Flag Salute C. City Attorney Report on Matters Discussed in Closed Session-See Page 2 of Agenda this date. Mayor stated that Councilmember Hodges did attend the Closed Session earlier. D. PUBLIC COMMENTS Willie Holland, Palm Springs read a prepared statement and presented a prepared report to the Council, copy on file in Office of the City Clerk. E. COUNCIL COMMENTS/QUESTIONS/REPORTS Councilmembers commented on various civic functions attended. F. CITY MANAGER COMMENTS City Manager stated that the Palm Springs Unified School District did unanimously approve granting of easement of 30 – 45 feet for the swim center. G. STUDY SESSION 1. RENTAL HOUSING INSPECTION PROGRAM Stanley Jordan, City Works, reviewed a handout, copy on file in Office of the City Clerk and added that 40% of the City’s housing is rental; that there are approximately 8,000 rentals; that some communities exclude hotels and motels from the inspection program and that the fee recommended is $150.00 and covers a two year period. City Manager stated that the plan is basically a break even plan; that there is a small administrative fee to the City, but will require additional inspections; and that if desired, staff could research the program further. Council consensus for staff to review the materials with insight to validity of the program; who does inspections; are there other companies that perform this same service; is there a trial period; how is the program implemented; what are the advantages; what are the disadvantages; and that members of the Community (including HOA’s) should be asked opinions on the program. 2. DEVELOPMENT TASK FORCE Palm Springs Economic Development reviewed a handout, copy attached. Recommendations were made for Planning, Building, Engineering and Community Development. Director of Planning & Zoning reviewed a handout, see attached copies, concerning the Architectural Design Committee with recommendations for appointments to the Committee; and added that a group will be called together to review the membership and the results will be brought for Council review.
