HomeMy WebLinkAbout5A Staff PresentationParklet ProgramAgenda Item #5A June 10, 2021 DEVELOPMENT SERVICES DEPARTMENT Parklets Are:Parklets Are Not: •Commercial uses or public seating areas located in on-street parking spaces •Outdoor dining on public sidewalks •Outdoor dining on private property or in private parking lots Parklet Program •The City allowed the development of parklets in response to the restrictions on indoor dining •Parklets were approved under a temporary Land Use Permit, and are set to expire in conjunction with the lifting of emergency orders •SB 314 would allow extension of liquor catering permits for an additional 365 days; City may want to extend parklet program DEVELOPMENT SERVICES DEPARTMENT Parklet Program Items for discussion: •Continuation of parklet program •Design standards •Use of parklets •Parklet space and locations •Street closures/lane reductions •On-street parking issues •Fee for parklet use •Outdoor dining DEVELOPMENT SERVICES DEPARTMENT Extension of Parklet Program Staff Recommendation: •Allow all existing permittees to continue use for an additional 12 months •Allow permanent parklets for commercial or public use, subject to approval of new application and conformance to design standards DEVELOPMENT SERVICES DEPARTMENT Parklet Design Standards Staff Recommendation: •Develop design standards with ARC, stakeholder participation •New parklets must conform to approved design standards, apply for Land Use Permit •Existing parklets must conform to adapted design standards DEVELOPMENT SERVICES DEPARTMENT Parklet Use Staff Recommendation: •Limit parklet use to restaurants, public amenities •Amend outdoor display ordinance to address the needs of retailers (June 24th discussion) •Require that parklets be used for a minimum of 2 meals per day, 6 days per week DEVELOPMENT SERVICES DEPARTMENT Parklet Area and Location Staff Recommendation: •Limit parklet to area immediately in front of the business, defined by width of storefront •Where business fronts on two streets, limit parklet to one frontage to preserve parking •Allow parklets on streets where speed limit is 35mph or less, and where there is direct access from sidewalk/business DEVELOPMENT SERVICES DEPARTMENT Street Closures/Lane Reductions Staff Recommendation: •Maintain lane reduction on Palm Canyon as currently in place •Re-open Arenas Road to traffic •Consider lane reductions where appropriate and as requested by business owners DEVELOPMENT SERVICES DEPARTMENT On-Street Parking/Parking Restrictions Staff Recommendation: •Develop plan for additional on-street parking (Sept.) •Analyze current time limits for on-street parking and bring back proposed modifications (Sept.) •Pursue creation of signage/wayfinding program for downtown area DEVELOPMENT SERVICES DEPARTMENT Fee for Parklet Use Staff Recommendation: •Adopt a monthly fee for parklet use based on area of parklet and current market rate •Consider waiving fee for any public use parklets DEVELOPMENT SERVICES DEPARTMENT Outdoor Dining Staff Recommendation: •Continue to allow outdoor dining in accordance with existing zoning requirements •Require any outdoor dining approved during the pandemic to conform to parking requirements •Allow a period of 3 months for any nonconforming outdoor dining approved during the pandemic to be removed DEVELOPMENT SERVICES DEPARTMENT Outdoor Dining Clarification: •Applicants may be allowed to have a parklet and outdoor dining, provided all zoning requirements are met DEVELOPMENT SERVICES DEPARTMENT Other Considerations •Street repaving projects •Parklets and stormwater conveyance •VillageFest impacts DEVELOPMENT SERVICES DEPARTMENT Parklet ProgramAgenda Item #5A June 10, 2021 DEVELOPMENT SERVICES DEPARTMENT
