COUNCIL COMMENTS/QUESTIONS/REPORTS Councilmembers commented on various civic functions attended. F. CITY MANAGER COMMENTS – None G. STUDY SESSION 1. PALM SPRINGS ROCTOBERFEST Tourism Director requested the City to sponsor the event; that there are security and road closure needs; that support is growing, but that the City sponsorship is needed at this time; and reviewed various handout concerning sponsorship and event promoters, copies attached. Villagefest Coordinator, stated that the stage will be set on Palm Canyon; that side street are not large enough to host the stage; that the line of site is best down Palm Canyon; and that the event should close at 10 p.m. on Saturday night, which would allow the street to be opened for Sunday morning. City manager stated there are two issues; that the timeframe for the event it short; that Mr. Tysen stated that most small hoteliers are opposed to the event; that the event is being proposed by the Department of Tourism; that there is a request of inkind services of approximately $20,000; that the funds are non- budgeted; that the funds will need to come from Fund Balance; and that presumably the revenue will come back through the event. Hodges questioned if there were any funds set aside for the Bike Weekend that was cancelled. Director of Parks & Rec stated that the promoter of the Bike Weekend fully paid all costs and that he City did not pay out any funds for the event. Hodges stated that the Roctoberfest event sounds good; that there should be little if any problems with the event; and that the City should support the event. Oden thanked Tourism for its creativity; and added that no event comes without problems; that there are downtown business concerns and some hotelier concerns; and questioned the booking of room nights. Director of Tourism stated there is no history for the event, but that it should be a big draw. Oden questioned the need for additional public safety. Tourism Director stated that extra security guards would be hired in-lieu of police officers; that the Villagefest coordinator will be in charge of obtaining vendors for the event; that there will be major stars appearing at the event; and that noise should be kept at a minimum for this type of event. Mayor stated that the needs of the event should not exceed $25,000 in assistance from the City and directed staff to prepare the necessary action for the next regularly scheduled meeting regarding the event. 2. PALM SPRINGS DISPOSAL FRANCHISE Council reviewed a power point presentation and worksheets of audit of the Disposal Company, see attached. Director of Community & Economic Development stated that work is ongoing to determine if development of a food waste and green waste facility should be built; that if there were a facility located in the City there would be greater participation; that the cost would be approximately $3 – 4 million; that the consideration of this type of facility should not impact consideration of the PSDS contract; that the final agreement will come to Council for approval; and that with the additional vehicles and capital improvements that will be imposed on PSDS, it is recommended that the contract be approved for a term of a minimum of 11 years. 3. GENE AUTRY TRAIL & RAMONO ROAD MEDIAN ISLAND LANDSCAPE City Manager stated that traditionally city projects that are approved at the Planning Commission level do not always come to the City Council until the bids are ready to be awarded; that in the future, after the plans are approved by the Planning Commission, the plans will be revealed at the next study session of the City Council. City Engineer reviewed plans and specifications and added that the plans made a bold statement to include sails and wrought iron and special lighting. Hodges stated that medians have not been proven successful in maintenance in the City. ADJOURNMENT
