housing; what was recommendation of task force for possible site.
City Manager: Task Force looking for long-term solutions; probably two years
down the road.
Oden: Any short-term solutions being addressed?
City Manager: Father Green stated his church could be a temporary solution for
temporary use.
Hodges: What about property on Ramon Road.
Assistant City Manager-Operations: former apartment complex, not suitable at
this time.
Director of Redevelopment stated all properties are being reviewed, but need
direction from Council regarding short-term use.
Oden stated that the JC Frey building was wanted by the group.
Director of Redevelopment stated that the library also desires the site.
Jones: Need to do something; could do a modular in the Park, can not just
abandoned people; most of the users simply do not have the wherewithal to get
by and will go where ever the facility is located.
Oden: Could look at Sunny Dunes site, but need to check with the
neighborhood.
Mr. McKinney: Sunrise & Vista Chino site is doomed; need the site closer to
downtown; not adverse to site at Sunny Dunes; too confusing to spend a few
weeks at one church, then a few weeks at another church; need a permanent
solution; trust the recommendation and dedication of the City Manager, not the
Clergy in this area; City Council needs to give a little to this problem.
City Manager: Short term solutions will be brought back first study session in
September; will to a personal appeal to churches in area; Task Force will
continue to search for long term use; will get modular development costs; will
also contact Riverside County to get input.
4. AFFORDABLE HOUSING STRATEGY REPORT
Director of Redevelopment gave out reports, copies attached.
Consensus of Council to review the reports will bring feedback to staff for Council
direction.
