HomeMy WebLinkAbout2004 - MINUTES - 2/11/2004 STUDY SESSIONCITY OF PALM SPRINGS JOINT CITY COUNCIL, REDEVELOPMENT AGENCY, AND HOUSING AUTHORITY STUDY SESSION MINUTES FEBRUARY 11, 2004 A Regular Joint Study Session Meeting of the City Council, Redevelopment Agency, and Housing Authority of the City of Palm Springs, California, was called to order by Mayor Oden, in the Large Conference Room, 3200 Tahquitz Canyon Way, on Wednesday, February 11, 2004, at 5:00 p.m., at which time, the City Attorney announced items to be discussed in Closed Session, and at 7:00 p.m., the meeting was convened in open session. ROLL CALL: Present: Councilmembers Foat, McCulloch, Mills, Pougnet and Mayor Oden Absent: None A. RECONVENE TO STUDY SESSION Mayor Oden called the meeting to order at 7:02 p.m. B. CLOSED SESSION REPORT – City Attorney Mr. Aleshire reported on the closed session items as shown on Exhibit A. C. PUBLIC COMMENTS ON MATTERS WITH THE JURISDICTION OF THE ENTITIES None D. COUNCIL COMMENTS/QUESTIONS/REPORTS Councilmember Foat request the City prepare resolutions supporting Prop 57 and 58 the voters will be voting on in the Presidential Primaries, March 2, 2004. Councilmember Mills requested that the City Manager prepare a comprehensive report outlining special events. E. CITY MANAGER COMMENTS / FOLLOW-UP REQUESTS Mr. Ready provided an update on the airport security checkpoint. F. CITY COUNCIL STUDY SESSION TOPICS: F1. SUNRISE NORTE LEASE Mr. Raymond provided the staff report. Shirley Bush, Palm Springs, a real estate agent with Sunrise Palms, requested removing the resale clause. Additionally, she stated there are property owners who have resided in their homes there for less than two years before renting them out. David Talfer, Palm Springs, expressed his concerns regarding the maintenance of the area. Study Session Minutes February 11, 2004 Page 2 of 2 Sheila Talfer, Palm Springs, thank the City Manager and City Attorney for listen to their concerns. John Gray, Palm Springs, requested Mayor and Council to review the Sue Robertson, Palm Springs, read a letter from Curt Erickson to Shirley Bush, shown as Exhibit B, criticizing the City’s policies and procedures and requested review and action relating to the Sunrise Norte Lease. Joe Gillespie, Palm Springs, stated the Community Redevelopment Department was not helpful to him when he contacted them for assistance. Mr. McCulloch requested a written comprehensive report showing the low- moderate housing units in Palm Springs, including penalties if the City’s low- moderate available housing units drop below certain levels. No action was taken. F2. BOND REFINANCING Mr. Kinarr presented the staff report, providing the Council with three options if the they chose to refinance CRA 1994 Series A and B Bonds. Councilmembers Foat, Mills and Pougnet stated they are in support of Option (Scenario) #2, see Exhibit C. Staff was directed to prepare and present to the Council at a later meeting Scenarios #2 for consideration and action. F3. ASSESSMENT DISTRICT FORMATION POLICY Councilmember Pougnet abstained from discussion. Mr. Ready provided the staff report. Ernie Vincent and Kevin Lynch, developers, both spoke in support of the current guidelines relating to assessment districts. No direction was given to staff.
