City Attorney Report on Matters Discussed in Closed Session-See Page 2 of Agenda this date. D. Public Comments Ruthie Frazee, Palm Springs, stated that a concert was held at Desert Chapel over the weekend; that the concert exceeding noise levels; that the PD was called but would not log complaints due to the event being Council sanctioned. Mark Wathour, Palm Springs requested the voters to vote no on Measure U. The following persons spoke in support of the defeat of Measures U, V, W, and X. Jim Dunn, Palm Springs Linda Fort, Palm Springs Mathew Tahlala, Palm Springs Mayor Lloyd Maryanov, Palm Springs Rob Parkins, Palm Springs Denys Acuri, Palm Springs Mayor Maryanov, Palm Springs The following person spoke in support of Measure U: Harold Baumae, Palm Springs E. COUNCIL COMMENTS/QUESTIONS/REPORTS Councilmembers commented on various civic functions attended. Mayor previewed a video of the downtown parking structure. F. CITY MANAGER COMMENTS – City Manager stated that the James O. Jesse Desert Highland Community Center would be hosting an open house November 4, 2002 from 1 – 4 p.m. G. STUDY SESSION 1. PALM SPRINGS ECONOMIC DEVELOPMENT QUARTERLY UPDATE John Stiles and Jessica Scarffe, representatives from the Palm Springs Economic Development Corporation gave a power point presentation, copy attached. Mayor questioned the relationship between CVEP and PDEDC, if any. Mr. Stiles stated that leads are given through the CVEP to PSEDC to follow-up; that big box outlets are being encouraged; that it is difficult due to the lack of spec buildings in the City; and that the inventory is not in the City to get the retailers in-house; that it is difficult to get a speculator to build a $4 million building with no tenant; that the PDEDC will be starting a presence at the Convention Center; as a permanent display; that the Mexicali visit is being preplanned; that the information from the BREP study will be used on a less formal basis; and that the PSEDC is committed to working with the City. Reller-Spurgin left the meeting at 8 p.m. 2. TRAFFIC SIGNAL SYNCHRONIZATION PROJECT City Engineer reviewed the interconnections thought the City and added that the system is working; that the system is a part of the CVAG project; and added that overall traffic delays will be less with less idling and less pollutants and that the overall goal is being accomplished and review a map, copy attached of the traffic light sites. Mayor stated that the project is one that has been long awaited. ADJOURNMENT
