Goal HS1: Diverse, Balanced Housing Opportunity Facilitate a Divers and balanced range of housing types, prices, and opportunities to address current and future housing needs in the city. Programs: •Adequate Housing Sites •Regulatory Incentives •Financial Incentives •Zoning Consistency •ADUs •Small Lot Housing •Hotel Conversions •Inclusionary Housing Goal HS2: Housing and Neighborhood Quality Foster a high quality of life and vibrant neighborhoods through the preservation and improvement of housing and neighborhood character and provision of community services. Programs: •Design Standards •Historic Preservation Programs •Property Maintenance Programs •Housing Rehabilitation Program •Development Processing •Preserve At-Risk Housing •Neighborhood Services •Capital Improvements •Neighborhood Safety Goal HS3: Housing and Neighborhood Quality Facilitate and encourage a broad range of rental and ownership opportunities, housing products, and community supportive services for people with special housing needs. Programs: •Rental Assistance •Emergency Rental Assistance •Support and Expand Housing, Services to Assist People living with HIV/AIDS •Housing Accessibility Programs •Permitting of Residential Care Facilities •Housing for Homeless People •Encourage Resource Linkages •Mobile Home Rent Stabilization Goal HS4: Resource Conservation Fulfill the city’s housing needs while protecting the natural environment and resources, the safety of housing, and promoting an environmentally sustainable ethic. Programs: •Hillside Development Review •Water Conservation Program •Residential Energy Conservation •Coachella Valley MSHCP Goal HS: Fair Housing Ensure housing opportunities are available to all without regard to race, color, ancestry, national origin, religion, martial status, familial status, age gender disability, source of income, sexual orientation, military status or other arbitrary factors. Next Steps City Council | 7/22/21 Housing Element Status AUGUST: Draft Housing Element must be provided to HCD for first round of review to meet statutory requirements July 8: Draft Housing Element posted for public review at PSGeneralPlan.com July 14 & 21: Planning Commission review July 22: City Council review July 30: Submit first draft to HCD (60-day review) October 2021: Submit second draft to HCD January 2022: Planning Commission and City Council hearings on final Housing Element adoption Tentative Schedule Summer 2021: •Housing Element to Planning Commission and City Council •Housing Element to HCD for initial review Fall 2021: •Confirm revised Vision and Priorities •Supplemental EIR Notice of Preparation and initiation of technical studies •Goals and Policies Updates •Receive and respond to HCD comments on draft Housing Element Winter/Spring 2022: •Draft Supplemental EIR available for public review •Housing Element Final Adoption •General Plan approval hearings with Planning Commission and City Council
