❑Cities with district-based elections are required to update (“redistrict”)
district boundaries every ten years.
❑Palm Springs established district boundaries in 2018 with boundaries
based on the 2010 federal census.
❑City must update the boundaries through the restricting process based
on the 2020 federal census.

Redistricting
Redistricting can be accomplished in any of the following four ways:
❑Council-Driven Process
❑Advisory Redistricting Commission
❑Independent Redistricting Commission
❑Hybrid Redistricting Commission

Council Driven Process
❑City Council performs all the public outreach with staff and consultants
and selects the final map
❑City Council must hold at least four public hearings including:
❑At least one public hearing before maps are draw
❑At least two public hearings after maps are drawn
❑At least one public hearing or public workshop held on a Saturday, Sunday, or after
6 p.m. on a weekday

Advisory Redistricting Commission
❑City Council establishes the commission, defines the commission’s role,
and appoints its members
❑Advisory Commission may be assigned to conduct the first public hearing
❑Council is still required to hold a minimum of three public hearings
❑At least two public hearings after maps are drawn
❑At least one public hearing or public workshop held on a Saturday,
Sunday, or after 6 p.m. on a weekday
❑Council retains the responsibility to approve the final map

Independent Redistricting Commission
❑State law establishes parameters, role, and authority
❑City Council establishes the methodology for making appointments
❑An independent selection panel, such as retired judges, or random
drawing must be used to select members
❑Conducts all public hearings
❑Approves the final district boundary map

Hybrid Commission
❑State law establishes parameters, role, and authority
❑City Council establishes the methodology for making appointments
❑An independent selection panel, such as retired judges, or random
drawing must be used to select members
❑Conducts all public hearings
❑Submits two or more district boundary maps to the City Council
❑City Council must select one of the submitted maps, without
modification

Recommendation
1.Determine whether to proceed with a Council-Driven process or establish
an Advisory, Independent, or Hybrid Redistricting Commission
2.Alternatively, authorize the City Clerk to form a Citizen Working Group
to assist with public outreach
3.Review and confirm the schedule of Public Hearings and Community
Workshops
4.Approve a Professional Services Agreement with Best Best & Krieger for
redistricting consulting services

List of Qualifications for Membership
Independent and Hybrid Redistricting Commissions
❑Must be a resident of the City
❑All members cannot be registered to one political party
❑Cannot be a candidate for or elected to Council for the past 8 years
(commissioner and their spouse)
❑Cannot be a candidate for or elected to public office for 5 years after
service
❑Cannot have previously held a “disqualifying” position for the past 8
years (commissioner and their spouse)

❑Cannot participate in campaigns for Council while on the commission
❑Cannot be a candidate to serve in a district that was drawn by the
commissioner
❑Cannot be hired by City as an employee or “no bid” consultant/contractor
for four years
❑Cannot be appointed to any other City commission for two years

Appointing Independent or Hybrid
Commission Members
Two Appointment Process
❑Independent Selection Panel to Make the Appointments
❑Select body directly appoints the commissioners after an open application process
❑Random Drawing to Make Commission Appointments
❑Independent Selection Body reviews applications and creates a pool of qualified
applications
❑Subset of applications is selected at random from pool
❑The random subset of applicants then selects the remaining commissioners
