HomeMy WebLinkAbout24711RESOLUTION NO. 24711 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, ADOPTING CERTAIN STANDARDS PUBLISHED FROM THE 2006 STATE OF CALIFORNIA, DEPARTMENT OF TRANSPORTATION (CAL TRANS) RELATED TO TRAFFIC SIGNAL POLES FOR TRAFFIC SIGNAL IMPROVEMENTS WITHIN THE CITY OF PALM SPRINGS. WHEREAS, the City desires to adopt minimum standards for the design and installation of traffic signals; and WHEREAS, the California Department of Transportation (Caltrans) established standard plans and standard specifications for transportation projects to be in compliance with Federal Highway Administration (FHWA) regulations; and WHEREAS, Caltrans routinely updates its standard plans and standard specifications on a regular basis; and WHEREAS, the current 2018 edition of the Caltrans standard plans related to traffic signal poles and mast arms has significantly increased the diameter of the traffic signal poles and foundations from the dimensions identified in earlier editions; and WHEREAS, installation of large diameter traffic signal poles and foundations in an urban downtown environment similar to Palm Canyon Drive or Indian Canyon Drive in Palm Springs can be challenging and, at times, an impossibility given existing infrastructure and utilities located within the City's roadways; and WHEREAS, Title 12 'Vehicles and Traffic" of the Palm Springs Municipal Code ("PSMC") establishes procedures for the administration, implementation, enforcement, evaluation, and maintenance of traffic regulations within the City consistent with the California Vehicle Code; and WHEREAS, Section 12.08.060 of the PSMC established the office of the City Traffic Engineer, and designated the City Engineer to serve in addition to such other functions, with authority to exercise the powers and duties with respect to traffic as provided for in Title 12; and WHEREAS, the City Engineer requested a formal analysis of the ·2018 Caltrans standard plans related to traffic signal poles to determine the reasons for the increased size of traffic signal poles and foundations, and to determine if the earlier 2006 Caltrans standard plans related to traffic signal poles may be adopted by the City; and WHEREAS, Albert A. Webb and Associates ("Webb") completed a formal analysis of the 2018 Caltrans standard plans and determined that many cities, including the City Resolution No. 24711 Page 2 of Los Angeles, have adopted and continue to use the earlier 2006 Caltrans standard plans related to traffic signal poles , and further that there are no known safety issues with installing traffic signals designed in accordance with the earlier 2006 Caltrans standard plans related to traffic signal poles ; and WHEREAS , Webb provided a report to the City Engineer titled 'Traffic Signal Poles , Caltrans 2006 Standards Recommendations ," dated November 2019, that evaluated adopting the Caltrans 2006 Standard Plans related to those plans identifying traffic signal poles , identified o n the "Electrical Systems -Signal and Lighting Standards Plan ES-6A to ES-6G and ES-7 A to ES-7H " as the standards to be implemented for traffic signal design and installation w ithin the City of Palm Springs ; and WHEREAS , based on the report provided by Webb , the City Engineer recommends the City Counc il adopt the 2006 Standard Plans , "Electrical Systems - Signal and Lighting Standards Plan ES -6A to ES-6G and ES-7A to ES -7H " as the standards to be implemented for traffic signal design and installation within the City of Palm Springs . THE CITY COUNCIL OF THE CITY OF PALM SPRINGS DOES HEREBY RESOLVE AS FOLLOWS : SECTION 1. The true and correct rec itals above are incorporated by thi s reference herein as the basis and fou ndation for th e City 's adoption of this Resolution . SECTION 2. The City Council hereby receives and accepts the findings made in that certain report prepared by Albert A. Webb and Associates , "Traffic Signal Poles , Caltrans 2006 Standards Re commend ations ," dated November 2019 , a copy of which is filed with the Office of the City Clerk. SECTION 3. The City Council hereby adopts the Caltrans 2006 Standa rd Plans related to traffic signal poles , identified on those specific Standard Plans title d : "Electrical Systems -Signal and Lighting Standards Plan ES-6A to ES-6G and ES -7 A to ES-7H ". The City Engineer shall util ize these adopted standards for any traffi c signal improvements to be implemented within the City of Palm Springs . ADOPTED THIS 30 TH DAY OF JANUARY, 2020 .
