CONVENE IN OPEN SESSION
A. Call to Order-Large Conference Room-Hodges absent.

C. City Attorney Report on Matters Discussed in Closed Session-See Page 2 of
Agenda this date.
D. PUBLIC COMMENTS
Joy Meredith, Downtown Merchant President, expressed support for Director of
Downtown Development’s plans and progress.
E. COUNCIL COMMENTS/QUESTIONS/REPORTS
Councilmembers commented on various civic functions attended.
F. CITY MANAGER COMMENTS
City Manager stated that another grant had been obtained for the Swim Center,
bringing the total to $200,000; that a report will be given to Council concerning
the enactment of the Procurement Card system; and that a report for downtown
parking structure security will be given to Council likewise.
G. STUDY SESSION
1. DOWNTOWN DEVELOPMENT UPDATE
Director of Downtown Development stated that James Cioffi did receive the
Golden Nugget Award for the design of the downtown parking structure; that the
lighting for the Holiday Season should be increased this year; that there are new
businesses locating in the uptown area; that the summer season for the uptown
area was tough this year, but that the First Friday did help economically; that
Hamburger Mary’s is locating in the downtown area, that the area across from
the Lobster Company will be experiencing new growth; that the Desert Fashion
Plaza is under renovation; that rumor is that Johnny Rockets will be locating
there; that Barnes and Noble is about 18 months away from a possible
commitment; that Kids Corner is coming to the Amado and Tahquitz area; that
the Company carries high end clothing and furniture for Kids and grandparents;
that the streetscape around the DPF should be complete by November 7, 2003;
that Leeds is not relocating back to the downtown as promised; that it is planned
for smallish book stores to start populating the downtown; that the Courtyard will
be renovating with stadium seating; that professional offices will also be located
at that complex; that at 296 NPC a Spanish type influence floor design store will
be locating; and that a policy is needed to regulate special event uses for the
downtown parking structure.
2. NATIONAL CITIZEN SURVEY

3. FUTURE STUDY SESSION DOCKET
City Manager reviewed the upcoming issues for scheduling. See attached
copy.
