My name is Ubaldo Boido and i support agenda item 1-H -AB1400 resolution.
Please support this resolution for AB1400. Our healthcare system is broken! The current healthcare crisis, COVID-19,
shows how we're all in this together. We need a single payer system that AB1400 offers. Too many people are dying for
healthcare profits, too many families are going bankrupt from medical bills and too many businesses are struggling to
provide benefits to employees. AB1400 will not only provide a solution but will lower city budget costs and improve
medical and mental health care to all Palm Springs city residents and tourists.

According to the federal government U.S. Centers for Medicare & Medicaid Services, "U.S. health care spending grew 4.6
percent in 2019, reaching $3.8 trillion or $11,582 per person." This number is not per family but per person. The current
system at these rates is unsustainable and more and more people will be unable to afford this human right. A single
payer system like the system proposed in AB 1400 would have numerous cost controls and greatly reduced the expense.
It would decrease healthcare costs for the City of Palm Springs and everyone in Palm Springs and the State.

The bureaucracy if our current system is designed to discourage patients from getting healthcare. Co-pays, deductibles
and networks work to fence out working class people. Middle class workers are always at risk of bankruptcy. While
those can afford it buy access to care with even more expensive insurance and services like concierge healthcare plans
that offer personal doctors on call.
AB 1400 offers a new healthcare model that prioritizes people's health rather than profits. The Riverside Democratic
Party on March 29, 2021 endorsed AB 1400.
I urge Palm Springs City Council to pass this resolution.

Vote YES on a resolution in support of California Assembly Bill 1400 (Calcare).
Hello My name is Patrick Weiss. I am a resident of Palm Springs, part of the Coachella Valley.
I'll mention health issues that concern residents of the Coachella Valley. Source: DHCD, Community Needs Health Assessment 2020/2021
Coachella Valley represents $639.6 million in gross agricultural value. Yet farmworkers are one of the most vulnerable
populations in the Coachella Valley due to exposure to pesticides, chemicals and heat stroke. Most farm workers do not
receive sick leave or health insurance.
Results suggest some disparity in the ED visits and hospitalizations were higher in ZIP codes (Coachella, DHS, Mecca and
Thermal) with higher levels of poverty compared to ZIP codes with lower levels of poverty. (Source:TrackingCalifornia)
The majority payer source for Eisenhower Medical Center is 61.9% Medicare. And at JFK Memorial Hospital is 59.1%
Medi-cal. (Stats for Desert Regional not found) And to a lesser degree private coverage! (2020 AHD) This does not
mention the number of people or patients that do not seek medical care because they fall in between the cracks of
these health programs or can not afford them!
In General:
66.5% of all bankruptcies in the US were tied to medical issues and research shows the implementation of the
Affordable Care Act has not improved things. (Personal Finance Magazine, 2/11/2019)
California Assembly Bill 1400 (Calcare) will solve these
problems! VOTE YES!.

Healthcare for All
Dear Mayor Holstege and Council Members,
I am writing to ask for your vote for April 22 Agenda Item 1H, Resolution of Support for
AB1400. I live in a nearby unincorporated area, but I attend church and receive medical
treatment in Palm Springs. I am volunteering with the California Nurses Association to
promote AB1400 because I believe it is immoral for people to die or become bankrupt,
in an industrialized country like ours. It is outrageous to see GoFundMe as a way to fund
life-saving medical treatment. Our employer-based healthcare system simply does not
make sense, and the only reason we have not fixed it is due to the influence of political
donations to our politicians.
AB1400 will save lives. Many Palm Springs residents have excellent healthcare, but
some are left out. We still have some people who are uninsured, and many more are
underinsured. AB1400 would provide better coverage for everyone, while saving money
for individuals, businesses and governments. An independent analysis from 2020
indicates universal healthcare could save 68,000 lives a year, and include everyone with
better coverage, with a cost savings of $450 billion a year for a federal program.
Proportional savings could be expected for California. AB1400 would provide real fiscal
benefits for the City of Palm Springs,
and for local businesses. Small businesses are struggling this year, and healthcare costs
are an increasingly difficult
burden. Palm Springs can lead the way in encouraging other local governments to
support this excellent bill, and California can lead the nation on this issue.
Please vote Yes for Item 1H, AB1400.

My name is George F. Klipfel II, and I'm writing in support of agenda item 1 H -Resolution of Support for AB1400. I've
been a Cathedral City resident for over 40 years and have supported Palm Springs businesses during that time.
My sons have had great difficulty finding affordable health care since they finished college. My wife and I have had
the same issues since we've retired. Please support this resolution for AB1400. Our healthcare system is broken!

Comment for Item 1 H for 22 April meeting
My name is Ann Hart. I strongly support passage of Agenda Item lH, Resolution in Support of AD14OO. Please approve it!
Our lack of systematic health care in the US is unsustainable.
COSTS:
As insurance premiums go up every year, coverage goes down.
Prescription medicine costs have doubled in 20 years.
Hospital costs have outpaced the inflation rate by 3.5% each year for the past 20 years.
A family of 4 pays an average of $20,000 a year for coverage.
60% of bankruptcies are medically related.
Cities and businesses pay 10% and more of their budgets on benefits. The annual benefits' negotiation process bleeds
time and money from public and private employers.
COVERAGE:
The US pays 17% of its GDP on health care while the rest of the world pays an average of 8.8%. Meanwhile we are 19th
in the world for life expectancy.
AB14OO ensures universal, comprehensive coverage with no co-pays, no out of pocket expenses and no deductibles for
all residents of California. It will lower city budget costs and a guarantee a continuum of medical and mental health care
to all Palm Springs residents and visitors.
Physicians who now spend twice as much time with medical records as with patients-and 59% of whom want a Single
Payer system-will return to caring for patients. As will nurses and all caregivers who now spend more time with
insurance companies than with their patients.
A Single Payer payment system will save money: the 30%+ of wasted monies now going for administration, billing,
advertising, etc., will go to instead for care.
