A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
PALM SPRINGS, CALIFORNIA, AMENDING RESOLUTION
NO. 24776 RELATIVE TO THE ONE-YEAR WORK
FURLOUGH PROGRAM APPLICABLE TO THE EXECUTIVE
MANAGEMENT GROUP
WHEREAS, the City Council was forced to amend the Fiscal Year 2020-2021
General Fund budget by approximately $46.2 million (36%) relating to reduced revenues
caused by the COVID-19 pandemic; and
WHEREAS, several cost savings measures were implemented in Fiscal Year
2020-2021, including deferral of approximately $1.4 million in salary increases to the
City's various employee associations that were previously approved by City Council in
accordance with the various Memoranda of Understanding (MOUs) with: Fire Association
— 2%, Fire Management Association — 2.18%, General Unit — 2.5%, and the Management
Association — 2.5%; and
WHEREAS, the City's Executive Management Group includes a variety of
unclassified, confidential and exempt positions; and
WHEREAS, the Executive Management Group is unrepresented and not an
officially recognized employee association. However, historically the City Council has
granted the Executive Management Group the same salary and benefit package as
granted to the City's Management Group represented by the Management Association of
Palm Springs (MAPS), including a 2.5% salary increase that was scheduled for July 1,
2020; and
WHEREAS, Staff has projected that by end of Fiscal Year 2020-2021 the City will
have a surplus of $2,110,305 after taking into account the various additional costs and
personnel added back to the Fiscal Year 2020-2021 budget, including reinstatement of
the 18 positions (17.75 FTEs) that were vacant and unfunded due to the reduction -in -
force (RIF) implemented at the end of Fiscal Year 2019-2020; and
WHEREAS, while the Executive Management Group that was required to take
furloughs includes some of the highest paid positions with the city, there are also
numerous positions with salaries lower than employees of the Management Unit that were
not required to take furloughs; and
WHEREAS, on the basis that the City's financial status has significantly improved
through Fiscal Year 2020-2021 and is anticipated to end with a projected surplus of
$2,110,305 the importance of the 10% work furlough program solely affecting the
Executive Management Group is diminished. Moreover, in order to continue providing
effective governmental services to the community including adequate executive
leadership and supervision of staff, it is recommended that the work furlough program for
Fiscal Year 2020-2021 be cancelled, and any furlough hours taken be credited with

annual leave hours.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PALM SPRINGS,
CALIFORNIA, DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The foregoing recitals are true and correct findings and are the basis
of the City Council's adoption of this Resolution.
SECTION 2. Resolution No. 24776 is hereby amended to delete Section 15
relative to the one-year work furlough program applicable to the Executive Management
Group.
SECTION 3. Executive Management Group employees shall receive a credit for
any furlough hours taken during Fiscal Year 2020-2021 through the date this Resolution
is adopted, with the credit to be in the form of annual leave hours.
SECTION 4. The maximum accrual limit of annual leave hours shall be temporarily
suspended in the event an Executive Management Group employee's total annual leave
hours exceeds the maximum accrual limit with the credit of furlough work hours taken.
Alternatively, the City Manager is authorized to establish a separate leave bank for annual
leave hours credited for furlough work hours taken during Fiscal Year 2020-2021.
SECTION 5. This Resolution shall take effect immediately upon adoption.
However, the Director of Finance / City Treasurer may schedule implementation of the
furlough work hour credit into the City's payroll and finance systems in consultation with
the City Manager and in the context of on -going Finance Department functions.
