Plastic Foodware OrdinancePROPOSED REUSABLE FOOD WARE AND PLASTIC WASTE REDUCTION ORDINANCE Palm Springs City Council Meeting May 6, 2021 ACTIVITIES TO DATE Recommendation by Sustainability Commission to develop Ordinance –12/18 City Council Discussion of Potential Options and Direction to Develop Ordinance – 06/19 Letters to Businesses and Outreach Sessions –09/19 Research & Ordinance Development –Fall/Winter 2019/2020 City Council Discussion of Potential Ordinance Components –07/20 Interest in a “full version” and additional outreach Additional Outreach Sessions & Announcements at Association Meetings –08/20 -09/20 Updated Draft Ordinance –Fall 2020 CONTINUED CHALLENGES Significant increases in disposable food ware due to pandemic Lingering misperceptions about contact-based spread hampering reuseables Micro -plastics being detected in pristine areas Recycling markets continue to be challenging Compostable material is still not widely accepted by composting facilities KEY FEATURES Effective Date –January 1, 2022 Transition time Technical assistance Ban on polystyrene food ware –foam and rigid forms Compostable material should meet ASTM standards and be free of fluorinated chemicals Reusable food ware on site KEY FEATURES Food ware accessories only on request across all platforms Non-plastic straws Charge for disposable containers and cups/Incentive for reusables Condiment requirements –reusable, paper, bulk dispensers Single use plastic bag ban POSSIBLE INCENTIVES AND ASSISTANCE Develop compliance roadmap/guidance Continue Sustainability Scholarship Program for restaurants – target particular establishments that may need the most assistance Provide technical assistance in the form of a consultant to assist with transition Coordinate bulk purchases if possible Do a “reusable cup” and/or “reusable container” pilot EXAMPLE SCENARIO 1 EXAMPLE SCENARIO 2
