Dear Honorable Mayor and Council Members:
I have reviewed Agenda Item 4B -Proposed Draft City Budget. Said Budget includes a narrative
regarding the "Golf Course (Fund 430)".
The Golf Course Fund 430 narrative, attached to the budget for that topic, describes a past "2007
refinancing of the bonds" originally established in late 1980's.
With interest rates at an all time low, there may be some opportunities for the City to realize
some savings on their bond debt if the City can evaluate what benefits there may be for the
Golf Course Bonds, as well as other bond obligations described in the budget.
Please consider having staff conduct an evaluation, and reporting back to council, on how a
possible bond refinancing scenario could benefit the city on the Golf Bonds and other City bond
obligations as well.

RE: Cannabis -including Item 4 (B)
Cannabis is still an issue of concern to neighborhoods.
Salim Alama and I co-chaired the ONE-PS Cannabis Work Group, which met from June 2019 -
February 2020. Our work included meetings with the Council Cannabis Sub Group of Geoff Kors
and JR Roberts, testimonies before the Planning Commission, and testimonies before City Council.
The passage of Ordinance No. 2007 adopted December 2020, met some of our goals. Thank
you for your support on those:
1. The Overlay Zone for types 6 & 7 manufacturing located near 1-10.
2. Increased Odor Control and enforcement with penalties up to and including closure
3. Neighbor Organizations notifications
4. Increased separation distances for residential areas.
REMAINING ISSUES OF CONCERN TO NEIGHBORHOODS ARE:
ODOR CONTROL: Odor control is an ongoing issue. We do not think the number of complaints
logged reflects the actual number of violations. The complaint line has an in-person response only
until the end of the business workday. Most odor releases occur at night.
PIPELINE/PROLIFERATION: The grandfathering of applications in the pipeline continues to be
a major concern adding to the proliferation of facilities, especially those near to
neighborhoods. (Note: The cannabis market has more supply than demand.)
OUR REQUESTS:
-1. PLACE CANNABIS COMPLIANCE STAFF & PROCEDURES UNDER:
• Veronica E. Goedhart, Director, Department of Special Program Compliance, due to
her exceptional knowledge of this area and her roles in the Cannabis application and odor

abatement. Further, in working with Veronica over the past several months we have found
her to be highly intelligent and capable, even-handed, and a key resource.
• The Vacation Rental system was touted by City Council as the model for Cannabis. So
let's make that happen with overlapping staff shifts as occurs for Vacation Rentals with
timely responses to complaints. The Police Department is spread thin and is not an
appropriate location for this function.
• Is rumor that King's Gardens continues to violate the odor abatement regulations
true? If so, why has this facility not had their license revoked?
The other two cannabis agenda items 2 (C) and 3 (A) are not issues I or any of the working groups
addressed.

Hello I am CEO/Founder of TPE Enterprises, UC and Licensed Cannabis
Manufacture and Distribution co located@ 1235 S Gene Autry Trail.
I have recently went thru my 1st renewal just last month, and with hearing the
news that the potential increase fee's on an already heavy fees based industry as it
is, this would be of great detriment to I and others within the Palm Springs
cannabis business climate we call home in Palm Springs.
I would like to request that the hearing be deferred if not pulled from actions as
of now ..

Dear City Leaders,
First, thank you for all that you've done during the pandemic. Your work was key in helping us survive.
I wanted to craft a quick email to you to reiterate some of what I discussed during the parklet Zoom on
Tuesday .
1. The Arenas District would like to see the street reopened at Palm Canyon. This doesn't mean we don't
support our neighbors continuing to have access to their parklets. It just means that we are now
disconnected from Downtown with it blocked off. Hopefully, there is a way to reopen and allow them to have a
parklet on Arenas without closing down our street to accommodate only two businesses .
2. The parklets have been well received amongst our customers and good for business. Retail has been
supportive. And those of us who are in hospitality would like to see them continue, both on the street and/or in
the parking lot. However, in order to make sure retail continues to be supportive they would need to see sales
results and a strong plan to ensure easy access/parking to their businesses . They would also want to make
sure their businesses are not visually blocked. The only way this works is a partnership with retail and
hospitality.
3 . The biggest challenge for us in the hospitality industry during COVID has been the constant moving of the
goal posts and the costs associated with them. The message from the government has been inconsistent and
has left most of us to speculate or gamble on spending money to sustain our businesses. I can't stress
enough the need for swift resolution on the duration of parklets. There is support for them to be permanent if
the issues regarding parking, fairness to retail, and various municipal needs can be addressed. But first we
ask that you allow them to exist as long as possible in order to help us dig out of the prior years hole. For
example, it looks like the restaurant relief fund will run out of money (before it gets to us) as those who got
priority access (veterans, women, and disadvantaged groups) will exhaust it (by the way, we thought being gay
would be part of a disadvantaged group, the federal governement disagrees).
4 . I would love to see our street included in any discussion of the General Plan, as we feel we are an integral
part of Downtown.
