Here is my point: There has been an interesting amalgam of responses to you action to eliminate July 4th fireworks. There was outrage over the elimination of the first community-wide celebration since the beginning of the pandemic. There was praise from animal rights advocates. There was fiction about PTSD from so-called military veterans. And ultimately there was creativity on your part. But what is ultimately the issue becomes "was the procedure appropriate?" We all know that the Consent Calendar is comprised of a collection of routine elements, combined for simplicity into a single vote. A councilperson can "pull" an item out for individual consideration, but that is virtually always for emphasis or elaboration; occasionally for postponement. The public is not prepared to be appear supportive of those agenda items, because no diversity of opinion and discussion are anticipated. I don't think any ofus remember a Consent Agenda item be pulled and then voted down! (until last week). So: I recommend that items which are pulled from the Consent Agenda, either be returned to the Consent Agenda or be automatically scheduled as an agenda item for the next ensuing Council meeting. Of course you should be able to satisfy any humanitarian issues at a stroke because of course 'equity' will come into play and folk of color should be given the highest priority. However, this should come with the ABSOLUTE agreement from them that all past issues have been resolved with this reparation, a line can be drawn in the sand and PS can move on and forward, and Bogarts statue can remain in place. I suspect you will not even consider this because the real problem is liberal white folk who don't really want the problems to go away because then power is lost! If you really do want to solve a problem, where funds have already been allocated. Unless you stipulate that this project signals an end to this ridiculous nonsense the next issue will undoubtably be the examination of the hundreds of Stars 2 along Palm Canyon and the scrutiny of each individual! Rich pickings there for the liberal hand wringers! Unbelievable that a committee should vote and decide to take The Frank Bogart statue down from outside City Hall. He truly represents the original pioneer origins of PS and his tireless work attracted the movers and shakers including Presidents, to this town whose additional contributions have made it the little town known around the World. Why should we deny the past? It's appalling that a few people can force this issue on the majority of PS residents. What next, the first golf course in the Coachella Valley, The O'Donnell to go? Let's get the facts straight many people were displaced, but rehoused both black and white from dilapidated shacks to better homes. As a result downtown was then revitalized and subsequently attracted tourists who contributed to the local economy, the start of a journey that has made Palm Canyon Drive what it is today. If nothing had been done what would have happened, no development and no subsequent success of the village? It's time to stop this nonsense and taint everything with the word racism. However, my pup Tassos did not enjoy them and it took me quite some time to calm him down. The fireworks really scared him. I'm sure it's the "booms" that scare him and not the lights/flashes. Fireworks without the booms would be better, or some other form of entertainment such as lasers could be interesting. The way the city decided to close part of Museum Way for the "Forever Marilyn" statue left many constituents feeling like the council was hiding behind legalese to avoid a robust public discussion. City staff and lawyers decided not to have the public hearing that's normally required before shutting down a street, claiming a three-year closure was merely a "temporary" one. A lawyer for the city essentially admitted it wasn't having the hearing because it couldn't make the ~ with a straight face that closing the street was legally warranted. Dear City Clerk - I am writing this letter to oppose the conversion of the Tahquitz Golf Course into part of the Mesquite Desert Preserve. 1 ) The first issue generally raised by the proponents of the conversion is that the golf course costs too much money. However, according to the City Council Staff Report, dated May 6, 2021, the Tahquitz Golf Course actually had an Operations Surplus in FY 2017-18 of $562,384 and in FY 2018-19 of $415,527. It had a deficit in FY 2019-20, but that was due to the catastrophic Valentine's Day Flood (February 14, 2019) and the golf course shutdown due to Covid-19 (March 18, 2020). If those two events had not occurred, Tahquitz Golf may very well have continued to run a surplus. With regard to the outstanding bond, as of June 30, 2021, the allocated outstanding balance for the Golf Course bond will be $4,436,059 with debt payments ending on June 30, 2027. According to Assistant City Manager, Marcus Fuller, the annual debt payment is $840,000 for the next six years -which seem high. But, if you take the last two normal operating years, the loss would only be $269,216 and $427,473 respectively. That deficit could easily be offset with slightly higher green fees to non-residents. And, a slight increase in costs at the Tahquitz Cafe and Club House. 2) The second issue generally raised by the proponents of the conversion is that golf is a dying sport. While it is true that the number of golfers in the U.S . has been declining for more than a decade, 2020 was a resurgent year (even considering the impact of the Covid pandemic). Rounds were up almost 14%, with 60 million more rounds played last year than in 2019. The vast majority of those rounds were played at public facilities. The National Golf Foundation says that of the almost 25 million on-course golfers, only about 2 million play at private venues -another good reason for supporting municipal golf. Tahquitz Golf fits the bill as the only municipal golf course in Palm Springs and there is some value in having a golf course where the green fees are affordable for those who cannot pay private green fee prices. P:½kilir CvW\mU\l 3) Finally, the third issue generally raised is that city council needs to stop the possibility of converting the property to low-income housing citing California Assembly Bill 672. But, that seems to be just another scare tactic. AB 672 has been in the Committee on Housing and Community Development since April 7, 2021 and appears to have effectively died in committee. Second, the topography of the land includes vast flood zone areas would not be conducive to building homes. And, for the (?Onversion to happen, the city council would have to decide to sell the land, rezone the property and approve the project -not likely if it is not supported by the community. With regard to enhancing nearby property values, many of the homes on the Legend Course have no walls between them and the golf course and they are already experiencing coyotes lounging on lawn furniture in their back yards as well as ground squirrels that can cause havoc to building infrastructures. It's one thing to extend protected lands at the edge of human habitation and quite another to invite coyotes into the middle of an urban environment. I have yet to see any plan that involves keeping the wildlife out of the residential areas. For all the reasons stated above, I strongly urge the city council not to go forward with converting the Tahquitz Golf Course into a desert preserve. As a resident of Palm Springs for 21 years, I urge the City Council to vote the approval of Item 4A this evening, establishing a community workforce agreement as agreed by the San Bernardino/Riverside County building trades council, with the conditions the building trades council has agreed to and no additional changes or exemptions. A Community Workforce Agreement is so much more than just local hire language. It is a commitment from city leadership to create opportunity for the communities they represent. Opportunities for: women, LGBTQ, minorities, at risk youth and previously incarcerated individuals. Opportunities for all of these individuals that include: nondiscrimination in referrals, employment and contracting, regardless of race, gender, sex, age, sexual orientation, political affiliation or membership in a labor organization. These opportunities are backed by: equality for wages, benefits, working conditions, hiring, career advancement, training and union representation for all. By creating exemptions for local contractors, you are allowing local contractors to profit from your communities tax dollars without the commitment of creating these opportunities. Equitable opportunities do not have exemptions for a select few.
